City News
Robinson voters were asked to consider 17 amendments to the City’s Charter during the May 1, 2021 election. All 17 propositions listed on the election ballot were approved, the voting results can be found here.
 
Listed below is the impact of each of the approved propositions. Find all 17 original propositions and the impact of their approval here.
 
The amendments to the city charter will take effect after approval by the city council at a Special Called City Council meeting. We will share the details for that meeting as soon as they are available.

Impact of change to Proposition 1: Removes leftover language from initial charter adoption and the language used to the change from a general law to a home rule city, which is not relevant going forward since the change was made from general law to home rule.

Impact of change to Proposition 2: Removes sections that are in conflict to what has been approved by the state legislature. Since these sections are superseded by state law, this proposition would remove them from the city charter.

Impact of change to Proposition 3: Allows changes to be made to parts of the charter that are no longer in agreement with the changes made by the 2021 election. This is to ensure the sections are in agreement with the new changes. It also provides for correction of errors and outdated language within the charter.

Impact of change to Proposition 4: Makes the position of mayor an office elected by voters instead of being appointed by the city council. Provides for council members to file for a specific position on the ballot and to be elected by place instead of a slate of candidates being submitted as a group to the voters without reference to a place or seat on the council. Each place is selected separate from the other places.

Impact of change to Proposition 9: The current charter provision provides for an election date that is not in line with the election date under state law and is not the actual election date observed by the city. This change makes the charter comply with the Texas Election Code and actual practice.

Impact of change to Proposition 10: The current charter assumes that the city will administer its own elections. The change will reflect the city’s actual practice which is contracting with the McLennan County Elections Administrator to conduct the city’s elections.

Impact of change to Proposition 13: Historically, the majority of city elections have had every candidate running for every position on the council up for election. Depending on the election year, the top 3 or 4 (number changes due to the odd number of seats on council) candidates are elected to the council regardless of the number of votes or the percentage of the vote each candidate received. This change, in conjunction with the other changes proposed, would require candidates to run for a specific place on the council so for them to win that place the candidate would have to receive the majority of the votes casted for that place.

Impact of change to Proposition 14: To make clear that the provisions of the Texas Tax Code governs the assessment and collection of property taxes.

Impact of change to Proposition 17: Requires the city council, by ordinance or ordinances, to provide for the organization of the commission. Differences in the COVID Vaccines
COVID-19 vaccines are now open to anyone 18 years of age or older. To receive a vaccine, contact your pharmacy or doctor. Another option is to receive your vaccine from the Health District. There is no longer a waitlist with the Health District. You can schedule an appointment directly here.

Side effects from this vaccine are often mild to moderate and are more common after your second dose. You may experience pain, redness, and swelling at the injection site. Throughout the rest of your body, side effects can include tiredness, headache, muscle pain, chills, fever, and nausea. Side effects generally appear within a day or two and should go away within a few days.

In clinical trials, the Moderna vaccine was shown to be 94.1% effective at preventing COVID-19 in the individuals who received both doses and had no evidence of being previously infected.

Side effects from this vaccine are often mild to moderate and are more common after your second dose. You may experience pain, redness, and swelling at the injection site. Throughout the rest of your body, side effects can include tiredness, headache, muscle pain, chills, fever, and nausea. Side effects generally appear within a day or two and should go away within a few days.

In clinical trials, the Pfizer vaccine was shown to be 95% effective at preventing COVID-19 in the individuals who received both doses and had no evidence of being previously infected.

Side effects from this vaccine are often mild to moderate. You may experience pain, redness, and swelling at the injection site. Throughout the rest of your body, side effects can include tiredness, headache, muscle pain, chills, fever, and nausea. Side effects generally appear within 7 days after getting the vaccine and are more common in people between 18 and 59 years old compared to those 60 years and older.

***Reports of adverse reactions after receiving the vaccine suggest an increased risk of a rare reaction called thrombosis with thrombocytopenia syndrome. Nearly all reports of this condition, which involves blood clots with low platelets, have been in adult women younger than 50 years old. The CDC reviewed all available data and concluded that the known and potential benefits of the Johnson and Johnson vaccine outweigh its known potential risk.

In clinical trials, the Johnson and Johnson vaccine was shown to be 66.3% effective at preventing COVID-19 in individuals who had no evidence of being previously infected. In addition, it has a high efficiency at preventing hospitalizations and death, as well as early evidence suggesting it can prevent asymptomatic infection.

Did you know that Waste Management offers Bulk/Brush Curbside collection once a week on your regular trash pick-up day? Bulk waste includes carpeting (cut into 4-foot bundles), household furniture, appliances with CFCs removed, and brush. For the safety and protection of our employees and equipment, we require that branches and tree trimmings be no greater than five inches in diameter, and be cut, tied, and bundled in five-foot lengths. Grass clippings and trimmings should be placed in a disposable bag.

Think twice before you throw something in your recycle bin! There are many reasons an item might not be recyclable. It could have grease on it or be "contaminated" in some other way, or it simply might not be biodegradable. Below you'll find a list of seven common items that many people believe are recyclable in their curbside recycle carts but are not.

While these items might not be accepted in curbside recycling, there are many different recycling options to prevent these items from going to the landfill. Many stores (Target, Wal-Mart, etc) have recycling drop-off locations in their stores. For a more detailed list of items that are commonly mistaken as recyclable click here.

Upgrading Robinson
Work for the next round of streets is expected to begin this month, weather permitting. In the coming weeks, the contractor will start prepping the streets, beginning with clearing and grubbing. Once finished with clearing and grubbing, they will move on to drainage work. To stay up-to-date on this project, click here.
Kitten Season
It's kitten season! According to the ASPCA, kitten season takes place during the warm months (typically between March and October) and many shelters experience the bulk of their cat and kitten intake during this time. If you come across kittens and don't see the mother nearby, there's a good chance she'll be back. She will frequently leave her babies to look for food and water and know exactly where she left the kittens. Make sure you leave the litter because the mother always knows where she left them. She will sometimes make multiple trips when she moves them. The City Council will meet in person and virtually for the May City Council Meeting.

The telephone and video meeting will be hosted through WebEx. The City has set up a section on our website to provide instructions on how to both view and submit a public comment for the meeting and navigate the virtual event. The access code, password, and toll-free number will be provided in the agenda.

Public comment will only be allowed via telephone or video conference via WebEx if choosing to attend remotely. All speakers must register to speak at least two hours in advance of the meeting. All public comments will occur at the beginning of the meeting under the public comment item. Speakers must call in at least 15 minutes prior to the meeting starting in order to speak. Written comments may also be submitted two hours in advance of the meeting. To register to speak or to submit written comments, please email the City Secretary, Misty Cryer.

An audio recording of the virtual meeting will be made available to the public in accordance with the Open Meetings Act upon written request.
In 1962 President Kennedy proclaimed May 15th as National Peace Officer Memorial Day to honor and recognize those in law enforcement who have lost their lives in the line of duty. In addition, he declared the calendar week May 15th falls within as National Police Week, placing National Police Week May 9th - 15th this year. The week is a time to celebrate and memorialize the fallen and disabled officers and honor and thank all officers that continue to protect and serve. With absolute gratitude, we thank all of the Robinson Police Officers and the sacrifices they make to serve our community.
We want to acknowledge all of the teachers who work tirelessly to educate our community during National Teacher Appreciation Week (May 3 – 7)! Thank you for all you do and your commitment to educating our youth and future leaders.

May 2 – 8, 2021, is Public Service Recognition Week, a time when we celebrate our public servants who dedicate their time to serving the community. The past year has been an eventful one, from a pandemic to an unprecedented winter storm. But, through it, all city services continued uninterrupted. We hope you will join us this week in thanking ALL public servants for their service to the city. 
May 4th is International Firefighters Day. It's a day to celebrate and thank not just the amazing staff and volunteers of the Robinson Volunteer Fire Department but all firefighters. It is also a time to remember and honor the firefighters who dedicated their life serving our community and their life protecting us all.
We celebrate all of those in the Public Works Department during May. They work tirelessly to keep us all connected. This year, National Public Works Week is May 16 - 22. Be sure to stop and thank all these amazing individuals when you see them working to keep our city running.
