Activities that the state has allowed to remain open include outdoor dining, outdoor religious services, construction projects and non-contact recreation activities and other allowances of the order that went into effect on July 13. There are

Q. Is general retail allowed after today? I know that indoor malls can’t stay open. How
about stores such as TJ Max, boutiques, etc?
A. Yes, that is our understanding of the state’s order. Only indoor malls are required to close. Other retail establishments can remain open as long as they follow strict social distancing protocols.
Q. Can bars that serve food (whether made onsite or brought from a vendor) stay open after today?
Q. Can personal services be done outside – for instance can our hair salons offer haircuts in parking lots?
A.
There is nothing in our local health order or the state’s health order that precludes these services from being offered outdoor. However, the State Board of Barbering and Cosmetology has posted on their website
that outdoor services are currently not

Q. Can wineries that have outside tasting rooms stay open if they do not serve food?
Q. What are the best practices for businesses when customers refuse to wear masks – both for medical reasons and just don’t want to? What are the best practices for police agencies to enforce?
A.
Individuals are required to wear face coverings when inside businesses, so the businesses should ask customers who refuse to wear a face covering to leave. There are exceptions for very young children or individuals who have been advised by a medical professional not to wear a face covering. If someone cites medical reasons as the reason they won’t wear a face covering they need to be taken at their word. Below is the relevant language from the order on face coverings.
Face Coverings.
Face coverings must be worn at all times and by all individuals as specified in the California Department of Public Health’s mandatory Guidance for the Use of Face Coverings (“Face Covering Guidance”) and in accordance with any additional directives issued by the County Health Officer. Further, all individuals must wear face coverings at all times when inside a business facility or using public transportation. For clarity, a face covering is not required when a person is in a personal office (a single room) when others outside of that person’s household are not present as long as the public does not regularly visit the room.
