Hello Colorado HTP Stakeholders,

Welcome to the April edition of the HTP newsletter. Hold on to your hats! We are moving right along with HTP implementation and, well, it's super windy outside. We updated the timeline below with some updated views of future important dates as our horizon for the program expands. We’ve got some important program trainings and resources coming out as well as some other support and resources that folks may find valuable. And hats off, see what I did there, to the Naloxone project for a successful first year! Thanks for reading.

HTP Timeline
Public Dashboard

The Collaboration, Performance, and Analytics System (CPAS) hospitals will be using for HTP now has a public dashboard that stakeholders can access to view which measures and interventions each participating hospital is doing. The information is sortable and can be exported into Microsoft Excel. This is a really nice tool for exploring all of the interventions that the hospitals will be implementing and the measures that the interventions are focused on. You can view the new dashboard here.
Data Dress Rehearsal and Training

During the month of March, the HTP team and hospitals conducted a “data dress rehearsal.” This exercise gives us the opportunity practice, test, and refine the data reporting systems and processes for the HTP. On Thursday Feb. 17, 2022, the Department hosted a statewide training webinar for all HTP hospitals regarding the data reporting process in preparation for the dress rehearsal. A recording of the training is available on the HTP webpage. Thank you to all the hospitals for making the most of the opportunity to get familiar with our data reporting processes and tools. The HTP team will also be sending data files to each HTP hospital for the claims-based measures that the hospitals will be working on. This will be delivered via secure file transfer protocol (SFTP) to each hospital in mid-April.
HTP Quarterly Reporting Guidebook and Training

To assist hospitals with successfully completing all required HTP quarterly reporting activities, we have published a comprehensive quarterly reporting guide titled HTP Quarterly Reporting Guide. The guide includes important information such as:
 
  • An overview of the various types of quarterly reporting (Community and Health Neighborhood Engagement (CHNE), interim, milestone, performance measures)
  • The quarterly reporting schedule
  • A deep-dive into interim and CHNE reporting including the requirements, submission, scoring and achievement review criteria, scoring review and reconsideration period, etc.
  • A deep-dive into milestone reporting including the requirements, submission, scoring and achievement review criteria, scoring review and reconsideration period, milestone amendments, course corrections, etc.
  • The Qualtrics survey prompts that will be used for interim and CHNE reporting*

We will be holding the Interim Activity and CHNE Reporting Requirements Training for hospitals on Friday, April 15, 2022, from 10 a.m. – 12 p.m. MT.

Screening, Brief Intervention, and Referral to Treatment (SBIRT) in Colorado Training

Peer Assistance Services, Inc. is conducting four trainings in April on Screening, Brief Intervention, and Referral to Treatment (SBIRT). The first occurred on April 5, and the second on April 11. There are two more on offer throughout the remainder of the month. Learn evidence-based approaches to prevent, identify, and reduce misuse of alcohol, marijuana, prescription, and illicit drugs in both adults and adolescents.
 
These two-hour virtual trainings are being offered at no cost and provide continuing education credits for nurses, pharmacists, social workers, and physicians. These trainings are presented by SBIRT Lead Trainer, Kevin Hughes, B.S., CAS, CPS II.

Colorado Hospital Association (CHA) Support

CHA will be hosting a final support session focused on the SW-BH3 measure on April 20, 2022. The session is tailored for all hospitals working on the SW-BH3 measure, and will be a session focused on addressing any challenges hospitals have faced so far and best practices/shared learnings relating to the Emergency Department (ED) Alternatives to Opioids (ALTO) work. Details for the training are below:

Telligen Learning Assets and Support

In Case You Missed It: the Telligen QIN-QIO has no cost Learning Assets to offer that are in direct alignment with many of your HTP measures and interventions.

Community Engagement Resource
 
The Assessing Community Engagement project from the National Academy of Medicine (NAM) Leadership Consortium: Collaboration for a Value & Science-Driven Health System is funded by the Robert Wood Johnson Foundation. Guided by a committee of national and community leaders that reflect diverse backgrounds and perspectives, the project aims to provide community-engaged, effective, and evidence-based tools to those who want to measure engagement to ensure that it is meaningful and impactful, with a special emphasis on ensuring equity as a critical input and outcome. As part of this effort, the Organizing Committee developed the Assessing Community Engagement Conceptual Model (ACE-CoM), which identifies outcomes associated with meaningful community engagement. The Naloxone Project News

         The Naloxone Project celebrated its one-year anniversary on March 30, 2022. The project has seen great success over its first year. In its first year of the Naloxone Project:

  • 104 facilities enrolled in the project - 3,358 kits dispensed from these facilities in 2021
  • A 130% increase in the number of facilities dispensing naloxone 
  • 4,000 doses of naloxone donated to community organizations (leave behind program with EMS/police and harm reduction centers) 
  • Started a Labor & Delivery pilot program that has 4 units participating
  • Working with 22 partner organizations across the state
  • Created great resources and toolkits that are on the Colorado Naloxone Project's website

The Denver Gazette published a great article about the project's first year's success.
Prescriber Tool

The Prescriber Tool helps Coloradans save money on health care by empowering providers with information on prescription drug costs and affordable alternatives. It reduces administrative burden for providers, while also improving convenience for patients. 
 
Please contact your IT Support Staff, EHR Training Team, or EHR vendor to access the “Real-Time Prescription Benefit” and get training and education materials.

Recap of March Health Cabinet Policy Summit
 
Thank you to the 1,000 attendees who joined Lt. Governor Primavera, Health Cabinet executive directors and industry leaders for the Health Cabinet Policy Summit hosted by the Department of Health Care Policy & Financing – March 24 and 31. We appreciated participation of policy makers, advocates, payers, care providers, health care leaders and other industry stakeholders.
 
Topics included health care affordability for Coloradans; behavioral health transformation; Hospital Insights Report findings; COVID-19 pandemic to endemic, future readiness; and keeping Coloradans covered after the public health emergency. Audience members shared: 

  • 91% said it’s critical for all of us to work together through the end of the public health emergency to keep Coloradans covered. 
  • 78% said that if another booster in the series is recommended by the CDC for their age group, they would definitely or likely want it.  
  • 80% are very concerned about affordability or it’s their top concern. 53% are most concerned about hospital costs followed by prescription drug costs (46%). 
  • 37% said price reductions is their top priority for how hospitals spend down excess reserves; 35% said workforce expansion/wage increases is top priority; 24% said community investment.
  • 50% said behavioral health is their top priority for hospital community benefit investments; 27% said health disparities; 16% said housing & supports for persons experiencing homelessness..
