Flag Day – June 14th

Flag Day, also called National Flag Day, in the United States, a day honouring the national flag, observed on June 14. The holiday commemorates the date in 1777 when the United States approved the design for its first national flag.

The idea to set aside a day to honor the national flag came from several sources. Bernard J. Cigrand, a Wisconsin schoolteacher, in 1885 urged his students to observe June 14 as “Flag Birthday.” He later wrote an essay published in a Chicago newspaper that urged Americans to proclaim this date as the day to celebrate the flag. In 1888 William T. Kerr of Pennsylvania founded the American Flag Day Association of Western Pennsylvania, an organization to which he dedicated his life. A lesser-known claim is that of George Morris of Connecticut, who is said to have organized the first formal celebration of the day in Hartford in 1861.

In 1916 Pres. Woodrow Wilson proclaimed June 14 as the official date for Flag Day, and in 1949 the U.S. Congress permanently established the date as National Flag Day. Although Flag Day is not an official federal holiday, Pennsylvania celebrates the day as a state holiday. Each year the U.S. president delivers an address that proclaims the week of June 14 as National Flag Week, and all Americans are encouraged to fly U.S. flags during that week.

Bills Just Signed by the Governor That Have a Big Impact
State Bill SB1975 - Disabled Vet Tax Exemption

This bill has passed both houses and has been sent to the Governor's Desk. As with any bill, the text is complicated, and there are lots of "ifs and buts", but in general, it provides for the disabled Veterans Homestead Exemption to be passed on to a surviving spouse. and Surviving Spouse. There are specific details on the eligibility for spouses.

There is also a clause that eliminates the annual filing for exemption for vets who are 100% and permanently disabled.

House Bill 5184 - Veterans Assistance Commission Reform Bill


A Veterans Assistance Commission reform bill enacting changes to the state Military Veterans Assistance Act was approved unanimously by the Illinois Legislature in April. HB 5184 clarifies the funding relationship between Illinois counties and statewide Veterans Assistance Commissions. Once enacted, the legislation should help resolve several lawsuits between veteran organizations and county boards related to the funding mechanism for Veteran Assistance Commissions.

Veterans and their families are invited to “Start the Conversation” 9 am to 5 pm, at Immanuel Lutheran Church, 300 Pathway Ct., Crystal Lake.

** Major General James H. Mukoyama Jr., a nationally recognized expert will speak on Unmasking the Truth about PTSD versus Moral Injury.

** Professional Speaker Ashley Jordan and her husband, Medevac Helicopter Pilot Aaron Kinney will present on Secondary Traumatic Stress (STS).

** Speakers from RUSH University Hospital Road Home, Veterans Path to Hope, and VA Lovell will present on PTSD as well as Suicide Prevention.

** Christy Lister of BLUE H.E.L.P. and Tiffany Wells, Mrs. Illinois will engage First Responders in conversation.

** BraveHearts and Veterans R & R-Operation Wildhorse will provide equine therapy demonstrations.

Fort Sheridan National Cemetery


The transfer of the small parcel of Forest Preserve land (4.7 acres) adjacent to the Ft. Sheridan National Cemetery to the National Cemetery Administration (NCA) is not a done deal. Without the transfer the cemetery will run out of burial space in 15 years. With the added space, we will continue to hold military burials there for 50 years, We encourage all veterans to send a short letter to the Forest Preserve Board members and the Lake County Board members voicing your feelings about transferring this 4.7 acres to the NCA.

takes off August 19th. LCHF is always looking for donors to support the veterans on these flights. Thank you, Southwest Airlines for 30 round trip tickets, and Comfort Cavalry Heating and Air (below) is a long-time contributor and giving again for Flt 19.

Thank you, also to all the assorted volunteers who make the honor flight such an outstanding and memorable event for the 23+ veterans who are on each flight.  Remember the guardians, the folks who get up at 2:00 am to get everything in order for the flight departure, the airport volunteers who rouse all the travelers at the airports to applaud the veterans as they go through to and from their flights - and all the others I don't even know about who generously provide their time and energy.

The Post has adopted a process where they provide American Flags for those visiting veteran grave sites. The concept includes visitors placing the flags at the various sites. We adopted this methodology in 2021 and it was a big success. This year, new flag holders were constructed that hold many more flags. We service the Diamond Lake Cemetery on Hwy. 60; the Ivanhoe Congregational Cemetery and the St. Mary of Annunciation Cemetery in Fremont Township.

Two Overlapping Survivor Benefits
Don't let the Coroners put COVID-19 on Veterans’ death certificates instead of the underlying issues as the cause of death

If you have a veteran death to deal with, check to make sure that any service related underlying cause of death is properly documented on the death certificate. If Covid-19 is recorded as the immediate cause, and if the contributing service connected conditions are not listed on the death certificate, a surviving spouse may lose their Dependent Indemnity Compensation . See item 5 in RSO Notes for further details.
However, if the death was also caused by Covid-19, the survivor should investigate and apply for the FEMA Covid burial expense assistance discussed in the article to the right
Covid Test At Home?
At-home rapid tests are antigen tests, which use a different mechanism to detect infection. These tests can be processed in your home using a kit that looks similar to an at-home pregnancy test and gives results within 10-15 minutes. Antigen tests are fairly accurate, when someone is experiencing symptoms and their viral load is very high. However, when someone has a lower viral load, such as in someone without symptoms might get false negative test results.

An Alternative Death Benefit


One of our readers pointed out to me that FEMA also offers a death benefit - IF the death is attributed to Covid-19.


Therefore, if you are dealing with a death caused by Covid-19 and there is no question about veteran survivor benefits, you should apply to FEMA for their death benefit. Here's an extract from the FEMA information.


Who is Eligible?


To be eligible for funeral expense assistance, you must meet these conditions:

  • For deaths that occurred after May 16, 2020, the death certificate must indicate the death was attributed to COVID-19.
  • For deaths that occurred from Jan. 20 to May 16, 2020, any death certificate that does not attribute the cause of death to COVID-19 must be accompanied by a signed statement listing COVID-19 as a cause or contributing cause of death.

Anyone in Lake County who needs help finding health and human service support can call 211 and get quickly connected to available resources. Lake County 211, provided by United Way of Lake County, is a free, confidential information and referral helpline that will enable Lake County residents to get the help they need 24 hours a day, regardless of the language they speak or where they live.  

The 211 network also answers dozens of crisis hotlines, including the National Suicide Prevention Lifeline.

Journey Cares -Looking for a Few Good Men (and Women!)

JourneyCare, Northern Illinois’ largest hospice and palliative care organization, offers an official "We Honor Veterans" program to support veteran  patients and their families. The program is registered through the National Hospice and Palliative Care Organization and developed with the support of the U.S. Department of Veterans Affairs. JourneyCare ensures that veterans can access information about all VA benefits to which they are entitled and offers assistance in obtaining them.

Hospice and palliative care are covered benefits for all veterans enrolled in the VA. JourneyCare accepts VA, Medicare, Medicaid and private insurance. Generally there are no out-of-pocket expenses for veterans for hospice-related services.

In the back of every veteran’s closet, you’re likely to find some old uniforms, dusty caps, a stack of medical, training, and discharge records... maybe a few ribbons or medals. But these are just a few of the typical things that separated or retired service members keep with them. Other things, they’re stuck with forever.

So we compiled a list of the more non-traditional things that veterans carry for life.

1.    An incessant need to roll socks

3.    The misguided idea that ibuprofen and fresh socks will cure any ailment

While some of your colleagues may have a sense of direction -- they've applied and been accepted to school, have job offers lined up or have started to plan an entrepreneurial venture -- that doesn't mean they have all the answers.

As you consider what's next, here are some good questions to ask yourself:

2.    What am I told I'm good at?

3.    What would I hate to do (for a living)?

4.    Which of my skills do I enjoy leveraging the most?

5.    With some more training, what could I do?

6.    Which jobs are in high demand?

7.    Have I talked to others to explore options?

8.    What jobs are plentiful where I want to live?

9.    Is a gig job best for me?

10. What parameters are there in my work?


Our Military Kids is a program that funds scholarships to Reserve and National Guard families, allowing children to participate in an activity of their choice.

Did you know that the Department of Veterans Affairs offers a small monthly pension to very low-income wartime veterans and their surviving spouses? This pension, which is different from VA disability compensation, offers a monthly cash payment to older or disabled veterans and surviving spouses who have few assets and a small income.

There is far too much in the various issues of Military.Com to write or even extract from them. The trick is to find the pieces that are important to you. Therefore, we have provided a graphic that shows the various dropdown choices. As you will see, there is information on general news – with the choice to see the news for your own branch, service benefits, Job and transition support, military life and family issues. I get several versions, and then I’ll scan for titles that seem to be related to me. For example, I decided to try the the Veteran Jobs tab for Lake County. It provided over 400 postings for Lake County and Northern Cook County. See the dropdowns below. Then you can click on military.com to set up a subscription and select versions that you are interested in.

In addition, there are a wide assortment of resource links (including discounts for vets and families) to find other specific information. You might want to give the magazine a look.

How do you get "Veteran" on your driver's license?

Effective January 1, 2020, it will be easier to get "VETERAN" recorded on your driver's license. To get the “VETERAN” designation, veterans can bring their DD214 or other acceptable discharge document directly to a Secretary of State Driver Services facility.
If veterans choose to add the designation prior to their renewal date, they may obtain an updated driver’s license for $5 and an updated ID card for $10. Veterans over the age of 65 can obtain an updated state ID card at no cost.
A special note - If you are an older Vet and your DD214 was lost in the St. Louis fire in the early 1970's, you can obtain a "certificate" that replaces the DD214. However, for one vet we know, the DMV didn't accept that certificate.

If you need a complete set of your military records
If you need a set of your military records for any reason, you can obtain them by faxing or mailing a request to the National Personnel Records Center. While they will accept a letter (if you get all the right information into it) it is best to use the standard form SF-180 to request it. You can download that form at Standard Form 180
