By the Numbers this Week

This week we reported positive COVID-19 cases that included 30 consumers, 13 community DSPs, and seven regional center staff, with another reported death of three of our consumers. This has been a rough week. We are also very aware that everyone is bracing for the Christmas and New Year's Eve gatherings reporting, which officials say we're still in the middle of the fallout from group gathering exposures. 



Our 1st of 3 COVID-19 testing events in January is happening right now at our Modesto Office (pre-registration was required)...Registration is now closed as this event has begun.


Our other COVID-19 testing events in January will be:

A Disturbing Week

First of all, what a week. Since the end of last week our country has seen unprecedented times in our young democracy. No matter your politics, or what you think should happen next and who you feel is most accountable, many in our community were deeply disturbed by the real life attack and violence on our country, our US Capitol, and our democratic institutions. It is typical to want to shield children and those in our care from seeing these attacks, or avoiding the conversations completely, but the National Education Association (NEA) recommends creating a space to allow for questions and conversations because there is so much access to news content on internet devices, that your hiding it may communicate that they are not safe, or that there is something wrong. While encouraging conversation, the NEA recommends keeping it developmentally appropriate, and prevent saturation of the news coverage. The idea of democracy is central to the developmental services system, as it allowed us to move beyond the medical model to the social, independent and self-advocacy self-directed models of service. Our democratic way of life may have been attacked, as it has throughout history and as it will continue to be, but our republic is too dedicated and sacrificed too much not to remain forever united. 

 
Vaccination Advocacy - DDS FAQs - January 13, 2021

Each county has made their own interpretation of the priority, and each one has their own process. We modified a sample letter disseminated throughout the regional centers by Alta Regional Center and reached out to each county Public Health official just prior to the vaccinations being approved. We reported all exposure rates, cited the Vaccine Advisory Committee (the SCDD Director Aaron Caruthers, is a member), cited all the recent articles illustrating the enhanced level of risk of loss of life, and Claire Lazaro, our Clinical Director, continued to check in with these officials two to three times a week. This week on Wednesday, DDS published three letters providing more guidance regarding the prioritization of our community in the vaccination process:

·        For Direct Service Employees

·        For Family Members

·        For Certain Regional Center Employees

 
Great Support and Opportunity from Our County Officials

We started the week with an exciting announcement in San Joaquin County as the Public Health Officer, Dr. Maggie Park, announced the county was opening the vaccination priority for the day to our Direct Support Professionals and Family Caregivers. Though we had a little glitch to start the day off, it was cleared up by late morning and family caregivers were receiving their COVID-19 vaccinations. So many people from this county were able to take advantage of this opportunity that some people reported waiting over an hour, but with a lot of patients were able to get their vaccinations, or an appointment, for it. We at VMRC are thankful for this support of our community, and so many expressed their gratitude throughout the day:

Stanislaus County Activity

Last week, Clinical Director Claire Lazaro began, in conjunction with Resource Development, to get the names of Direct Support Professionals and provider organizations to Stanislaus County to facilitate their vaccination of our providers. The vaccinations for that county began early in the week and by Wednesday morning they said for us to go ahead and send the providers over, and that they don't need the names anymore, and that they will simply need to sign and attest to the fact that they are Phase 1A,Tier 2 workers and are eligible for vaccine. 

 
Amador, Calaveras, and Tuolumne Counties

Vaccinations have already begun for some consumers and some staff in each of these counties, but there have been no widespread announcements yet for our community. As mentioned above, our contact, and offers to help are consistent and as recent as today Clinical Director Claire Lazaro had sent the update letter from DDS listed above. Watch for announcements in upcoming VMRC emails alerts.

 
Caution

The vaccination is an extremely important component of the our efforts for a safe return to active community life. However, the science on the vaccines is unclear at this point about whether or not someone can spread the virus after being vaccinated, plus a small percentage of people taking the vaccine my still be silent spreaders. According to the NY Times Science reporter Apoorva Mandavilli, it is possible that some vaccinated people could "get infected without developing symptoms, and could then silently transmit the virus — especially if they come in close contact with others or stop wearing masks. If vaccinated people are silent spreaders of the virus, they may keep it circulating in their communities, putting unvaccinated people at risk."

Economic Impact Payments Are On Their Way

The IRS is now sending out second stimulus checks to millions of Americans via direct deposits. You could receive your payment in several different ways: direct deposit, paper checks or prepaid debit cards.  All payments are to be sent out by today, January 15. The $900 billion economic relief and government funding bill currently pays up to $600 per person, with an additional $600 for each dependent under the age of 17.

The question of who qualifies for a second stimulus payment is mostly the same as it was for the first round of payments back in March with the CARES Act. That means, if you're part of the SSI or SSDI program, you'd qualify for a check just like you did in the first round, so long as you have a Social Security number and you aren't claimed as a dependent on another person’s tax return.

Social Security does not consider Economic Impact Payments (EIP) as income for SSI recipients, and the payments are excluded from resources for 12 months.

Because the IRS already had direct deposit or mailing information on file from your last stimulus payment, tax returns, benefit statements or directly from other government agencies, most should get their $600 stimulus payments automatically. SSI recipients should receive their second payments the same way they received the first payment, but not always.

You are encouraged to check your mailboxes carefully in January for their second stimulus payments, particularly if they received their earlier stimulus payment by mail. Some people who received paper checks in 2020 might get their stimulus payment via debit card this time, or vice versa. The debit card will be sent in a white envelope that prominently displays the U.S. Department of the Treasury seal. It has the Visa name on the front of the card, according to the IRS, and the issuing bank, MetaBank N.A., on the back of the card.
Information included with the card will explain that this is an economic impact payment.
No action is required at this time to receive a stimulus payment in January, and the IRS and the Social Security Administration are asking that individuals do not call to inquire about the status of a payment, since information is not available by telephone. You can check the status of your stimulus payment with the IRS Get My Payment tool, although you may have to wait during high-traffic periods.

SSI Rate Change Effective on January 1st

A Supplemental Security Income (SSI)/Social Security Administration (SSA) rate change took effect January 1, 2021. SSA announced a 1.3 percent cost-of-living adjustment for Social Security Disability Title II recipients for 2021. There were increased payments to more than 64 million Social Security beneficiaries and 8 million SSI recipients.

The California Department of Social Services announced that the SSI benefit rate for Out-Of-Home Placement will rise by a maximum of $10. The increase in Board and Care (B&C) will be used to offset the Regional Center supplement. And, a change is noted for monthly Personal and Incidental Fees to individuals residing in those settings.

VMRC‘s fiscal department staff are busy changing those rates in our billing system and Service Coordinators will be working to complete what we refer to as an Attachment A (a portion of the Residential Admission Agreement) to reflect those changes for each consumer affected.

2021 California Youth Leadership Forum

THE DEADLINE TO APPLY HAS BEEN EXTENDED TO JANUARY 29, 2021

The Youth Leadership Forum (YLF) is a six-day leadership program (tentatively scheduled for July 11-16) for students with disabilities, held virtually using the Zoom platform. Additional post-YLF sessions will be held in the months after the weeklong event as scheduled. These monthly workshops will focus on topics such as post-secondary education and careers.

Delegates will learn advocacy and leadership skills from alumni and professionals with disabilities and create a “Personal & Career Leadership Plan” to help reach their future education, independent living, and career goals.

Delegates interact with state and national leaders with disabilities, which may include celebrities, politicians, entertainers, and other adult role models with disabilities. Participants also make lifelong friendships with other statewide delegates and have mentorship opportunities with alumni.

There is no cost for students who are selected to attend. If needed YLF can help acquire and provide the technology needed to attend online sessions, including any related reasonable accommodations.

California residents with a disability who are high school sophomores, juniors, or seniors during the 2020-2021 school year, ending in June 2021 are eligible to attend.
Only the most highly qualified applicants are students who have demonstrated leadership potential in school and in the community. All students with disabilities are encouraged to apply.

Clinical Update



The vaccines have come to our community!!! I am thankful to our partners in our local county public health offices in Amador, Calaveras, San Joaquin, Stanislaus, and Tuolumne Counties for the collaboration and support they have shown us in getting the much needed vaccines to our community. Most of our VMRC staff, vendors, community health workers and consumers who reside in long-term care facilities/care homes/intermediate care facilities have received their first shot of the COVID-19 vaccine.

Many are asking how long the vaccine will protect them. We really do not know as of this time but Moderna said their vaccine may provide immunity for at least a year.[1] With the spread of new COVID-19 strain, a new study said that Pfizer’s vaccine would work against the more contagious variant in the UK and South Africa.[2] There were questions is the US has a new strain as well. But CDC does not agree on this and has clarified in their update that they are closely monitoring the situation to get better understanding.[3],[4] With the new South African virus strain, experts are also finding that the Antibody therapy is not as effective.[5]

What we do know is that the mutated genetic variants of SARS-CoV-2 could lead to false negative test results when you get tested for COVID-19.[6] The FDA is also alerting the public on the risk of false negative results with the Curative SARS-CoV-2 Test.[7] This could cause in delay of treatment, lack of symptom monitoring and increased spread of the virus.
Those that have had COVID-19 infection before, that is not a contraindication to getting the vaccine.[8] CDC recommends a 90-day interval from your day of infection. But you can also check with your primary care provider to be sure. The same thing for those who have received antibody therapies, CDC is also recommending a 90-day interval.8

Whether you got vaccinated already or waiting in line, we should all continue to wear masks when out in the public and with other people not part of our household. There is no evidence as of yet that the vaccine prevents virus transmission,8 and latest research shows that majority of the new COVID-19 cases are from Asymptomatic infection (56%).[9]

On December 14th, Residential Service Providers received notice from the Resource Development Department, requesting that they submit a COVID Mitigation Plan for each Licensed/ Vendored home that serves VMRC consumers.

On December 24th, Community Care Licensing sent a similar request which REQUIRES all licensed residential providers to complete a Coronavirus Disease 2019 (COVID-19) Mitigation Plan Report and Training
