Dan Wolf, Owner of Lakeview East Favorite "The Bagel", to be Awarded with JCFS 2020 What's Possible Award

We are incredibly proud to share JCFS will be honoring Danny Wolf with this year's What's Possible Award for his civic and philanthropic endeavors. Born in Theresienstadt Concentration Camp in 1944, Danny and his mother reunited with family and emigrated to the United States with assistance from the Hebrew Immigrant Aid Society (HIAS).
Eventually, his family founded The Bagel Restaurant (3107 N. Broadway), which Danny still owns and operates. A long-time member of Anshe Emet Synagogue, Danny has served in numerous leadership positions for Jewish communal and charitable organizations in addition to being a steadfast supporter of JCFS and the community.
We are honored to know and work with Dan, and are thankful for his unyielding support of small businesses and the community.

Mayor Lightfoot and Chicago Department of Public Health: Chicago Will Move Into Phase Four on Friday, June 26
|
The following industries will open for the first time at the beginning of Phase IV in Chicago:
Industry-specific guidelines
include details such as how businesses can engage in healthy interactions between workers and customers, how to maintain safe working spaces and conditions, and how to design and monitor workplace operations to create flexibility and maintain safety for employees and customers.
Most industries previously allowed to open in earlier phases have updated guidelines, including:
- Education & Childcare
- Office & Real Estate
- Accommodation & Tourism
- Retail & Services, including Personal Services and Health & Fitness Clubs
- B2B, including Manufacturing, Construction, Transportation & Warehousing
- Healthcare
- Transportation
- Parks & Outdoor Attractions
- Places of Worship
Please review the
guidelines specific to your industry for the most up-to-date requirements.
Although progress has been made in order to move to Phase IV, all residents should continue to abide by important guidance including:
- Physically distancing and wearing a face covering
- Limiting non-business, social gatherings to 50 persons for indoor events and 100 for outdoors
- Staying at home if you are considered vulnerable, feel ill or have come into contact with someone with COVID-19
- Getting tested if you have symptoms
Businesses are encouraged to go through the city's
self-certification process
for reopening. Please review the guidelines and create your business plan to self-certify.

OTHER IMPORTANT UPDATES
INDOOR RESTAURANT & BAR SERVICE: Starting on Friday, June 26, restaurants and bars will be able to allow indoor service at 25% capacity with a maximum capacity of 50 people per room or floor. Patrons must be seated at tables that are six feet apart with ten people or fewer per table. The updated industry-specific guidelines for food service and bars are available
here. The decision to allow for indoor dining was based on the continued positive trend in the data metrics monitored by the Chicago Department of Public Health (CDPH) over the past several weeks.
- Limit customers to no more than 10 people/table
- Limit each indoor space/room to no more than 50 individuals, while practicing social distancing, or 25% capacity (whichever is fewer)
- Outdoor dining/alcohol consumption permitted following standard social distancing requirements
- For event venues/banquet halls, adhere to capacity and gathering restrictions for indoor/outdoor spaces (depending on setting)
- Seating at drinking establishments without a Retail Food Establishment License will be limited to a maximum of two hours per party.
- Alcohol sales at bars and restaurants for on-site consumption must still end at 11:00 p.m. each night, while the sale of alcohol for carryout or delivery must cease at 9:00 p.m. each night.
SIDEWALK CAFES & OUTDOOR DINING: The sidewalk café reform ordinance includes the following provisions:
- 75% permit fee reduction
- Ability to extend sidewalk cafés in front of a neighboring property
- Expedited permit issuance process

If you wish to extend your sidewalk cafe beyond your property line, please remember you cannot be in front of another food establishment or liquor store. You must ask permission from the property owner if you are NOT curbside. Please update your COI's.

COCKTAILS TO GO:
City Council approved an ordinance to temporarily legalize the sale of pre-mixed cocktails for pick up or delivery in the city. This ordinance will allow for cocktails to go in Chicago with health and safety measures in place based on provision of the recently passed State Law:
- Pre-mixed cocktails must be sold in a sealed and tamper-evident container.
- Cocktails can only be sold by bars and restaurants, not liquor stores.
- Cocktails must be labeled and cannot be delivered by third-party delivery services.
NEW BUSINESS INTERRUPTION GRANTS PROGRAM: The Department of Commerce and Economic Opportunity (DCEO) will launch the first round of Business Interruption Grants (BIG) by providing $60 million to businesses experiencing losses or business interruption as a result of COVID-19 related closures. The total program funding will amount to at least $540 million in grants for small businesses.
Specifically, the program includes support for:
- Bars and Restaurants - $20 million for bars and restaurants unable to offer outside service, providing at least 1,000 grants of up to $20,000 each
- Barbershops and Salons - $10 million for barbershops and salons, providing 1,000 grants of $10,000 each
- Gyms and Fitness Centers - $10 million for gyms and fitness centers that have lost significant revenue due to COVID-19, providing 500 grants of $20,000 each

REBUILD DISTRESSED COMMUNITIES GRANT: Rebuild Distressed Communities is a $25 million economic recovery program to support Illinois businesses that have sustained property damage as a result of civil unrest during protest and demonstrations on or after May 25th, 2020. The program will identify Grantees to solicit applications, administer subgrants and coordinate qualified vendors to make repairs for impacted businesses. Read more

"TOGETHER NOW" FUND: Chicago's small businesses and non-profits that need addition assistance to recover from COVID-19 and damage to their storefronts can apply for a grant from the Together Now Fund. Join one of the

SMALL BUSINESS LIVE RESTART GRANT FUND: Accion Opportunity Fund partnered with Superfly to raise money to support small business owners working to overcome challenges related to COVID-19. The effort is part of Small Business Live, an online philanthropic music experience that took place on Saturday, June 20. Selected small business owners will receive a grant of $5,000 to help restart their business. At least 50% of funds will be allocated to current Accion and Opportunity Fund loan clients. The other 50% of grantees will be selected from the pool of eligible applicants. Click here for more information and to apply.
PPP LOANS: Join Employco USA to learn about the updates to the Paycheck Protection Program (PPP) following the enactment of the Flexibility Act and revised forgiveness applications. During this free webinar, we'll:
- Summarize the updated regulations and instructions released on June 5th and June 17th Learn the differences available between the 8-week and 24-week forgiveness periods
- Discuss the new options to setup your measurement period for payroll and non-payroll costs
- Review the new EZ Forgiveness application
- Examine the new wage limits if the 24-week option is selected
- Provide details on how to calculate a FT vs FTE employee
- Discuss tips to maximize the forgiveness, and talk about the rules for the portion of the loan that is not forgiven

LABOR LAWS: WEBINARS

to educate both employers and employees on wage, sick leave and scheduling. These are important webinars to protect your business from lawsuits and to understand employee and labor laws.
FAIR WORKWEEK
The Fair Workweek Ordinance goes into effect on
July 1, 2020
. Employees are covered by the ordinance if they work in one of seven "covered" industries (Building Services, Healthcare, Hotels, Manufacturing, Restaurants, Retail, and Warehouse Services), they make less than $26/hour or $50,000/year, and the
employer has at least 100 employees globally (250 employees and 30 locations for a restaurant).
Covered employees are given:
- Advance notice of work schedule (10 days beginning July 1, 2020)
- Right to decline previously unscheduled hours
- 1 hour of Predictability Pay for any shift change within 10 days
- Right to rest by declining work hours less than 10 hours after the end of previous day's shift
FAMILY FIRST CORONAVIRUS RESPONSE ACT
The
Families First Coronavirus Response Act (FFCRA or Act)
requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19. The Department of Labor's (Department) Wage and Hour Division (WHD) administers and enforces the new law's paid leave requirements. These provisions will apply from the effective date through December 31, 2020.

- Small businesses with fewer than 50 employees may qualify for exemption from the requirement to provide leave due to school closings or child care unavailability if the leave requirements would jeopardize the viability of the business as a going concern.
- The Lakeview East Chamber of Commerce is looking into how small businesses can be exempt from this Act. We will be hosting a ZOOM webinar on this subject that will go over this Act in more detail. It is scheduled to be effect December 2020.
MINIMUM WAGE
The minimum wage that will go into effect on July 1, 2020 is based on EMPLOYEE COUNT and is charted out as:4-20 employees is $13.50 per hour and $14.00 for 21 or more employees. Tipped employees will receive $8.10 for 4-20 employees and $8.40 for 21 or more employees. If you have fewer than 4 employees, the Sate minimum wage law is exempt. Please also review the PAID SICK DAYS to based on 1 hour for every 40 hours worked.
