A Message from the Jefferson County Health Commissioner
Dear Chamber Members,
I hope this message finds you all having a prosperous summer. Jefferson County has hosted many enjoyable events this summer and my family has attended quite a few of those. As the Jefferson County General Health District continues to monitor the Covid-19 pandemic locally, we are also resuming a number of programs that were temporality halted. With that said, the Health District will be hosting a Bike Rodeo at Jim Woods Park on Thursday, July 29 from 1-4pm. The intent of the Bike Rodeo is to promote bicycle safety while having fun with kids in the area. This event is free and children are asked to bring their bike/scooter and helmet. We have giveaways planned for all who participate!
Our goal is to keep balancing this trend of Covid-19 safety while also encouraging people to get out and enjoy all the wonderful businesses in Jefferson county. Therefore, if you have any events planned in the near future that positively impact the health of our community, the Health District would be happy to show support or even participate if possible.
As always, we must remind unvaccinated individuals that the best protection against Covid-19 is through vaccination. Waiting too long to be vaccinated allows Covid-19 to spread in the community, prolonging the pandemic. While positive cases in our county have not increased with the same magnitude that others have experienced, the 15 new cases over the previous two weeks is slightly higher than recent trends.
The Jefferson County General Health District would like to thank everyone who has received the Covid-19 vaccine. To date, Jefferson County vaccine providers have vaccinated over 25,000 residents against Covid-19, which equates to 44% of the eligible population. We are truly grateful for our county partners that have played a role in vaccination efforts.

Hats Off To Hannah Ward On Her One-Year Anniversary
Hannah Ward, the Chamber's Membership & Administrative Coordinator, marks her one-year anniversary at the Chamber this week.
Hannah, a graduate of Franciscan University of Steubenville, has been a huge asset to the Chamber since she came on board last summer. She jumped in with energy and passion, learning about all the Chamber does and getting to know our over 450 members, while keeping the office running smoothly and professionally. We look forward to many more years and wish Hannah a much deserved congratulations.

It's a long-time tradition that just gets better each year. A portion of the proceeds from this event fund the Anita Jackson Community Service Scholarship. Anita Jackson dedicated her life and career to making Jefferson County a better place for working, learning, and living. She was a member of numerous educational, religious, and public service organizations throughout the community and held many board and trustee positions over the years, including serving as Chamber Ambassador for many years.

Ohio Chamber Files Amicus Brief in Support of Employer Efforts
to Find Workers
In talking with Ohio Chamber members, it is apparent many are facing workforce shortages that are preventing them from returning their operations to pre-pandemic levels. This shortage jeopardizes Ohio’s economic recovery and the ability of some companies to remain open and since business revenues have yet to fully recover.
Gov. DeWine thankfully recognized this challenge and used his authority to terminate the federal government’s $300 weekly unemployment benefit starting on June 27th. The bonus unemployment benefit authorized by the CARES Act created a disincentive for many Ohioans to work. In fact, for individuals earning less than $41,496 a year, they make more in a week collecting unemployment than earning a paycheck.
However, recently filed litigation by former Attorney General Marc Dann’s law firm attempts to force Ohio to administer certain federal unemployment benefits including the extra $300 weekly payment.

In a welcome but little noted move, President Biden laid out his administration’s “Commitment to Open Investment” in a statement last month. Nearly every U.S. president over the past 50 years has articulated an “Open Investment Policy” along these lines, and this one was timed to mark the kickoff of the U.S. Department of Commerce’s annual SelectUSA conference, whose goal is to encourage businesses from around the world to invest, build, and hire in the United States.
The president’s statement reads in part:
“We believe that our country – and our world – are safer, more resilient, and more prosperous because of the investment of foreign-owned companies in the United States..."

- July 23, 1996 -
U.S. women take home gymnastics gold
From History: On July 23, 1996, at the Summer Olympics in Atlanta, Georgia, the U.S. women’s gymnastics team wins its first-ever team gold.
The 1996 U.S. women’s team, nicknamed the “Mag 7″ or “magnificent seven,” was made up of seven immensely talented teenaged girls: Amanda Borden, Amy Chow, Dominique Dawes, Shannon Miller, Dominique Moceanu, Jaycie Phelps and Kerri Strug. The team entered the Summer Olympics with the expectations of an entire country heaped on their young shoulders. They were considered America’s best shot ever at an Olympic team gold, something no American women’s gymnastics team had ever won. The American women’s best finish to that point had been a silver at the 1984 Los Angeles Olympics, which were boycotted by the favored Soviet Union, winner of eight consecutive team golds between 1952 and 1980.
To win the gold in 1996, the U.S. women faced a battle with perennial contender Russia and Romania, the two-time defending world champions. Still, U.S. fans believed the odds were good: The team had deep reserves of talent and each of its members was capable of winning events. When the team competition began, veteran U.S. star Shannon Miller did not disappoint, delivering an impressive performance to place second overall to the Ukranian world champion Lilia Podkopayeva.
The final event of the team competition for the U.S. was the vault. Fourteen-year-old Dominique Moceanu, the first American to compete, had a chance to clinch the gold for her team with a solid performance, but was unable to stick the landing on her first attempt. As the pro-American crowd gathered in Atlanta held their breath, Moceanu took off for her second vault, and, again, slipped and fell on the landing.

The Tokyo Olympic Games officially begin today.
Did You Know?
- This is the second time the Olympics will be held in Tokyo, which previously hosted the Games in 1964. Tokyo led an unsuccessful bid to host the 2016 Olympics.
- The 1972 and 1998 Winter Games were also hosted by Japan, in Sapporo and Nagano, respectively.
- Invitations to the games were sent to countries, states and territories represented by 206 National Olympic Committees and to the Refugee Olympic Team.
- The Japanese government originally selected British-Iraqi architect Zaha Hadid to design Tokyo's new National Stadium, though the project was later given to architect Kengo Kuma following high-profile criticisms and spiraling costs.
- Kuma sourced more than 70,000 cubic feet of timber from each of the country's 47 prefectures for the stadium. "We wanted to create something that captures the people's thoughts on the environment or the Earth at the time," Kuma told CNN in an interview in June 2019.
- Athletes competing in the games will sleep on bed frames made of cardboard and mattresses made of plastic to reduce the event's carbon footprint, according to organizers.
