For most of the 20th century, countries have collected fuel taxes to fund transportation investments. This webinar will include an overview of the motivations for Road User Charging (RUC) in the age of declining revenue sources by explaining how RUC is both a major step toward direct user fees for motorists and an opportunity to examine the linkage to investment decision making , because road charging contains not only revenue data but also direct information about usage of the road network that does not exist in fuel taxation. This webinar will also provide a summary of key global and regional transportation funding challenges and the essential features a Road Usage Charge system must include .

Steve Morello, Partner in Milestone Solutions (formerly D'Artagnan Consulting) based in Miami, has 29 years of experience in the transport sector and Intelligent Transportation Systems (ITS). For the past 20 years he played a key role in Europe and the USA in the development of projects in the area of transportation funding for heavy vehicle distance-based road usage charging (RUC) and traditional tolling, urban congestion charging, electronic road pricing, and automated enforcement. Between 2008 and 2010, Mr. Morello was expert and thought leader to service provider during consultations with the Dutch Government covering commercial aspects for private sector involvement in the national "Anders Betalen voor Mobiliteit" (ABvM = Pay Differently for Mobility) road pricing project to introduce kilometer pricing in the Netherlands for all roads and all vehicles with time-distance-place road pricing. Since joining Milestone Solutions in 2011, Steve has focused on road usage charging pilot projects in Oregon, Washington, California and Hawaii. He also leads business development, vendor procurement and market research; and he supports interoperability, communications and contracts management. Steve has a long history of involvement in ITS and RUC with more than 150 papers and presentations for specialized trade journals and ITS, transportation infrastructure, and tolling conferences around the world. Steve has a B.A. in Mathematical Sciences and M.A. in Journalism from the University of Iowa as well as M.Sc. in Transport Economics from the University of Lyon, France.
