At the time of this publication, Maryland State Health Department reports there are 149 cases in Maryland and 19 cases in Howard County. Yesterday, we learned a 5-year-old Howard County resident has contracted coronavirus. The child is a student at Elkridge Elementary, however it is not believed that students or teachers at the school are at a greater risk. Howard County Government Updates
It is essential that we provide continuous operations throughout this pandemic. County government public services will be offered throughout this pandemic, but we are moving what we can online and via phone. I encourage all residents to check our website frequently for updates and continue to follow public guidance on gatherings, meetings, and events.
Access to County buildings will be restricted to only County employees beginning March 18, 2020. Further, County agencies and facilities will be changing their operating schedule or closing to help stop the spread of the virus.

Department of Community Resources and Services
In accordance to the notice made earlier, DCRS headquarters are closed to the public. Services at the Multi-Service Center will be offered by phone conference call, webex, facetime, or other digital conferencing platforms. Limited in-person meetings will be available for significant or emergent need following health and safety screening. Phone appointments can be made via 410-313-6400. Multi-Service Center services will be conducted online or via phone at 41-313-0220.
As a reminder, all DCRS group programs, events, and activities are suspended. All 50+ Centers are closed, and all home visit and consultation services for older adults, children and families are also suspended. Some training and certification classes may be made available online.
Tax preparation programs will be postponed until the end of March and reassessed for new scheduling.

All scheduled and unscheduled occupancy inspections have been placed on hold. However, the Office of the Fire Marshal will continue to respond to safety related code violations. Effective Wednesday, March 18th, all park gates will be closed. At this time, park-goers are unable to access our parks by vehicle, but people can still walk onto our parks via access walking paths. All HCRP facilities will not be open to the public. This includes HCRP headquarters, our three community centers, Robinson Nature Center, Meadowbrook Athletic Complex, Kiwanis-Wallas Hall, Belmont Manor & Historic Park and more.
Through May 11th, large events, gatherings, pavilion rentals, and weddings along with programs that include 50 or more people are now cancelled.

Office of Transportation
RTA has modified their schedule, please view their
website for their full updates. RTA fixed route will operate on an enhanced Sunday schedule during the week and weekend and run till further notice.
Buses will run from 8:29 AM till 6:00 PM and provide one-hour headway on the following routes, 301, 302, 401, 403, 404, 405, 407, 408, 409, 501, 502 and 503. On vehicles with two doors, passengers are to board at the rear door unless a passenger requires a ramp. All fixed route and mobility fares will be temporarily suspended during the service modification.
The Office of Transportation has taken measures to enhance our bus cleaning to include disinfection of each bus on a nightly basis and operators have been given supplies to make sure their work areas remain disinfected throughout the day.
We encourage riders to practice safe social distancing while on transit and not travel via public transit if they do not feel well.

Washing your hands frequently (and correctly) is one of the best ways to prevent the spread of Coronavirus (and other respiratory disease).
- Let your hands with clean, running water and apply soap.
- Lather your hands by rubbing them together with the soap. Lather the backs of your hands, between your fingers, and under your nails.
- Scrub your hands for at least 20 seconds. You can count to 20 to be sure you have scrubbed for the right amount of time.
- Rinse your hands well under clean, running water.

Baltimore Gas and Electric (BGE)
Many businesses and organizations are preparing for a possible suspension of operations as people are encouraged to maintain social distance to curb the spread of the virus.
With that, there are potential impacts to our customers’ incomes and their ability to meet their financial obligations; to include paying their utility bills.
To that end, BGE has announced that service disconnections related to non-payment will be suspended and we will be waiving new late payment charges until at least May 1st
BGE will also be working with customers on a case-by-case basis to establish payment arrangements and identify energy assistance options
BGE hopes this step provides some measure of relief to our customers as we all manage through this emerging event.

Columbia Association
Columbia Association is taking a number of actions to promote the social distancing policies and cleaning guidelines advocated by public health officials. Due to new local COVID-19 developments, all Columbia Association facilities will remain closed through Sunday, March 29, 2020.
This includes all sport and fitness facilities (fitness clubs, Haven on the Lake, pools, tennis, ice skating, golf, Columbia SportsPark, etc.); all Community Services facilities including Columbia Art Center, Youth and Teen Center, and Columbia Archives; and Columbia DogPark, CA Headquarters and the Customer and Member Service Center. Additionally, all CA public programs, classes and events are canceled effective immediately through Sunday, March 29, 2020.
A decision whether to extend these closures and cancellations beyond March 29 will be made as additional information becomes available.

Comcast recognizes that their company plays an important role in helping customers stay connected – to their families, their workplaces, their schools, and the latest information about the virus – through the Internet.
Comcast is taking steps to implement the following new policies for the next 60 days:
- Xfinity WiFi Free For Everyone: Xfinity WiFi hotspots across the country will be available to anyone who needs them for free – including non-Xfinity Internet subscribers. For a map of Xfinity WiFi hotspots, visit www.xfinity.com/wifi. Once at a hotspot, consumers should select the “xfinitywifi” network name in the list of available hotspots, and then launch a browser.
- No Disconnects or Late Fees: We will not disconnect a customer’s internet service or assess late fees if they contact us and let us know that they can’t pay their bills during this period. Our care teams will be available to offer flexible payment options and can help find other solutions.
- Internet Essentials Free to New Customers: It’s now easier for low-income families who live in a Comcast service area to sign-up for Internet Essentials, the nation’s largest and most comprehensive broadband adoption program. New customers will receive 60 days of complimentary Internet Essentials service, which is normally available to all qualified low-income households for $9.95/month.
- Increasing the Speed of Internet Essentials: Additionally, for all new and existing Internet Essentials customers, the speed of the program’s Internet service was increased to 25 Mbps downstream and 3 Mbps upstream. That increase will go into effect for no additional fee and it will become the new base speed for the program going forward.
- News, Information and Educational Content on X1 and Flex: For those with school-age students at home, we’ve created new educational collections for all grade levels in partnership with Common Sense Media. Just say “education” into your X1 or Flex voice remote. To help keep customers informed, we also have created a collection of the most current news and information on Coronavirus. Just say “Coronavirus” into your X1 or Flex voice remote.
- Pausing Our Data Plan: With so many people working and educating from home, we want our customers to access the internet without thinking about data plans. While the vast majority of our customers do not come close to using 1TB of data in a month, we are pausing our data plans for 60 days giving all customers Unlimited data for no additional charge.
- 24x7 Network Monitoring: Underpinning all of these efforts, Comcast’s technology and engineering teams will continue to work tirelessly to support our network operations. We engineer our network capacity to handle spikes and shifts in usage patterns, and continuously test, monitor and enhance our systems and network to ensure they are ready to support customer usage. Our engineers and technicians staff our network operations centers 24/7 to ensure network performance and reliability. We are monitoring network usage and watching the load on the network both nationally and locally, and to date it is performing well.

Howard Community College
Howard Community College has been closely monitoring the rapidly evolving situation with the coronavirus disease (COVID-19), now classified as a global pandemic. The health and safety of all faculty, staff, and students is paramount.
- Spring break will no longer be held April 6–12. Spring break is now March 16–22, during which time the college will be closed, with campus access only for authorized employees.
- For March 23–29, credit and noncredit classes will be canceled.
- Starting March 30th, all classes will be moved online.

Howard County Detention Center
The Detention Center is no longer allowing in-person visits. They will be expanding their virtual services by allowing inmates 2 free weekly phone calls and 1 free video visit so that they can maintain family contact while on site visits are suspended. We will be developing a video visiting schedule for inmates on units that don’t currently have video visiting equipment.
Staff is taking temperatures of all new intakes into CBF and the Detention Center. Anyone with a temperature of 100.4 degrees or higher, as well as anyone who may have visited a “hot spot,” is to be placed in the quarantine housing unit until followed up and cleared by medical staff.
A facility wide special sanitizing of the Detention Center and CBF will occur every Friday. This is in addition to the Detention Center's daily cleaning regimen. A Strike Team was created to frequently clean all common areas – visiting room, medical unit, library, program rooms etc. (2 times per shift). All departmental vehicles are being sanitized daily.
Messaging is sent out over the inmate television system of the importance of hand washing and cleaning. Every inmate gets a bar of soap weekly. Additional hand sanitizers were added in the visiting room and other areas. Additionally, the Detention Center is waiving sick call fees (even though required by statute) due to the nature of the current virus situation.
Also, the courts thru motions from the Public Defender’s Office are assessing those suitable inmates that may be more vulnerable to the virus for possible release. This includes all inmates over 60 and those with chronic health conditions.
Continuing daily, inmates will be issued special cell cleaning kits with needed cleaning supplies so that they can properly clean their cells/ bunks.

Legislative Updates
Maryland’s Federal Delegation recently announced $10.2M in Federal funding has been awarded to Maryland’s response to COVID-19.Thank you to our Federal Delegation for their commitment and advocacy for Maryland!
Due to the coronavirus, Speaker Adrienne Jones and President Bill Ferguson announced they will end the 2020 Maryland General Assembly early and call Sine Die on Wednesday, March 18th. Below are two important pieces of legislation which were recently introduces in the MGA in response to the coronavirus. Both pieces of legislation received the Governor's signature and have been enacted by law.
State Budget- Revenue Stabilization Account Transfers- Coronavirus (
HB1661
/SB1079)
- Governor Larry Hogan signed emergency legislation on 3/9/2020 that authorizes him to transfer by budget amendment up to $50.0 million from the State’s Rainy-Day Fund to fund costs associated with the novel Coronavirus (COVID-19). The Senate and the House of Delegates passed this legislation unanimously.
- Senate President Bill Ferguson and Senator Clarence K. Lam introduced the COVID-19 Public Health Emergency Protection Act of 2020. Speaker Jones introduced the cross-file (HB1663) in the House of Delegates. This emergency bill authorizes the Governor to take certain actions that could facilitate access to health care and mitigate health care costs for individuals undergoing COVID-19 diagnosis and treatment, such as prohibiting cost-sharing for disease testing. During the state of emergency, the Governor can prohibit retailers from increasing the sale or essential price of essential goods and services. The Governor can also prohibit employers from terminating employees because they have been required to be isolated or quarantined.

What is the Coronavirus?
Symptoms of Infection with COVID-19 (Novel Coronavirus)
This virus can cause either mild illness like a cold or can make people very sick with pneumonia.
- Fever
- Cough
- Shortness of breath
- Difficulty breathing
Prevention
There are currently no vaccines available to protect against COVID-19 infection. To help prevent illness from this or other viruses you should:
- Wash hands often with soap and warm water or use alcohol-based sanitizer.
- Avoid touching your eyes, nose or mouth with unwashed hands.
- Cough or sneeze into your elbow or into a tissue.
- Avoid close contact with people who are sick.
- If you are sick, stay home from school or work.
- Get a flu shot
Treatment
There is no specific treatment available for COVID-19. However, if you have traveled or been in close contact with someone who has traveled to affected areas and now have a fever and cough or shortness of breath, you should:
- Seek medical care. Call ahead before you go to a doctor’s office or emergency room and tell them about your recent travel or contact and your symptoms.
- Stay home except for seeking medical care and avoid contact with others.
Preparation
Plan ahead in the case you should have to stay home because you are sick or to care for a loved one who is sick.
- Have an adequate supply of nonprescription drugs and other health supplies on hand, which could include pain relievers, stomach remedies, cough and cold medicines, fluid with electrolytes and vitamins
- Check your regular prescription drugs to make sure you have an adequate supply; refill your prescriptions if needed
- Have a thermometer, tissues and hand sanitizer
- Have a two-week supply of food available at home

What should I do if I have flu-like symptoms?
- Mildly symptomatic patients (like fever or mild cough) who are otherwise healthy can self -quarantine, monitoring temperature and symptoms and check in with your medical provider as needed.

- At this time, due to limited resources, if you are not having symptoms (asymptomatic) you will not be tested. Please stay home and self-quarantine for 14 days.

- If you are confirmed positive, and are otherwise considered healthy, you may be sent home to self-isolate.
