District 196 Superintendent Explains Request for Levy Referendum Increase
Mary Kreger, superintendent of the Rosemount-Apple Valley-Eagan Public Schools, presented information about the district’s levy (for learning) referendum request at the September 5 Public Affairs Committee meeting. She said the district is requesting an increase in its voter-approved operating levy to avoid an additional $18 million in budget cuts over the next two years and fund improvements to classroom staffing, mental health support for students, and access to after-school assistance and activities.
If voters do not approve the levy, Kreger said there would be no increase in school taxes, the $7 million in budget adjustments implemented for this school year would continue, and the district would begin a process to identify up to $18 million in additional cuts for the next two years. The 10-year levy would increase school district property taxes by $25 per month on the average-value home in District 196 (currently $286,500).
Voting by absentee ballot begins September 20 and runs through Election Day Tuesday, November 5, 2019. For more information about the referendum and voting, go to
