Ejercito de Liberacion Nacional (ELN)  has had forced armed strikes in the past, but it is unprecedented to announce a forced strike on a nation-wide level. Since the government's peace deal with  Revolutionary Armed Forces of Colombia (FARC) , ELN has been sliding into the organized crime gaps left behind by the peace accord and current estimates of strength in numbers is roughly at 2,300 fighters. ELN leader Uriel warned residents to stay in their homes to "avoid unfortunate consequences."
