Our public safety profession is under attack and PPOA needs your help. Senate Bill 731 (SB 731), authored by Senator Steven Bradford, will change the landscape of California Law Enforcement forever. Please voice your opposition to legislators (contacts listed below) this weekend as they will be voting on SB 731 this Monday!

Bill explained:
SB 731 is the bill introduced by Senator Bradford and would create a decertification process where an Officer's POST certificate could be revoked. Additionally, it removes qualified immunity from officers. Senator Bradford ignored law enforcement lobbyists’ work with the Governor’s office which supported compromising recommendations and instead, working with the ACLU, submitted amendments to the bill further attacking law enforcement. LACERA Election Voting Window Closes on Monday!
IMPORTANT REMINDER: The voting window to elect representatives for the Los Angeles County Employee Retirement Association (LACERA) closes in two days! Your ballot must be cast by Monday, August 31, 2020 and the stakes are significant. PPOA has endorsed LES ROBBINS (LASD ret./PPOA member/former ALADS president) for the Board of Retirement and JOE KELLY (retired LA County Treasurer) for the Board of Investments.


We are urging all PPOA retired members to vote for LES and JOE as they are both uniquely qualified to protect the interests of PPOA members, including our pensions and healthcare benefits! California Fraternal Order of Police State Conference
August 22: The California Fraternal Order of Police (FOP) held its 23rd Biennial State Conference on Saturday. State President (and former PPOA President) Roger Mayberry presided over the Zoom conference, which featured speakers from around the nation, including FOP National President Patrick Yoes. Topics included the many challenges currently facing Law Enforcement along with legislative issues and committee reports from all regions of the state. PPOA was represented by Intake Representative Kevin Thompson at this conference.

LASD Budget Discussion
August 24: PPOA President Tab Rhodes, Executive Director Wayne Quint Jr. and PPOA Attorney Dennis Hayes joined ALADS representatives and Sheriff's Department executives, including fiscal personnel, for a teleconference on Monday to discuss the LASD budget for fiscal year 2020-2021.
COVID-19 Conference with PPOA Legal Team
August 25: On Tuesday, PPOA hosted the first of two weekly legal meetings in order for President Rhodes, Executive Director Quint, Senior Labor Rep. Venise Wallace, Labor Rep. Teresa O'Neil, Intake Representative Kevin Thompson and PPOA attorneys to address and analyze COVID-19 issues impacting PPOA members.
LASD Sergeant/Lieutenant Promotional Grievance Update
August 26: PPOA Attorney Jim Cunningham hosted a teleconference on Wednesday to update 98 recently-promoted Sergeants and 29 recently-promoted Lieutenants regarding ongoing administrative and legal efforts to ensure they receive proper compensation and back pay.

Meeting with Fraud and Cyber Crimes Bureau Executives
August 26: A followup teleconference was hosted on Wednesday for President Rhodes, Vice President Jim Blankenship, Executive Director Quint, Senior Labor Rep. Wallace, Labor Rep. O’Neil and executives from the LASD Fraud and Cyber Crimes Bureau. Discussions continued regarding the apparent arbitrary and unexplained personnel transfers which violated the requirement to Meet and Confer on issues that affect working conditions, work locations, and schedules as well as previously established agreements with PPOA related to Crime Analysts transfersAnother followup meeting has been scheduled.

Meeting re: Temporary Assignments for Security Officers
August 26: President Rhodes, Vice President Blankenship, Board Member/Security Officer Jody Clounch and Labor Rep. O'Neil met with Captain Steinbrenner and Employee Relations representatives on Wednesday to continue ongoing discussions regarding the temporary assignments of Security Officers from County Services Bureau. These temporary assignments are due to contract curtailments that went into effect on June 30th. Another followup meeting has been scheduled.
Special Coalition of County Unions Meeting
August 26: PPOA Executive Director Quint joined fellow Coalition of County Unions (CCU) leaders for a special teleconference on Wednesday to discuss collective opposition to the upcoming ballot initiative — Measure J — which, if passed by voters this November, would redistribute critical funding away from law enforcement. PPOA, CCU and the LA County Federation of Labor (representing 800,000 working men and women) are among the many organizations that have expressed opposition to this ill-advised initiative.

August 27: PPOA hosted the second of two weekly teleconferences on Thursday in order for President Rhodes, Executive Director Quint, Senior Labor Rep. Wallace, Labor Rep. O'Neil, Intake Representative Thompson and PPOA attorneys to address and analyze COVID-19 issues impacting PPOA members.
Legal Action re: Measure J
August 28: A hearing was held at Stanley Mosk Courthouse yesterday regarding the Board of Supervisors’ ill-advised County Measure J. This proposed Charter Amendment, which will direct hundreds of millions in funding from the LASD, LADA, Superior Court and Probation Department to new social justice programs has been placed on the November 3, 2020 ballot without providing the 90-day notice to impacted labor organizations required by the County’s Employee Relations Ordinance.  

At yesterday's hearing, Judge Mary H. Strobel heard arguments regarding the Petition for Writ of Mandate that was filed on August 5, 2020 by the Coalition of County Unions (CCU) legal team that has asked the Court to order LA County Registrar-Recorder Dean Logan to remove the proposed charter amendment from the November ballot. 

UPDATE: Unfortunately, the trial court agreed with the Board of Supervisors yesterday, based on the rules of statutory construction. Click here to read the court’s ruling.
