Alert: In-Person Real Estate Activities
Permitted to Resume in Pennsylvania

Real estate professionals may resume in-person activities subject to safety protocols and guidelines. The executive order issued by Governor Wolf applies to all businesses in the real estate industry, including brokers, agents, appraisers, notaries, title companies, home inspectors, mortgage loan representatives, and other associated professionals and staff. 

All real estate professionals must follow the general guidelines for businesses permitted to operate during the COVID-19 emergency, including mask/face covering, telework, and safety plan requirements. 

While remote and teleconference methods are encouraged, in-person activities are permitted provided that all in-person activities are by appointment only and limited to the real estate professional and no more than two (2) additional people within a property at any one time. Appropriate social distancing must be observed and records of all appointments, including contact information, must be maintained. No group showings, open houses, or similar events are permitted. Additionally, real estate professionals must utilize separate transportation from clients to showings and other activities. 

Real estate professionals are also asked to prepare for in-person showings by conducting verbal screenings to assess a client’s health, staggering showings by at least thirty (30) minutes, and preparing properties to limit physical contact (opening doors, turning on lights, etc.). All touched surfaces should be sanitized before, in-between, and after showings. 

All negotiations and conversations should be conducted by remote methods. Remote notarization, powers of attorney, electronic documents, and other similar technology must be utilized, wherever possible, instead of in-person meetings. If in-person transactions are necessary, only required signatories and legal and real estate representatives are permitted to attend while maintaining appropriate social distancing. Advance review of all documents is encouraged. 

These directives are in effect until the particular jurisdiction is designated by the Commonwealth  to be in the Green Phase of reopening. Until such time, remote business methods should be utilized and limited in-person activities must be conducted in accordance with these safety guidelines.
