Under the American Rescue Plan, EDA was allocated $3 billion in supplemental funding to assist communities nationwide in their efforts to "build back better" by accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future economic shocks.

American Rescue Plan funding enables EDA to provide larger, more transformational investments across the nation, while utilizing its greatest strengths, including flexible funding to support community-led economic development.

With an emphasis on equity, EDA investments made under the American Rescue Plan will directly benefit previously underserved communities impacted by COVID-19.

EDA is making a Coal Communities Commitment, allocating $300 million of its $3 billion American Rescue Plan appropriation to ensure support for these communities as they recover from the pandemic and create new jobs and opportunities, including through the creation or expansion of a new industry sector. This commitment will be fulfilled through $100 million in Build Back Better Regional Challenge grants and $200 million in Economic Adjustment Assistance grants.

Deadlines vary based on each program. The following are the various programs and their deadlines:

  • Travel, Tourism and Outdoor Recreation - January 31, 2022 
  • Indigenous Communities - September 30, 2022

DCED’s Office of International Business Development (OIBD) to Host Virtual ‘Bringing the World to PA’ in September
Join us for a series of webinars designed to help your company explore international markets.
 
Every September for more than 20 years, OIBD welcomes its team of Authorized Trade Representatives from around the world to Pennsylvania for a two-week tour across the state. At each stop, the representatives meet with local companies to discuss international business strategies and sales opportunities.
 
OIBD remains committed to connecting Pennsylvania companies with people and resources that can help them increase their international sales. This September, OIBD will host another virtual edition of Bringing the World to PA to continue creating and building global business connections.
Bringing the World to PA 2021 will run from September 13 – 24 and will include a series of online presentations and panels on a range of international business and trade topics. Live presentations by PA’s Authorized Trade Representatives will highlight business opportunities for Pennsylvania exporters in key global markets. Partners and service providers from across the state and around the world will also be featured.
 
Pennsylvania-based companies interested in exploring new international markets for their products and services are invited to participate in as many sessions as they chose – all at no cost.

Kane Logistics
This month’s membership spotlight is Kane Logistics. NEPA spoke with Alex Stark, Senior Director of Business Development.

Kane Logistics is a third-party logistics provider (3PL) that helps consumer goods manufacturers and their retail partners efficiently and effectively distribute goods throughout the U.S. They provide consumer product companies with the national infrastructure they need to get products to market quickly and efficiently. Kane helps brands quickly and flexibly adapt to business growth and market volatility.

KANE’s omni-channel logistics services include nationwide warehousing and distribution, contract packaging, fulfillment, cross docking, and transportation solutions. Today, they manage a truckload fleet of 150 power units and 500 trailers and operate 6.5 million square feet of warehousing space across the U.S.

NEPA Alliance is committed to working with regional small businesses and nonprofits during the continued uncertainty surrounding Coronavirus (COVID-19). In cooperation with state and federal agencies, NEPA is offering loan assistance programs to businesses and nonprofits.

Information on the assistance programs and the Coronavirus can be found on NEPA's COVID-19 Response site and our Spanish translated site NEPA COVID-19 Recursos en Español.

NEPA is currently partnering with federal and state agencies to ensure small businesses and nonprofits in the Commonwealth of Pennsylvania have available resources accessible to them through the coronavirus crisis. This includes help with the U.S. Small Business Administration low-interest federal disaster loan program for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus. In addition, NEPA also has numerous business loan programs that offer low fixed interest rates to businesses in the seven-county region of Northeastern Pennsylvania.

Business Finance News
NEPA Alliance has several loan programs available for small businesses located in Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne counties.
These low cost, low interest loans offer reduced down payments and standard loan term maturities for machinery and equipment, land and building acquisition, construction and renovation. Loan rates are fixed and generally below the prime lending rate.
 
Eligible businesses include Manufacturers, Industrial, Agriculture/Agribusiness, Hospitality & Tourism Related Enterprises, Recyclers, Day Cares, Computer Related Services, Advanced Technology, and Retail and Service Related Businesses. Other business sectors may also qualify.

NEPA Alliance Business Finance Corporation is a state-wide CDC allowing for NEPA BFC to lend SBA 504 Loans to eligible small businesses located in the state of Pennsylvania.

Financing Structure

A bank or other lender finances 50% of the project cost and takes a first lien position on the assets financed. The SBA 504 loan finances 40% of the project cost, up to $5.5 million, and takes a second lien position. The borrower then contributes a down payment of as little as 10%.

The Defense Logistics Agency: Who Are They and What Do They Do?
 
The Defense Logistics Agency (DLA) headquartered at Fort Belvoir, Virginia, has provided the nation’s military services with logistics support for over 50 years. They provide full spectrum support for the warfighter. Whether the warfighter is engaged in combat, peacekeeping or humanitarian assistance activities, DLA provides the support needed to achieve success in assigned missions. DLA reaches back to industry for partners then leans forward to the front line whether it is the warfighter, or storeroom of a ship, or the skin of an aircraft. Demand is linked with supply.
 
As the nation’s combat logistics support agency, DLA manages the global supply chain – from raw materials to end user to disposition – for the Army, Navy, Air Force, Marine Corps, Coast Guard, 10 combatant commands, other federal agencies, and partner and allied nations. DLA sources and provides nearly all the consumable items America’s military forces need to operate, from food, fuel and energy to uniforms, medical supplies and construction material.
 
DLA also supplies 86 percent of the military’s spare parts and nearly 100 percent of fuel, manages the reutilization of military equipment, provides catalogs and other logistics information products, and offers document automation and production services to a host of military and federal agencies.
 
DLA’s major responsibilities are to (1) buy or contract, (2) warehouse when needed, and (3) distribute about 5 million distinct consumable, expendable, and reparable items.
 
DLA acquires items from manufacturers and suppliers that they then provide to the Department of Defense and other federal and regional customers, often with supplementary services such as warehousing, packaging and transportation. DLA also contracts for items that are provided directly by the manufacturer to DLA customers.

DLA’s customers determine their requirements for material and supplies. DLA Supply Chains consolidate requirements and procure the supplies in sufficient quantities, or link demand to sources of supply to meet their customers' projected needs.
