The Chamber has received the sad news that Frank Bruscianelli, our dear friend and long-time business owner of Renaldi's Pizza (2827 N. Broadway), has passed away. He will be missed dearly by family, friends and the community.

Obituary
Frank Ignazio "Poppie" Bruscianelli, age 75, passed away on January 7, 2020, surrounded by his loving family. Frank was the beloved husband and high school sweetheart of GeorgeAnn, nee Trepcyk, for 55 wonderful years; loving father of Lisa J. (Dan) Clifford, Jack F. (Beth) and Mark J. (Kamila) Bruscianelli; dearest son of the late Giuseppina and Gioacchino Bruscianelli; cherished grandfather of Richard and Nicole Clifford, Franklin Bruscianelli, Benjamin (Giana Cartuccio) Clifford, Jordan, Jackson, Izabella and Luna Bruscianelli; great grandfather of Daniel Clifford; dear brother in-law of Adrian (Robert) Whitaker and Allan Trepcyk. Frank was a fond uncle, godfather, cousin and friend of many.
Memorial visitation will be Sunday, January 12, 2020, from 2:00 p.m. until 8:00 p.m. at Cumberland Chapels 8300 W. Lawrence Ave., Norridge, IL. Funeral services will begin at 9:00 a.m. on Monday, at the funeral home, and we will then proceed to St. Zachary Church in Des Plaines for a memorial mass at 10:00 a.m. Frank will be entombed in private at All Saints Mausoleum.

New Laws & Ordinances
With a new year, comes new laws and ordinances. Please be aware of new laws that will go into effect in 2020:
RESTAURANT TAX The current restaurant tax is .25, effective January 1st, this has increased to .50. Please adjust your sales tax to 10.75% on your systems. If you are in the MPEA District, you will be collecting 11.75%. (sales tax is 10.25% plus the .50 restaurant tax equates to 10.75% or 11.75% if you are located in the MPEA).
FAIR WORKWEEK Please note: THIS DOES NOT APPLY to Businesses with less than 100 employees and restaurants or non-profits with less than 250 employees. Starting July 1, 2020, Mayor Lightfoot's landmark and expansive legislation will provide fair scheduling policies for workers in the following industries: Building Services; Healthcare; Hotels; Manufacturing; Restaurants; Retail; and Warehouse Services. Starting July 1, employees earning no more than $26/hour or $50,000/year for an employer in those industries with more than 100 employees (250 for a non-profit or restaurant) will be covered by the ordinance. These employees will be guaranteed ten days advance notice of their schedule, along with the right to decline scheduling changes and receive compensation if changes do occur. They will also benefit from the right to decline work schedule hours that are less than ten hours after the end of the previous day's shift; the right to request a modified work schedule; and first choice for additional work hours when available.
MINIMUM WAGE On July 1, 2020 Chicago's minimum wage will increase to $14 an hour,reaching $15 an hour by 2021, four years before the State of Illinois. Furthermore, Mayor Lightfoot's landmark Minimum Wage Ordinance will extend minimum wage protections to numerous groups that were previously exempt. Beginning July 1, 2020, youth under the age of 18 and employees in "Learners" and Subsidized Transition Employment Programs will be covered for the first time, receiving a raise to $10 an hour on the path to $15 an hour by 2024. Also, on July 1, the minimum wage for tipped workers will increase to $8.40 an hour, 60 percent of the minimum wage. Also note: The State of Illinois has a new protection for tipped employees: Protections for Employees Who Receive Tips A new law states that gratuities are the property of employees, and employers are forbidden from taking them. The law requires tips to be paid to employees within 13 days after the end of the pay period where they were earned. The Illinois Department of Labor can take the issue to court if employers do not comply.
MOBILE MERCHANT LICENSE Under the proposed ordinance, mobile merchant operators will be able to obtain a $250, two-year license from BACP. This renewable license will allow operators to sell retail goods from within a mobile vehicle between 6:00am and 10:00 pm from a legal parking spot. To encourage the business activity, mobile merchants will be allowed to operate for four hours at one location under the license, subject to posted parking regulations, up from the two-hour limit in the current Emerging Business Permit.

Here are some noteworthy State of Illinois changes:
Parking Tax for Garages and Lots Starting Jan. 1, the State will charge a 6% tax on parking in daily and hourly garages and lots, and a 9% tax on parking in monthly and annual garages and lots.
Use of Arrest Records Employers will be prohibited from inquiring into or using a record as the basis for an employment decision. Arrest records also cannot be used as the basis for refusing to take part in a real estate transaction.
Baby Changing Stations in Public Buildings All buildings with public restrooms will be required to have at least one baby diaper changing station in a women's room, and at least one in a men's room - as well as at least one diaper changing station that is accessible to both men and women.
Restroom Signage Single-room occupancy restrooms in public buildings will only be identified with a sign identified as "restroom" and will no longer be designated for a specific gender. This does not apply to multi-person restrooms.

The 44th Ward is served by the 19th District (bounded by Lawrence, Lake Shore Drive, Fullerton, and the Chicago River).
