The health, safety and welfare of our property owners, residents, commercial owners, visitors and employees is a top priority for Hot Springs Village Property Owners Association. Reports today confirmed 11 additional COVID19 cases in Arkansas, for a total of 33.  And, we continue to hear unofficial reports of at least one case in Hot Springs Village but those results have not been officially confirmed.  Our mitigation protocols remain at substantial - a set of escalating designations suggested by the CDC in their early mitigation guidance which can be found at: https://www.cdc.gov/coronavirus/2019-ncov/downloads/community-mitigation-strategy.pdf

Board Election Vote Count
During their meeting this morning, the Board expressed its commitment to holding next Tuesday's board election vote count with modifications.  As discussed, concerns over COVID19 led to Committee Chair Jerry Yeric's resignation and self-quarantine, as well as some original member volunteers who wished to avoid public gatherings. Drew Kahl has agreed to be the Election Day Committee Chair with Jerry Yeric acting as an offsite advisor, if needed.  As of today, 25 of the original member volunteers have agreed to serve and the following modifications will be made to provide a more safe count environment for those who wish to participate:
  • The count will be held at Coronado Center to provide for greater social distancing 
  • HSV Fire Department personnel will conduct testing prior to entry 
  • Only those members and employees making up the election day count team, one HSV Police Officer and a representative from Hot Springs Village Voice will be allowed inside the building
  • Each attendee will receive gloves and hand sanitizers.
The diverse set of property owners and employees present in each year's count are equally trustworthy and deserving of our full support in their election day duties.  Bylaws Article VIII, Section 7 outlines the right of any member in good standing to request a recount should they so desire.  
 
Golf Update
Clarification: The Hot Springs Village Golf Department has temporarily suspended the use of GOLFNOW.com. This will reduce the likelihood of non-sponsored guests making tee times at Village golf courses.  
 
As we go forward, the golf shops are trying to limit the time people are in contact with each other. Also, we are trying to utilize our golf courses and accommodate golfers without keeping a facility open with little or no play. We need your help!

Please cancel your tee time in advance as soon as possible if you are not going to play. If a group, whether you booked a scramble or put a group in the lottery, and you are not going to play, please cancel those tee times.
 
With the Balboa Lounge closing, bad weather and lowered golf rounds,  Balboa Golf Course will be closed, at a minimum, through March 31. The golf department will be contacting all golfers with a scheduled tee time at Balboa and moving them to another course. 
 
The Magellan Deli is closed until March 31, but the golf course will remain open, weather permitting. 
 
Starting tomorrow, March 19, all cups on all greens will be raised above the level of the ground so golfers will not have to put their hands down in the holes.
   
POA Facilities Operations
The POA Administration Offices are currently closed to the public.  Our Member Services and Permitting and Inspections departments are serving members online and by phone, or in some cases, by appointment.  Please contact us at 501-922-5556 or at [email protected] for assistance and see yesterday's Village digest or our COVID-19 website for links to online service.   
 
POA Employees
We are committed to our talented workforce. On March 15, we rolled out more flexible PTO policies and a commitment to funding alternative temporary assignments for employees impacted by facility closures as long as feasibly possible. POA employees who have concerns for their health and livelihood are encouraged to visit with their supervisor, HR or CEO Lesley Nalley. 
 
Dining
Balboa Bar, Waypoint and Magellan Deli will be closed, at a minimum, through the end of March.

Many of the other restaurants throughout the Village are also offering TO GO menus and delivery services.  We encourage you to support all local businesses. 
 
Gate Access
All visitors must be registered at the gate as a guest to gain access so please be sure to list your guests using the online registration process here. You can also call the East Gate at 922-5015 and the West Gate at 922-1640.
 
Garland & Saline Counties
Per Saline County Judge Jeff Arey, access to Saline County Buildings is limited.  People are encouraged to conduct county business via the internet or telephone.  In-person business will require an appointment. A statement from Saline County Judge Arey can be read here
 
The Arkansas State Revenue Office located in the Saline County Complex is closed, the Bryant Office is still open.    
 
Garland County is under a burn ban effective immediately, as of Wednesday, March 18. You can read Garland County Judge Darryl Mahoney's executive order here. A statement from the judge explaining the ban is available here. 
 
 
Cancellations & Postponements

New announcements include: 
  • Arts in the Village on April 30 has been postponed until Sept. 24.
  • Chili Day, the HSV Breakfast Lions big fundraiser had to be postponed. It is not cancelled. The public should keep their tickets. We will reschedule as soon as we are given the all-clear by all concerned.
  • Coronado Baptist Church has cancelled all services and activities through March 31.
  • Coronado Baptist Church is cancelling all Wednesday morning Coronado, Koinonia & Coffee fellowships until further notice.
  • The Desoto Women's Club meeting, scheduled for April 8 is cancelled.  The club will now have meetings on June 10 at the Diamonte Country Club.
  • The Bocce Club has postponed Spring Leagues until after April 1.
  • HSV's 50th Anniversary  Birthday Party (April 20, 4- 7 p.m.) at the Ponce de Leon Center is postponed until later in the year, due to the CoronaVirus situation.   A new date will be announced as soon as it is available.
  • The Hot Springs Village Community Foundation has rescheduled its 15th annual benefit concert and pre-concert dinner, scheduled for March 31, to Oct. 1. All tickets purchased will be honored for this new date. the Hot Springs Village Recreation Department will process refunds for all requests made by March 27th to [email protected].   • The Kiwanis of Hot Spring Village has cancelled their presentation featuring the Hot Springs Concert Band on Sunday, April 26. The Hot Springs Village Recreation Department will process refunds for ticket purchases.
  • The Ouachita Speaker Series featuring Steve "Wildman" Wilson, scheduled for Tuesday, April 7, has been cancelled The Hot Springs Village Recreation Department will process refunds for ticket purchases.
  • The Village Church of Christ has cancelled all use of its facilities, including worship services, until after March 31.
  • Village SCAT Transportation has suspended operation until further notice. Phone messages will be taken.
  • The Unitarian Universalist Village Church has cancelled all meetings scheduled at the facility at 403 Barcelona Road, including Sunday services, until further notice. When updated information is available it will be posted at www.uuvc.org or on their Facebook page
