Joint Finance Schedules Public Hearings on State Budget
The Joint Committee on Finance (JCF), which is charged with the first revision of the Governor's budget, will hold four public hearings in April. The public hearings will begin at 10 am and conclude at 5 pm. The WCC will send the exact venue locations when they become available.
Members of the public can provide testimony, though there may be time limits imposed. Management at each of the venues will monitor capacity. Those wishing to testify at the April 28 virtual hearing will be required to register in advance and details on the registration process are forthcoming. Individuals can also provide input through an online portal at www.legis.wisconsin.gov/topics/budgetcomments, as well as via email using the address budget.comments@legis.wisconsin.gov.

On March 3, the WCC testified in support of AB-024 (Thiesfeldt, Jeremy), which prohibits local health officers from closing or forbidding gatherings in places of worship during the current pandemic. The amended bill passed out of committee by a vote of 6-3 and is now available for a floor vote.
WCC Supports Temporary Expansion of Choice Eligibility
On March 4, the WCC registered in support for AB-059 (Dittrich, Barbara), which lifts Wisconsin Parental Choice Program (WPCP) income eligibility for the 2021-2022 school year to the same income eligibility limits used by the state's two other Parental Choice Programs. The committee took no further action.
WCC Supports Holocaust and Genocide Education
On March 10, the WCC submitted written testimony in favor of AB-055 (Plumer, Jon), which requires instruction on the Holocaust and other genocides in social studies curricula. The committee took no further action.
WCC Supports Water Quality
On March 11, the WCC registered in favor of two bills that help protect water quality. SB-084 (Jacque, Andre) provides grant funds to replace or rehabilitate private on-site wastewater treatment systems. SB-156 (Cowles, Rob) expands the Wisconsin Clean Sweep program to mandate the collection of unused fire fighting foams containing perfluoroalkyl or polyfluoroalkyl substances (PFAS) that have been voluntarily surrendered. The committee took no further action.
