Economists are saying our economic recovery from this pandemic is forecasted to be K-shaped. (Learn more about this by clicking here.) What this means is not all businesses will rebound sharply. Some will. Others will continue to struggle with staffing, demand, and restrictions. As we push through this crisis people, businesses and organizations alike need to continue to focus on their purpose. To figure out your purpose, ask your business or organization these questions:
  • Who are we?
  • Who are we here to help?
  • What do they need?
  • How are you solving a problem in our community?
  • How can you serve them so they will come to you?
If you know the answers to these questions it is very likely you have seen a difference in what you offer you customers or how you serve them over the course of this year. The relationship with your clients, customers, employees, vendors and community make you an essential element of Pierre and Fort Pierre. We all need you to find your relevance and purpose to recover with growth.
Consumers are becoming much more aware and interested in what your company is here for. They are looking for local hospitality, good customer service, supporting a friend and ultimately, convenience.
The Pierre Area Chamber is hosting three contests for you to get additional exposure over the holidays using Shop Where I Live, Hot Deals and posting your Events. Please get creative and participate, we want our community to gravitate toward local. As always, we are here and just a phone call or email away.

Chamber Board Nominations Announced
The Pierre Area Chamber of Commerce's nominating committee is offering a slate of candidates for 2021.
The proposed 2021 Executive Board will consist of President Thomas Allerdings (Clubhouse Inn & Suites), Vice President Aaron Fabel (Oahe Family YMCA), Secretary Jodie Anderson (Strategic Association Services), Treasurer Melissa Puepke (First Dakota National Bank) and Past President Meredith Lee (Lee Real Estate).
Nominations for the three-year terms include: Kiel Wendelschafer (Walmart), Kellie Yackley (Avera St. Mary's), Ty Kinneberg (BankWest), and Jessica Mefferd (Mefferd Agency, Farmers Union Insurance).
Any additional chamber member in good standing who is interested in submitting his or her name for consideration for a position on the Chamber Board of Directors can do so by submitting a statement of willingness to serve to the Pierre Area Chamber of Commerce (800 W Dakota Ave; Pierre, SD 57501). Such statements shall be forwarded to the nominating committee no later than November 14, 2020. His or her name will be added to the ballot and voted on by all members represented at the annual meeting that will be held on November 19, 2020 from 11:30am-1:00pm. The nominees receiving the majority of the votes shall be declared elected to the Board of Directors. Should a tie occur, the nominating committee shall cast the deciding vote.  In the event no other chamber member submits his or her name, the nominated slate will become the 2021 chamber board.
Newly elected and appointed board members shall be seated at the January board meeting and shall be considered participating members until their term ends.

SD CARES Act Information
South Dakota Governor's Office of Economic Development
Governor Noem announced changes to the Small Business Grants which utilize Coronavirus Relief Fund dollars to assist small businesses and start-up businesses, and small non-profit businesses. The updates will help even more businesses and include:
  • Increasing the maximum grant from $100,000 to $500,000
  • Decreasing the minimum threshold from $750 to $500
  • Broadening the eligibility requirement from reduction in business of more than 25% to a reduction in business of more than 15%
 
Additionally, the application deadline will be extended by one week, so the new deadline for applications will be October 30.

SD CARES Act Housing Assistance Program
South Dakota Housing Development Authority
SDHDA has recently been awarded $10 million to assist South Dakotans who have been financially impacted by COVID-19 and need help paying their housing expenses such as rent, mortgage, and/or utilities. 
The assistance, funded by the State of South Dakota from the Federal Coronavirus Aid, Relief and Economic Security (CARES) Act, can provide South Dakotans with up to $1500 a month. Eligible applicants can earn up to 115 percent of the area median income but must have a demonstrated financial need and at risk of losing their housing. Assistance can be provided for past due rent, mortgage and/or utilities and may be used for future housing payments, for the time period of March 1 through Dec. 30, 2020. 
Assistance provided is not a loan and does not have to be paid back. Payment is made directly to the landlord, mortgage servicer or utility provider on the applicant's behalf. Households who may have current protections in place such as an eviction moratorium, should inquire about this financial assistance. 
Potential applicants can visit sdcareshousingassistance.com to verify eligibility requirements and to begin the application process. Online applications are mobile friendly and will be processed by partnering agencies throughout the state. Should applicants not have internet access, a listing of partnering agencies that are available to help households complete an application can be found on www.sdhda.org. The application process closes Dec. 18, 2020 or sooner if funding is expended.

Pierre Mayor Steve Harding's Report
It's no secret, I like to hunt! But this fall, I'm excited about more than pheasants. I also have drop slides and cannonball competitions on the brain. That's because, by this time next year, we'll be well on our way to a new outdoor pool in Pierre.
I recently sat in on a couple of pool planning meetings. And I'll tell you, it's really exciting! We had the opportunity to look at different types of slides, look at platform water features for kids, and ways to enhance the lazy river. It's FUN stuff - the kids are going to love it! I know the adults will too.
If you haven't really looked at the pool design, please do! Between a 50-meter pool, waterslides, diving boards, zero depth entry, toddler features, a lazy river, and a snack bar that can serve people in and outside of the pool complex, there really will be something for everyone. It might be the military training coming out in me, but I'm especially excited about the zip line! And it might be my age, but I'm also equally excited that the new pool will be heated!
This project really is about the community and quality of life here. You'll remember, citizens asked that the current outdoor pool be replaced and a volunteer community group came up with the pool design. Completion of that design is reliant on community support.
The City has committed $10 million in retired debt to cover the lion's share of the project. To fully realize the committee's vision, we're asking the public to contribute $3 million. The fundraising committee has been busy working behind the scenes to secure large donations. Now they'll move to the next step -reaching out to businesses and individuals to ask for donations of any size.
If you haven't already, you'll likely soon hear from the committee. We're happy to accept donations of all sizes.
You see, demolition of the current pool is scheduled to start this coming spring. That means our fundraising efforts need to be wrapped up in April. The money we have committed at that time will determine if we can fund all the features requested by the community.

It is more important than ever for businesses to be able to stay open, and to help consumers to feel safe and confident while patronizing their establishment. Take the pledge to get industry-specific guidance to ensure best practices are being followed. You will also receive a pledge decal sticker to display in your business - visually signifying to customers and visitors alike that you value and prioritize their health and wellness. 
Fort Pierre Mayor Gloria Hanson's Report
As you may have heard, Avera is starting an online campaign to promote mask wearing, "Wear Because You Care." If the daily new case count continues to grow, Avera will be forced to shut down routine clinics and surgeries to focus exclusively on COVID-19 patients and other emergency needs. As Dr. Mikel Holland says, "Widespread mask use can help to bend the curve and slow the spread."
Wearing a mask isn't a political issue, and it isn't to protect the wearer - it protects our family, friends, co-workers, and the employees in places we do business. If we all got into the habit of wearing a mask in public places, we could keep our kids in school and our businesses open and thriving. And aren't we all more than ready to "get back to normal?"
My husband's family has a tradition of getting together for the opening weekend of pheasant season. We've had a high of 42 in attendance, but almost always have 30+. Schreiner kin travel from Ohio, SD, Colorado, Georgia, Montana, Minnesota, and as distant as Washington DC, California and Norway. This year was a bit different - there were only 12 in attendance.
Ron's nephew was bringing his toddler son and asked in advance that we all wear masks to set an example for Jackson, not quite 3. We understood the reasoning, and the entire group wore masks when we were indoors, except when we were eating and appropriately distanced. There were no temper tantrums, not even by the toddler! It can be done.

PEDCO Annual Meeting Nov. 17
All members in good standing of the Pierre Economic Development Corporation are invited to attend the Annual Meeting from Noon to 1 p.m. Tuesday, Nov. 17, 2020, in the Pierre Chamber community room or virtually via ZOOM.
 
The main purpose of the annual meeting is to elect nominees to the board of directors. A nominating committee will develop the slate of nominees. Members interested in consideration by the nominating committee may contact PEDCO at jim@pedco.biz. Officers are selected from the board at the December meeting.
 
Lunch will be provided for registered members attending in person. To register for the annual meeting, please email Alicia Fabel at afabel@pierre.org. by COB Wednesday, Nov. 11. Those wishing to join the meeting via ZOOM will be emailed the link upon registration.

It's Christmas time in Pierre with Christmas at the Capitol. This year's theme is "Deck the Halls." Nearly 80 Christmas trees fill the rotunda and hallways of the capitol for the 40th year. The Christmas trees are decorated by schools, churches, communities and civic groups from across the state. The grand lighting ceremony is Nov. 26, 2020. The display will be open to the public from Nov. 26 through Dec. 26, 2020, 8 a.m. - 10 p.m. (CST) daily.

Other parts of the Capitol building will also be decorated, including the grand marble staircase and the Capitol grounds. The big South Dakota tree featured in the rotunda will be decorated by the South Dakota Board of Nursing and the South Dakota Nurses Association in honor of the 200th birthday of Florence Nightingale and the 100th anniversary of the Florence Nightingale Award.

Many events go on during the holiday season. If you are planning an event, be sure to get it on the Chamber of Commerce community calendar.

You probably noticed that we hit Facebook pretty hard in the last month encouraging you to Shop Small and be #Loyal2Local. Amazon and other large online retailers are strongly urging customers to shop early to ensure their packages arrive before the holidays. Think about that for a minute; you may spend a little less, you may have your shopping done early, and you MAY get your presents on time, but if COVID has taught us anything this year it is to be patient and expect the unexpected. What if the present doesn't arrive on time? You can't call Amazon and tell them you really need this gift for Christmas because that is the ONLY thing your son or daughter really wanted...they don't care! Do business with your friends and neighbors who may actually know your son or daughter. By shopping early in the Pierre area, you can avoid the crowds, support local businesses, and find unique gifts for everyone on your list. Hard-pressed to shop online and avoid all human contact? We don't blame you! You can still shop local at pierrearea.shopwhereilive.com! Buy Local or Bye Local. It just takes one purchase!

The Parade of Lights is scheduled for Monday November 23rd. Line up begins at T.F. Riggs High School at 5pm, with the parade starting at 6pm. This event is a great way to get into the holiday spirit as we kick off the season, and is free to participate in. The Grand Lighting Ceremony for Christmas at the Capitol will be the following day at 6:30pm, and regular hours for Christmas at the Capitol (8am -10pm daily) will begin on Wednesday, Nov. 25. Wrapping up the week of holiday festivities will be the tree lighting ceremony in Fort Pierre on Friday, Nov. 27. All of these events can be found on the Chamber's community calendar with more information.

Our Annual Celebration is on Thursday December 3rd. This year we will be hosting a 'To-Go' drive through lunch for you to take back to your office and share with your employees. You will also receive raffle tickets with each purchase included in the price. Be watching for more detailed information coming soon!

At L & M Barbershop we provide services specifically in men's style haircuts. We also provide beard trims and waxing services. Parents, we can keep those little guys looking sharp as well. We are a walk in only barbershop and last walk in sits at 5:15.




Goodwill of the Great Plains' Shoe and Mitten Program will be held December 8th, 2020 for children ages 5-11 in need of new shoes, socks, hats, and mittens. This year's event is pickup only.

Visit your local Goodwill store at 1902 Eastgate Avenue to register. Registration is limited and on a first come, first served basis. (Confirming Facebook Event attendance does not count as registration.)

For over 70 years, our Shoe and Mitten Program has been bringing smiles to the faces of children throughout our territory during the frigid month of December.

Each year we provide close to 3,000 children, territory wide, in grades Kindergarten through Fifth with a brand new pair of shoes, pack of socks, warm winter mittens and a hat.

South Dakota Missouri River Tourism

Here We Are. . .

Eight months into the COVID-19 pandemic and we need to continue to look at tourism business through a different lens. It is evident this pandemic will be around for some time so we need to make some changes in decisions for marketing and promotions. One thing we know - South Dakotans' are resilient! Don't go into this time alone - partner with other businesses. Together many new ideas can be hatched.

Some ideas include - form local partnerships to market together. Start working now for spring and summer. Stay current - update your website, your social media, your store front, Google and Trip Advisor. Visitors feel more confident if they know what to expect when they come to your business. They want to feel safe.

Continue promoting! Many times people believe "Our destination sells itself." Those in the tourism business knows this isn't true. Even well-known tourism destinations realize they need to continue marketing even in tough times. Cancelling marketing is a hazardous proposition. You need to stay "top of mind" with your customers and potential new customers.

There are inexpensive ways to do marketing. Most CVB organizations have buy-in marketing projects. SD Missouri River Tourism, as a regional membership tourism organization, has low cost opportunities for members. Our Missouri River Visitor's Guide is produced annually to help promote our members. The guide is distributed at the SD Information Centers, at Sports/Travel Shows in MN, IA, WI, NE and MO. All in the areas we need to get information on the Missouri River distributed. We promote through social media on our member's behalf posting on Facebook and Instagram.

If you are interested in joining our members in partnering to expand marketing promoting the Missouri River in South Dakota, contact us at 888-386-4617. We work in partnership with our members - and this coming year it will be more important than ever to get the word out that "we are open when you decide to travel."
