Members,
 
I certainly hope all of you had a wonderful holiday season. The start of 2020 brings not only a new year but also new goals to strive for. In the next few months you will see a new look to the NCISS website with an easier to read and easier to navigate format. The transition will take some time, but we will let you know when the new site launches, and we will certainly ask for feedback.
 
We ended the year with a final legislative advisory board (LAB) round table that again had 30+ association leaders from around the country. With legislation issues in several states the hour goes by fast and much is discussed. These round table discussions are crucial to our industry around the country to help protect our profession.
 
It's almost time for our annual meeting. Our annual meeting this year is May 6th and will be hosted by The South Carolina Association of Legal Investigators at the Marina Inn at Grand Dunes in Myrtle Beach, SC. Their annual conference is to follow on May 7th & 8th. The Marina Inn is a fantastic hotel on the beach with some wonderful amenities. Come for the NCISS meeting and stay for the conference with speakers such as NCISS Regional Director Kelly Riddle, Ed Spicer and Mike Yergey. There will be a separate registration for each. Finally, it has come to my attention that some member benefits are being shared with non-members. Please remember these benefits are for NCISS members only. We work hard to obtain additional benefits for our members and would hate to see membership in our association lose its value.

NCISS - Our Profession's Voice Nationwide
Have we abandoned Hit the Hill? Absolutely not!  
 
Many of you may have noticed that we have been traveling around the country to hold our meetings. Although our mission is in legislative advocacy on the federal level, another part of our mission is also in supporting our state associations.  

Many legislative issues start statewide. How better to strengthen our profession than to support our state associations, teaching them how to talk to legislators, and watch for legislative issues that may impact their state members? Strengthening our legislative presence in each state will certainly make a difference on the federal level.  
 
Part of your membership dollars pay for YEAR AROUND lobbying in Washington D.C. Additionally, the board is committed to going to Washington D.C. on your behalf - volunteering their time and expenses - at any time if the need arises to address any bills that may affect our profession.  

Per our lobbyist, 2020 may not be a good year to hold a HTH event as it is an election year and may be pretty contentious. After all, we want our voices heard and not fall on deaf ears.  
 
Not only will this give association leaders an opportunity to be better
advocates legislatively within their perspective states, but also will give you a rare opportunity to share ideas on how to better improve your associations. By talking to state association leaders from around the country, sharing ideas on what has worked for the associations that are thriving in this economy of decreasing memberships might prove priceless for your association.  
 
Why are we doing this? We've heard many of our state associations need help in these areas and we're hoping to make future HTH events bigger and better than ever before. Legislators want to hear from constituents. The most powerful message we can give in the future for our profession is to have state association heads from around the country there to represent their perspective states. This is simply the best way for us to be heard like never before. 
 
Remember "Together We're Better" and we most certainly need "Both Halves" with our state and national association working together to make a difference.

Board Election Nominations Now Open
 
Your Nominating Committee consists of three Past Presidents, as required by the NCISS Bylaws - Dean Beers (Chair), Robert Heales, and Maria Landry.
 
The Committee is seeking nominations for Officer and Director terms ending at the 2020 Annual Meeting / elections, to be held on May 6, 2020. The Committee is now accepting nominations, until Friday April 3, 2020.The nominating slate will be presented to the membership on April 10, 2020. Nominations may be made at the Annual Meeting from the floor.
 
Any member in good standing who is qualified to serve as an Officer or Director may submit their name, and position of interest, to the Committee. Please refer to the Bylaws for positions, qualifications, and duties - www.nciss.org/bylaws. All positions are expected to attend both the Annual Meeting (Spring) and Mid-Term Board Meeting (Fall) each year, and fulfill duties throughout the year.

The primary objective of NCISS is to monitor national legislative and regulatory activities affecting the investigation and security industry. A substantial part is to assist, advise, inform and influence legislation.  
 
NCISS actively works to promote the private investigation and security industry and to educate members and the public in the advancement, improvement and uses of investigation and security services.  
 
The NCISS Legislative Advisory Board (LAB) is comprised of the leaders of each member State Association.

Lobbyit Update - In Congress and Inside the Beltway
As regular readers of The Advocate are aware, NCISS, through our DC representatives at Lobbyit, continue to track the content and development of the various measures proposed under the general rubric of "data privacy".  Spurred first by the European Union's GDPR, then California's CCPA, Congress continues to work on an overall legislative package which would regulate the collection of information generated via use of the internet, and provide consumers greater insight as to what was collected, enhanced control over what information is allowed to be collected, and more say over its eventual disposition.
 
As an Investigator, Security Agency, Process Server, or related professional... have you benefited from:
  • Having access to driving records and motor vehicle information from your state DMV and private data providers?
  • Having access to databases with permissible purposes under the GLBA?
  • Having access to Social Security Numbers, Birthdates, Address History and other important information?
  • Carry a firearm in the course of your professional duties?
  • Having the ability to use a pretext for undercover operations, shopping services and other permissible purposes?
  • Used the National Sex Offender Registry (Dru's Law) for background investigations?
  • Used GPS, drones and other modern technology in your investigations and security services?

  • Inactive / Retired: $87.50 for inactive / retired members over the age of 65 years with at least 10 consecutive years of NCISS membership.
  • Affiliate Member: $175 -- Investigative & Security employees of government agencies, law firms, insurance firms or related business.
  • Associate Member: $75 -- Unlicensed employee of a Regular Member agency.
