Update on Parrsboro Sewage Rate
In June of this year, Municipal Council committed to the residents of Parrsboro, to have staff undertake eleven steps to improve upon the drastic year-over-year increase in an area sewage rate charge.

Notice have been shared re: three upcoming Municipal Tax Sales. They will be held on November 28, December 5, and December 10, 2019.
All three Tax Sales will be held at the Dr. Carson & Marion Murray Community Centre located at 6 Main Street, Springhill, Nova Scotia.
Bidder registration will begin at 9:00 am and the sales will all begin at 10:00 am.

Leicester Volunteer Fire Department
Leicester held their open house on September 15th which was very well attended by the public and municipal councillors.
Refreshments were served and two long service awards for 40 years' of service were handed out. The municipality extends a
great big thank you and congratulations out to Wendell Smith and Brian Spicer for those great accomplishments..

Firefighter 1 Class 2019-2020. |
Training season is upon us again, Cumberland is offering firefighter one and two courses, officer training and eight specialty courses that cover a wide range of topics. Training began on October 5th with firefighter one orientation and continued with officer training held in Collingwood on October 19th and 20th.
Firefighter personnel protective equipment was held in Leicester on Oct. 26th and 27th with nine participants on Saturday and eight on Sunday.
Next up... firefighter two self-rescue on November 2nd .

Streetlights to make Cumberland Greener
The Municipality of Cumberland is undertaking a project to convert all the streetlights to LED. This will reduce the energy used by the Municipality, and thus lower our carbon footprint.
A major piece in this project is transferring ownership of the streetlights from Nova Scotia Power to the Municipality of Cumberland. A purchase agreement for this transfer of ownership is expected to be complete mid-November.
Until the transfer of ownership is complete, no work can be done on existing streetlights. This includes replacing lights which are burnt-out. Residents experiencing the inconvenience of a burnt-out light are urged to contact the Upper Nappan Service Centre so replacement can be made as soon as possible after ownership is transferred.
It is the goal of this project to have all streetlights within the Municipality of Cumberland to be LED by the end of the fiscal year (March 31, 2020).

Large compost carts are coming!
At the October 22nd Council meeting a standing order for large compost carts was approved for the next three years.
These will be large 240 Litre carts, similar to the larger cart in the photo.
Expected delivery of these compost carts is January 20, 2020.

How The Royal Canadian Legion Poppy Fund Supports Canada's Veterans
Did you know? The Royal Canadian Legion Poppy Fund is held in a trust at every level of the Legion and is strictly used for the care and support of Veterans and
their families.
From the last Friday of October to November 11, tens of millions of Canadians
wear a Poppy
as a visual pledge to honour Canada's Veterans and remember those who sacrificed for the freedoms we enjoy today.
While most donate in exchange for this poppy, many are not aware of how their donations are used.
The short answer is that The Royal Canadian Legion Poppy Fund is held in a trust at every level of the Legion and is strictly used for the care and support of Veterans and their families.
That's why donating to the Poppy Fund is so important. Through your contributions, we can offer financial assistance and supports for Veterans, including Canadian Armed Forces and RCMP and their families in need.

Snow in the Forecast
With cooler temperatures and shorter days, it Is only a matter of time before the forecast will be warnings of snow. So the time is now to get ready for winter in so many ways. We have already had a number of violent storms hit the Cumberland Region causing power outages and closing of highways. Winter will only make matters more critical.
Imagine being stuck on the highway in snow for several hours. Consider what you might need to stay warm and comfortable in such a situation. Here are a few suggestions:

Pay close attention to the forecast.

Consider postponing travel if poor weather is expected.

Keep your gas tank above half a tank.

Get your winter tires on

Fill your windshield washer tank with winter fluid.

Keep snack food in your vehicle for the winter.

Here are a few things to consider around your home:

Consider the purchase of a generator.

If you have one, try starting it every month or couple of weeks just to make sure it's ready when you need it.

Early in the season a couple of tanks mixed with a de-icing fluid is important.

Clear your driveways of items that may interfere with or cause damage when snow blowing.
As always, have an emergency kit available with all of the items you would need should the power go out or you need to leave your home for an extended time.

We know that a lack of funding dedicated to sport opportunities for women and girls is a barrier for organizations working to advance gender equity in sport.
Since 2004,
the Canadian Association for the Advancement of Women in Sport and Physical Activity (CAAWS) has awarded $150,000 in grants through our WISE Fund to leaders and organizations across Canada to help address this gap.
With the support of Sport Canada, the 2020 WISE Fund will grant
30 organizations $2500 to advance gender equity in Canadian sport - helping CAAWS bring our strategic goals to life.
The new WISE Fund program is designed to inspire innovative initiatives, creating quality opportunities
for women and girls to participate and lead through sport.
The grant application will open on Friday, October 11, International Day of the Girl.
Applications will close on Friday, November 8.
Recipients will be announced in late February/early March 2020.

Age-Friendly Communities Grant
The Age-friendly Community Grant Program provides funding up to $25,000 for projects that lead to more age-friendly communities. Projects funded through the program help advance the goals outlined in Shift: Nova Scotia's Action Plan for an Aging Population.
Projects must fall into one of two broad categories:
- Age-friendly community planning: Consultation and community planning initiatives that result in robust action plans and age-friendly communities. These planning initiatives must be in partnership with local government and include consultation with and engagement of older adults, the broader community, and key stakeholders.
- Community projects: Innovative projects (could be collaborative) to develop and/or implement programs, services, resources or events that support active, healthy living; help older adults stay connected to community life; maximize the economic and social contributions of older adults; and increase social interaction and community involvement among older adults.
Applications will be accepted on an ongoing basis until 20 January 2020.

Operating Assistance to Cultural Organizations
The program supports professional arts and culture organizations that develop and sustain Nova Scotia's cultural community. The types of organizations that receive assistance include: those that produce cultural product, own or manage cultural facilities, provide service to the cultural sector or produce a cultural festival or event. These organizations are fundamental to the vitality of cultural life in Nova Scotia either as primary producers, enablers or developers of cultural activity.

Festival and Community Event Development Program
Festivals & Events can help create vibrant communities and provide an opportunity to showcase our unique culture.
The new Festival and Community Event Development Program was revised to better align with the Department of Communities, Culture and Heritage's mandate and Government's Culture Action Plan. The objectives of the program are to improve the sustainability and event hosting capacity of unique community events and to support home-grown events that promote or strength the unique character of the community. Eligible expenses will cover activities like marketing, sponsorship, governance, and capacity building.

Gender Equity Capacity Building Support Fund
This fund is designed to help physical activity, sport and recreation organizations create supportive organizational policies, and practices, to increase the engagement of diverse women and girls in sport, and recreation as coaches, leaders and participants.
Eligibility
Various initiatives designed to build the gender equity capacity of organizations are eligible for funding, including: education and training sessions, board development workshops, organizational assessment activities, gender and diversity analysis, policy and action plan development, evaluations, etc.
Applications are available throughout the year.

Connecting Volunteers - Don't Miss Out!
November 2 marked one year since the launch of
VolunteerNS.ca
. Kings Volunteer Resource Centre (KVRC) partnered with the Department of Communities, Culture and Heritage (CCH), and Volunteer Canada to host this free volunteer linking service.
Non-profit organizations, community groups, and clubs can post their vacant opportunities on the website, making it easy to find a volunteer with the skills needed. Those looking to offer their time and expertise to their communities can easily browse or search for the right opportunities for them.

The hike features an estuariane ecosystem and many types of forest including Acadian and old growth pine. We will hike 2.5kms to the rear trailhead and hike 6.5kms of trail back to the parking area. Trail tread is 80 percent flat with very good tread. Rated as a low moderate as there are a few short grades and the distance pushing 10kms. Expect a few wet spots. Bring water and a snack. Note that there is a self guided option at the parking area to do a 3.5km hike on a trail rated as upper easy due to rougher trail tread but very flat with no hills. On the shorter option expect more wet areas

Unfortunately, however, the chef is late, the guests are early and there are burglars loose in the neighborhood. To top it all off, Claire's father has been hit on the head and may be reliving his acting career in theatre over the last 30 years. With the help of her quirky brother George, Claire tries to keep everything together as it continues to unravel in this side-splitting comedy.
