Schmidt Heritage Park - Construction Bids
The Township budgeted $5.79 million in FY2022 for the initial Phase of Schmidt Heritage Park – which includes the Ferris Street improvements and the new entry/parking lot into Hofma Park/Preserve.

The low bid on the development of the park was from CopperRock Construction at $5.57 million – or about $220k under↓ budget

Further, the water and sewer portion of this park project was bid in November at about $445k – which was about $75k under↓ estimates.

Schmidt Heritage Park is scheduled to open in June of 2023 – but some of the athletic fields may need some additional time for the turf to become established prior to usage.
Township Growth - Increase in Valuations
The above graph shows the impact of “Proposal A” – that being the gap (or tax-payer savings) between State Equalized Value (SEV) and Taxable Value (TV) of about $288 million (or about 23%). Further, “Proposal A” also provided a reduction (of about 37%) in the millage rates.

Because GHT is a growth community with a focus on “basic” governmental services, the financial impact of Proposal A reducing↓ both the property valuations and the millage rate is mostly mitigated … which is not true for communities that are “mature” and have very little growth.
Water & Sewer Growth
There are no surprises with the 2021 water and sewer statistics. Growth in water usage is a factor of population growth and summer weather (i.e., dry vs. wet) with 30+% of water being used for lawn sprinkling. Growth in sewer collection is almost entirely a factor of population growth.
Masks for the Public
The Township received 1,000 KN-95
masks to distribute to the public –
and a similar number of “blue
surgical masks”. The Township is
providing two of the KN-95 masks
per person and/or two of the blue
surgical masks.

Residents can come to the front
desk of the Administrative Building
(i.e., 13300 168 th Avenue) during
normal business hours for masks
as long as supplies last.
Street Paving - 2022
The Grand Haven Charter Township Board approved the following list of road paving for 2022
at an estimated cost of about $577k:
All of the listed subdivision roadways are rated either a “4” or "5" on the 10-point PASER scale (i.e., “Fair”) and total about 2.71 miles of bituminous re-surfacing. (The Township has about 40 miles of subdivision streets. Further, since 1987 the Road Commission delegated 100% of the costs associated with subdivision resurfacing to the Townships. For 2022, Grand Haven Township will resurface about 6.7% of all public subdivision streets within the community.)
