The 36th Guam Legislature has put forth a number of bills since taking office early this month. We are looking at the following measures that may impact how you do business. As you scroll through the items below, we urge you to take note and contact your Senators on how they can help you in reference to their actions on these measures which could assist or hinder your opportunity to stay open in these challenging times.
PUBLIC HEARING ON MONDAY, JANUARY 25th

This proposal has been scheduled for a public hearing on Monday, January 25, 2021 at 5:30 p.m. The bill seeks to redate the implementation of the second tier of Public Law 35-38 from March 1, 2021 to March 1, 2022.

If this measure will help your business, please send written testimony to Senator Sabina Flores Perez, Chairperson. The Chamber has created a template for you if this would be helpful. Testimonies will be accepted via hand delivery to their mailbox at the Guam Congress Building at 163 Chalan Santo Papa, Hagåtña, Guam 96910, or via email to office@senatorperez.org, no later than 4:00 pm, February 1, 2021. PUBLIC HEARING ON WEDNESDAY, FEBRUARY 3rd

This bill seeks to increase the gross threshold for limited exemptions on the business privilege taxes for certain small businesses. The virtual public hearing, scheduled for Wednesday, February 3rd will take place at 2:00 p.m.

If enacted, this measure would temporarily suspend the additional real property tax levied on improvements with a value of one million dollars or more. The public hearing for this bill will take place at 9:00 a.m. on February 3rd.

Senators James Moylan, Tony Ada, Christopher Duenas and Frank Blas, Jr have jointly introduced the rollback of the business privilege tax from 5% to 4%.

If you are interested in seeing the Guam Legislature move to a part time legislature, you should keep you eye on this bill. Introduced by Senators James Moylan, Tony Ada, Christopher Duenas and Joanne Brown, the bill is known as the Citizens Legislative Reform Act of 2021.

Senator Joe San Agustin has re-introduced the bill that, if passed, would update and clarify statutes concerning licensing, sales and service of alcoholic beverages. You may recall a heavy push from GHRA, the Guam Women's Chamber and the Guam Chamber last year in support of this bill, specifically to allow for restaurants to sell alcoholic beverages with takeout meals.
