River North Development Approved at 311 W. Illinois

The Chicago Plan Commission met yesterday and approved a new development at 311 W. Illinois Street, located at the southwest corner of Franklin Street and Illinois Street. The proposal was submitted by Illinois Franklin LLC and Order of Friars Servants of Mary, USA Province, Inc. (the "Order").
The current site includes a church (Assumption Catholic Church), priory and gardens, and surface parking lot with single-story garage structure.
Illinois Franklin LLC will redevelop a portion of the property with a 24-story (plus mechanical penthouse) tower with 245 dwelling units, 109 parking spaces and ground floor retail. A portion of the parking in the tower would be dedicated to the church.
The residential-retail building would be LEED-certified and include a 50% green roof. The building base will be clad in masonry, and the upper floors of the tower would feature glass and metal with recessed balconies at the corners. The tower lobby will be setback from the adjacent church to provide a plaza and preserve views of the church façade.
The Order plans to rehabilitate the existing 2-story priory structure and construct a one-story vertical addition to provide parish office and meeting spaces, group living quarters for members of the Order, an elevator, and other ADA-accessible elements. The vertical addition will be clad in metal paneling in a complementary color to the existing priory masonry and limestone.
Additional improvements will enhance the existing priory gardens, and feature new landscaping, shade trees, a new entrance on Orleans and accessible pathways. No changes are proposed to the existing church itself.
The application utilizes Floor Area Ratio (FAR) bonuses under the Affordable Housing FAR Bonus, Transit Infrastructure FAR Bonus and Adopt-a-Landmark FAR Bonus to increase the maximum FAR from 5.0 to 8.0.
Once construction commences, a thorough effort will be made to protect the existing church structure, including use of photography and vibration monitors to take extreme care in excavation.
The Chicago Plan Commission (CPC), comprised of 22 mayoral appointees, is responsible for the review of proposals that involve Planned Developments (PDs), the Lakefront Protection Ordinance, Planned Manufacturing Districts (PMDs), Industrial Corridors and Tax Increment Financing (TIF) Districts.

Police Accountability Task Force will be hosting Community Forums across the city to provide residents the opportunity to speak or submit written comments on improving the accountability, oversight and training of Chicago's police officers.

| 2016 Senior Sewer Rebate Renewal Applications Recently Mailed |
Alderman Reilly reminds seniors to submit their annual renewal application for the Sewer Charge Annual Refund for Seniors. Renewal forms were recently mailed out to previous applicants by the Committee on Finance.
New applicants
can find information below on how to apply for the Sewer Charge Annual Refund.
Eligibility Requirements:
- You must be 65 years of age, or older, as of January 1 for the year you are applying.
- You must be the sole owner, or owner in joint tenancy, or tenancy in common of the property.
- You must occupy the property as your principal place of residence.
- You must own a townhouse, condominium unit, or cooperative apartment that shares a common water bill
Once your application is received by Alderman Reilly's office, it will be introduced at the next City Council meeting and forwarded to the Committee on Finance for review and processing.

CURB and ARROW - Chicago's Official Taxi Apps

The Chicago Department of Business Affairs and Consumer Protection (BACP) reminds residents and visitors that Arro and Curb, Chicago's official taxi app providers, are available for download through the Apple App Store or Google Play.
Arro and Curb were selected through a competitive bidding process launched in May 2015. The selected companies demonstrated their ability to provide an app that will include key features such as a secure payment option, estimated wait time, and fare quote estimate. The city's entire fleet of taxicabs is required to use either the Arro or Curb app while on duty.
Arro and Curb are operating as part of the City of Chicago CHICABS program, which houses all approved universal taxi app providers. Learn more about the CHICABS program at www.chicabs.org.

Crane Lift at 158 W. Ontario 8:00am, February 20th, 2016
Date: Saturday, February 20th 8:00am - 6:00pm
Location: 158 W. Ontario Street, between N. LaSalle Street and N. Franklin Street
Traffic Impacts:
Partial street closure on the north side of W. Ontario Street and sidewalk will be closed on W. Ontario Street on Saturday, February 20th. Flaggers will be present.
Helicopter Lift at 233 E. Erie, 9:00am, February 20th, 2016
Please be advised that a helicopter will be hoisting materials to the roof of 233 E. Erie Street on the morning of Saturday, February 20th, 2016. Eight (8) lifts will occur between the hours of 9:00am and10:30am.
During this time period, a "full street closure" will be in effect for Fairbanks Court between Huron and Ontario Streets and Erie Street between St. Clair and McClurg Court.
City of Chicago police officers will be present to help direct vehicular and pedestrian traffic and maintain public safety in the impacted areas.
Washington Wabash Elevated Station Project: Structural Retrofits Overnight Work
Date and Time: Sunday morning, February 21st beginning at 1am through 8am. Additional work will occur from 8am-2pm.
Noise Impact: Equipment moving and torque wrenches for the replacing bolts and steel connections

Street Closure for Washington / Wabash El Station
Date and Time: Now through Fall 2016
Location and Traffic Impact: Wabash between Washington and Madison Street will be closed to vehicular traffic to accommodate construction of the Washington/Wabash Elevated CTA Station. All business frontage and sidewalk will remain accessible. Valet and delivery drop-off zones remain open on Madison and Wabash.
Sunday: Trains Rerouted in Loop Due to Track Closures on Lake and Wabash
Date and Time: Sunday, February 21 from 2am to 2pm
Impact:
Portions of Loop Elevated tracks along Lake Street and Wabash will be closed related to construction work on the new Washington/Wabash station.
Orange, Green, Pink and Brown Line trains reroute information:
Orange and

Lines: Trains will operate as one route, between Kimball and Midway, via Wells and Van Buren.
Green Line: Trains will operate between Harlem and 63rd via Wells and Van Buren.
Pink Line: Trains will operate between 54th/Cermak and Downtown via Wells and Van Buren. Trains will begin/end their trips at Roosevelt station.
Customers may transfer between the Loop elevated, and Blue and Red line subways at Harold Washington Library (Loop elevated) and Jackson (Blue and Red lines) stations. Customers are advised to allow extra travel time.

Now through Friday, March 11, 2016, Com Ed will begin civil construction work on the East side of the street, beginning at 701 N. Fairbanks to 707 N. Fairbanks.
Traffic Impact:
- Southbound Traffic from Huron to Superior, will not be rerouted.
- Northbound Traffic from Huron St to Superior, will be rerouted.
- No Parking/Tow Zone Signs may be in effect during the duration of the project, as needed. Please be mindful of any parking restrictions in place.
Additional Information:
- The sidewalk will be barricaded and closed from 701 N. Fairbanks Ct. and 707 N. Fairbanks Ct.
- Work will occur on the weekends beginning with the weekend of Saturday, February 20 and ending on the weekend Sunday, March 6, 2016. Work hours will be 8am-2pm.

Adams Street Bridge Closed for Reconstruction
The Chicago Department of Transportation (CDOT) has closed the roadway on the Adams Street Bridge over the South Branch of the Chicago River for the next 13 months.
This reconstruction project is necessary because the Adams Street Bridge was deemed unsafe by the United States Department of Transportation. As such, public works projects are permitted to work outside private construction hours of 8:00am - 8:00pm. Unfortunately, for some nearby neighbors, this may result in overnight noise associated with construction.
Throughout this project, CDOT will maintain pedestrian access over the bridge to Union Station, except for two 30-day closures scheduled for later this year and some intermittent night and weekend closures.
Detour Routes and Traffic Impacts:
Westbound traffic will be detoured to Wacker, and motorists may go south to Van Buren or north to Madison to continue westbound across the river. Once on the west side of the river, motorists should use Jefferson (from Van Buren) or Clinton (from Madison) to return to westbound Adams Street.

CDOT Elevated Bridge Project: South Water and Columbus
During the next few weeks, the Chicago Department of Transportation will be performing structural repairs to the expansion joints on the underside of the elevated bridge, replacing the rubber joint seals and localized painting near the joints. A majority of the work will be performed below the bridge and not visible from above.
Due to temporary weight restrictions while the structural repairs are being performed, some lane closures are required.
Date and Time: Now through Saturday, February 27th
Traffic Impact: Northbound and Southbound Columbus between Randolph and Monroe will be reduced to a single lane.
Northwest Portion of the Intersection of Randolph and Clark closed for ComEd Construction
Now through Wednesday, March 30, 2016, ComEd and their contractor Mead Construction will have the northwest portion of the intersection of Randolph and Clark closed to perform excavation and installation of an underground manhole in correlation to the Loop Link Project.
Traffic Impact:
- Both Randolph Street and Clark Street will remain open for traffic converting to two lanes at the intersection.
- Construction will be occurring 24 hours per day, Monday-Saturday with some Sunday work required.
- No parking/Tow Zone Signs will be in effect, on Clark 180 feet north of the Randolph intersection.
Additional Information:
- The north sidewalk on Randolph crossing Clark will be closed. Pedestrians crossing east to west will be directed the south side of Randolph.
- No power outages will be required for this work.

Traffic Impacts for 167 W. Erie Development
Now through project completion, there will be a single lane closure on Ontario between LaSalle and Wells beginning mid-block. There will also be sidewalk and single lane closures on Erie, between LaSalle and Wells, and Wells, between Erie and Ontario. Fencing and traffic barricades have been set up for safety.
Chicago Riverwalk Construction
Phase 3 of the Riverwalk is will continue until fall 2016. Access to the Riverwalk between LaSalle and Lake Street will be closed to the public.
- In the coming weeks, the contractors will be exacting and forming concrete foundations from LaSalle to Wells Street.
- Some demolition work will continue as well as installation of sewer lines and backfilling behind the new steel sheet pile wall.
Public Way Closures:
- The west bound curb lane of Lower Wacker Drive between State Street and Post Place will have daily temporary closures between 7:00 AM and 4:00 PM.
- The west bound curb lane of Upper Wacker Drive between State Street and Wells Street may have daily temporary closures between 9:30 AM and 3:30 PM and also from 7:00 PM to 6:00 AM
