Hello Everyone,

The NWCA Board of Directors held a Board meeting on June 1, 2020. As you may imagine, after not meeting for the last couple months we had several outstanding and ongoing topics to discuss, one of which was the recent suspensions of North Westside Fire Rescue (NWFR) Chief Jason Satterthwaite and Lt. Rob Gajda.

First of all , we would like to express our unwavering gratitude to all NWFR firefighters, past and present . The NWCA has and will continue to support our fire department. We are confident that under Deputy Chief Mike Cantryn’s leadership the NWFR firefighters will continue to provide a highly skilled level of professional protection to our community and our residents.

We will continue to support an independent investigation into the suspensions of Chief Jason Satterthwaite and Lt. Rob Gajda and we remain hopeful for a positive resolution.

At no time will our continued support for an independent investigation into these suspensions diminish our faith or trust in the courageous men and women of the NWFR who continue to uphold their oath to serve and protect the people of the North Westside.

Thank you, we salute you!

Another topic of discussion at our Board meeting was our pursuit for a governance study which would determine if the North Westside is financially capable of a self governance model. NWCA Governance coordinator, Callie Simpson, sent a Delegation Request to the RDCO on Nov. 4, 2019 to speak to the Regional Board at their Nov. 25, 2019 meeting regarding our request for a feasibility/governance study. We received no response.

The Delegation Request was sent again on Nov. 21, 2019 and RDCO Board Chair, Given, responded to Callie with a phone call and arranged a meeting for the two of them on Nov. 27, 2019. Their discussion concluded with Chair Given confirming the delegation request to speak to the RDCO Board at their Dec. 9, 2019 meeting which she later withdrew in a letter to Callie dated Dec. 2, 2019.

The Delegation Request was again submitted on May 28, 2020 and was declined on June 4, 2020 citing “the request does not meet the delegation policy.”

Callie has collected the information requested and is in the process of submitting another Delegation Request. The RDCO Board, including Director Carson, have yet to be included or consulted in the decision making process regarding our repeated attempts for a Delegation Request.

The NWCA Parks committee will be meeting soon. The picnic shelter for Westshore Park was approved by the Regional Board in their final budget in March 2020 with Director Carson allocating gas tax funding for this project. There are a few improvements to Killiney Beach Park that were also passed in the RDCO budget. The NWCA Parks committee is in the early stages of investigating the possibility of a walking trail system connecting the North Westside Communities.

The North Westside library is currently undergoing extensive renovations; new siding, windows, paint and entrance. We look forward to completion and opening to our residents.

Serving Our Communities,
NWCA Board of Directors
RDCO News Release

Killiney Beach Water Interruption Notice

Customers of the Killiney Beach Water System along the north end of Westside Road should be aware of a planned water service outage. Regional District crews will be making improvements to the Winchester Control Room as a part of the infrastructure improvement program.

The work is scheduled to take place on Tuesday, June 9 th from 8:30 am to 4:00 pm and will impact water service for approximately 160 properties on the upper side, or west, of Westside Road. Please note that the time of service restoration is an estimate only and may vary. Roadside and mailbox notices will be put up in advance of the work.  Only those customers above Westside Road will be affected by the water service interruption.

It is recommended that on the day of the scheduled water interruption impacted customers:

  • Shut off hot and cold faucets and any equipment that requires water;
  • Store sufficient drinking water for the anticipated period of interruption;
  • Isolate the supply to hot water tanks;
  • If not isolated, avoid running hot water as impurities could be drawn into the hot water tank and may cause problems with its operation;
  • Fill a bathtub or other large container with water to use for toilet flushing and only flush when absolutely necessary; and
  • Use anti-bacterial hand sanitizer for hand washing.

After completion of the infrastructure improvements, RDCO staff will flush the distribution system to remove any impurities which may have entered during construction. Following the interruption and after water supply has been restored, it is recommended that affected customers run a cold water tap until the water runs clear.

A precautionary Water Quality Advisory will be in place following completion of the scheduled work for all customers of the Killiney Beach water system.  All water intended for drinking, washing fruit and vegetables, making beverages, ice or brushing teeth should be boiled for at least one minute or customers should use a safe alternative to water from the tap such as bottled or distilled water.

If you have any questions regarding the interruption please contact Regional District Engineering Services at 250-469-6241 or email engineer@rdco.com .

The Regional District operates six water systems serving more than 1,000 properties in the Central Okanagan East and Central Okanagan West electoral areas. For more information visit rdco.com/water or contact RDCO Engineering Services at engineer@rdco.com or 250-469-6241. To subscribe online for Regional District water quality advisories or alerts by email visit rdco.com/water .
