The Committee on Marine Transportation System (CMTS) will be holding a webinar to discuss the development of recommendations regarding Federal public-private partnerships (P3s) to support critical US Arctic maritime infrastructure needs. This webinar will provide an opportunity to discuss the current elements of the CMTS report "
A Ten-Year Prioritization of Infrastructure Needs in the US Arctic" and seek input from interested parties for the refinement of P3 finance examples and recommendations, including best practices for successful P3 engagement and any specific opportunities or ongoing projects that could inform the document recommendations.

 Cutting Arctic Leases Will Hang a 'Closed for Business' Sign on Alaska's Door.
Later today [yesterday], CQ Roll Call will host an event to explore the impact of developing oil and gas reserves in Alaska's Outer Continental Shelf. It comes at a critical juncture for the future of the Arctic. The effects of the downturn in global energy prices on Alaska's budget have been well documented. The forum is not intended to add to that discussion. But it is informed by it. A decision by the Administration to exclude the Arctic from the final Five Year Offshore Oil and Gas Leasing program currently under consideration, just as the Atlantic was previously removed, will come with significant economic repercussions for the state. Canada Eyes $2.4 Billion Arctic Satellite Communications Constellations.
The Canadian military wants to build a new constellation that would provide 24-hour satellite communications for the Arctic region as early as 2023, one of the country's top space officers said June 29. The program would likely include at least two satellites in an elliptical orbit and could cost about $2.4 billion Canadian dollars, said Col. Jeff Dooling, director of space requirements for the Canadian Department for National Defense.

 First Detailed Recordings of Earthquakes on Ultaslow Mid-Ocean Ridges.
The earthquake distribution on ultraslow mid-ocean ridges differs fundamentally from other spreading zones. Water circulating at a depth of up to 15 kilometres leads to the formation of rock that resembles soft soap. This is how the continental plates on ultraslow mid-ocean ridges may move without jerking, while the same process in other regions leads to many minor earthquakes, according to geophysicists of the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research (AWI). Their study is going to be published advanced online in the journal Nature on Wednesday, June 29, 2016. Phys.Org
MacGregor to Equip China's New Polar Research Ship. The Polar Research Institute of China has ordered a new 14,300gt polar research vessel. Designed by Aker Arctic Finland, it will be the first vessel of its type to be built in China, though a shipyard has yet to be named. The 122.5-meter multifunctional icebreaker will be able to handle ice up to 1.5 meters thick, achieving a continuous icebreaking speed of two to three knots. It will have an endurance of 20,000 nautical miles and with a full 90-person crew, it will be able to cruise for 60 days without resupply. Marine Link

 The Arctic Economic Council, the Iñuit Arctic Business Alliance and the Arctic Slope Regional Corporation will host this event. Summit topics include the challenges of connectivity; the government's role in, and commitment to, broadband development; and, private investment opportunities. Policy leaders, regulators, other government officials, along with industry experts and executives have been invited to present and attend.

Bridging the Future of Arctic Social Science Research, September 23-24, 2016 (Monticello, Virginia, USA).
The event is sponsored by Arctic Horizons. The event will reassemble the members of the National Steering Committee and a small but diverse selection of representatives from the five regional workshops, to total about 15 people. The aim will be to identify and synthesize the core threads of the previous workshops and public contributions proffered between workshops. The target output for the workshop will be a final report draft and outline of steps leading to the final report release in June 2016. The Jefferson Institute will manage production of the publication.
