Mass Vaccination Site - Mall in Columbia

The Mass Vaccination site at The Mall in Columbia is a great milestone and tool in our fight to end this pandemic. Eligible Marylanders can now walk in and get vaccinated right here in Downtown Columbia, and we know that this central location between the Baltimore and Washington suburbs will be convenient for many people in our community. 

As always, I want to remind residents that COVID-19 vaccines are safe and effective, and getting a vaccine will help us save lives. Thank you again to Governor Larry Hogan, the State, our partners at the Mall in Columbia and Hudson Bay Company, and Centennial Medical Group for making this possible. We could not accomplish this without strong collaboration.

The Mall in Columbia site is open Wednesday through Sunday from 8:00 a.m. – 4:00 p.m. and has the capacity to vaccinate up to 3,000 people per day. While walk-ups are available, residents can make an appointment by calling 1 (855) MD-GOVAX or visit COVIDVax.Maryland.gov.
Planting Flowers with First Lady Yumi Hogan

It was a wonderful day at the Linwood Center, Inc. where I joined First Lady Yumi Hogan to plant flowers around the memorial sculpture of Hyunsu's Butterfly Statue. The center's incredible work reflects the community emphasis that Howard County places on providing for our friends and neighbors on the autism spectrum.

Thank you to the First Lady, Maryland Department of Disabilities Secretary Carol Beatty, Delegate Courtney Watson, and the Linwood Center for providing this opportunity to enjoy nature, embrace art, and commemorate the amazing partnership between the Linwood Center and the Daniel School in South Korea. Together, we must serve our local community in order to grow and cultivate together - much like we do planting these flowers.

We have seen residents struggle in silence through loss of income, shelter, and so much more over the last year. Friends of Grassroots Crisis Intervention Center is a 24-hour resource for individuals in need of immediate assistance with a personal, mental health, family, or shelter crisis.

Mental Health Awareness Month is a reminder of the importance of speaking up about treatment and taking bold action to help those in need. Working together, we can end the stigma for those who need help. We are here to help every member of our community, one step at a time.
HoCo RISE Business Grants - NOW AVAILABLE

During the past year, our small local businesses have pushed forward through extraordinary circumstances and unforeseen obstacles, and the very least we can do is continue to provide additional support and funding to ensure they can thrive as we emerge from this pandemic.

I'm proud to announce applications are NOW open for the 4th round of HoCo RISE Business Grants for restaurants and hotels. Applications are open through 11:59 p.m. on May 24th, 2021. I encourage our small businesses to apply as soon as possible here.

Welcome Bull on the Loose

Since 1983, the Kreis family has served delicious fresh barbeque and open pit beef to many Howard County residents and visitors at The Canopy restaurant. I was pleased to join them and Mike Burmudez for the grand opening of their spin-off, Bull on the loose. This delicious food truck is an expansion of their operations and legacy and will cater to residents across Maryland. Funding Patapsco Regional Greenway

The State provided a $1.25 million grant to support a spur of the Patapsco Regional Greenway that would connect Elkridge to the Guinness Brewery in Halethorpe (Baltimore County). The trail route starts at the existing underpass close to the Guinness Open Gate Brewery via the existing power line maintenance road. The route brings visitors into Historic Elkridge via a bridge over the Patapsco River. The $1.25 million in State funding for Howard County will provide the local match needed to secure a State Transportation Alternatives Program (TAP) grant to support the construction of the trail.

The Patapsco Regional Greenway Plan envisions a 40-mile, shared-use trail running through the Patapsco Valley from Baltimore’s Inner Harbor to Sykesville in Carroll County. This trail, if and when completed, would pass through or near the communities of Cherry Hill, Baltimore Highlands, Halethorpe, Elkridge, Catonsville, Ellicott City, Oella, Daniels, Woodstock, Marriottsville, and Sykesville.

Funding the Savage Mills Trail

I'm so pleased to announce the County received a $250,000 grant to support critical repairs to the Savage Mill Trail. The Savage Mill Trail provides 1.16 miles of trail space within Savage Park, traveling along the escarpment above the southern side of the Little Patuxent River, along an old rail line path terminating at a turnaround north of the mill ruins. The funding will support the construction of a variety of repairs within the park, including the replacement of collapsed culverts, steep slope stabilization, rehabilitation of timber stairs accessing the trail, and a re-design of the picnic viewing area.

This funding builds on our efforts to expand green infrastructure in the Savage area, after a $1.725 million investment to secure the Savage remainder parcel last year, blocking the development of 4.8 acres of land in Howard County’s Green Infrastructure Network and preserving it as open space. I also included $1.9 million in my proposed Capital budget allocated to rehabilitate and expand the existing pathway and trail systems extending from Savage Park through Columbia to Dorsey's Search and throughout the County.
Total Residents 65+ Vaccinated

Howard County is currently leading the State with 83.3% of residents age 65 and older who are fully vaccinated, according to the Maryland Department of Health. We remain committed to ensuring our most vulnerable populations, including older adults, receive the COVID-19 vaccine as quickly, safely, and efficiently as possible.

Population Vaccinated by County - Fully Vaccinated

As of May 8th, Howard County leads the state with 57.4% of eligible residents 16+ are fully vaccinated according to the Maryland Department of Health. We continue to work with the Howard County Health Department and the State to ensure residents receive the vaccine safely and efficiently, as we receive supply.

There are hundreds of provider locations including regional State-run mass vax clinics, retail pharmacies, and hospital operating clinics where residents can receive a vaccine. Walk-in vaccinations are available for residents 16+ at The Mall in Columbia, Wednesday - Sunday from 8 am - 4 pm.

Residents 16+ Vaccinated by at least one dose

According to the Maryland Department of Health, 75% of eligible Howard County residents 16+ have received their first dose of the COVID-19 Vaccine. This percentage includes those who may have received a first dose of the Moderna or Pfizer vaccine.

The only way we can go back to normal is if we look out for one another, StayCOVIDSafe, and get vaccinated.

Older Adults Resource Guide

We know how difficult this past year has been for our community, and there is a lot of hope on the horizon that we will be able to gather together again soon. It's more vital than ever that we make sure our older adults, caregivers, and adults with disabilities have the support and connections they need to thrive.

Our Office on Aging and Independence has compiled a free resource guide for older adults, adults with disabilities, and caregivers that includes information about aging in place, housing, and health & wellness.

Auto Insurance Forgiveness Program

Finefix, the State's fine forgiveness program for auto insurance, will end on July 31st, 2021. All remaining account balances must be paid by then. Enrollment ended on December 21st, 2019, but over 23,000 Maryland Drivers enrolled in the program had their uninsured fines reduced by over 80%.

Mobile Testing Sites

Our Mobile Testing sites are now open from noon through 7:00 p.m. These mobile sites are more accessible to our community, provide quick test results, and improve our ability to contain COVID-19. 15-minute rapid testing and 24-hour PCR testing is available to residents at no cost at each of these five locations:
  • Long Reach Village Center 
  • North Laurel Community Center
  • Recreation and Parks Headquarters 
  • The Elkridge 50+ Center
  • Normandy Shopping Center

Vaccinating Our Youth

Currently, residents as young as 16 are approved to receive the Pfizer vaccine. Pfizer is the only vaccine, at this time, that can be administered in the United States to people under 18. State Mass Vaccination Clinics are more than likely to administer the Pfizer vaccine. I strongly urge parents and guardians to ensure our youth ages 16 and 17 get vaccinated.

We need to do everything we can to keep our families and community safe. We encourage residents age 16, 17, 18, and older to register for a vaccine TODAY by calling 1 (855) MD-GOVAX or visiting COVIDVax.Maryland.gov. Please note, you must specify your age when creating an appointment.
COVID-19 Relief
Mortgage Relief for Residents

We are proud to announce a new foreclosure prevention program with $1.4 million supported through pandemic assistance funding. Residents impacted by COVID and not able to pay their mortgage payments should contact the Department of Housing and Community Development to complete an application for mortgage assistance. Applications are available here.

Residents with pending or approved forbearance plans with their mortgage lender are eligible to apply for assistance. Please note, the moratorium on filing of Notices of Intent to Foreclose also ends on 3/31.
Tax Resources

Applications for the Aging in Place and Senior Tax Credits are now available! These tax credits provide financial incentives to allow residents to stay in their homes while offering more affordable aging in place.

Homeowners can use the county's Credit Eligibility Calculator to explore all available tax credits and relevant information regarding the application and screening processes. The Credit Eligibility Calculator can be found here.

Howard County 50+ Centers Open for Business

In case you haven’t heard, our Department of Community Resources and Services’ (DCRS) Office on Aging and Independence (OAI) 50+ Centers have reopened for limited, in-person services at 50 percent capacity. At this time, a majority of the services offered at our 50+ Centers will be by appointment only, including Maryland Access Point information and assistance, State Health Insurance Program (SHIP) counseling, exercise and nutrition consultations, fitness equipment rooms, AARP tax assistance, and Grab & Go meal distribution. However, social activities such as discussion groups, lifelong learning, art and do-it-yourself activities, billiards, pickleball, walking groups and health and wellness offerings will have phased returns in the future with limited capacity and new protocols for staff and participants to minimize the transmission of the COVID-19 virus.

To schedule an appointment today, please call 410-313-5400 at least two business days in advance between the hours of 9:00 a.m. and 4:00 p.m. For additional details and information, check out www.howardcountymd.gov/aging.

Fake COVID-19 vaccination cards, Best Buy Geek Squad phishing email scam and employment related scams, these are just some of the scams DCRS’ Office of Consumer Protection (OCP) is working to alert residents about. To learn more about these scams and what to look out for, check out last Monday’s The Ball Bulletin.

Members Sought for Consumer Protection Advisory Board

It is vital our residents have the support and knowledge necessary to be aware of the fraudulent campaigns and scams that can plague our community, whether through phone, email or social media. That is why our Consumer Protection Advisory Board is vital to our community, as Board members help advise DCRS' Office of Consumer Protection and myself on policies, programs and practices that can improve consumer protection-related services in the county. If you are a Howard County resident, are 18 years of age or older, have an interest in consumer issues and are able to attend the Board’s meetings, held the second Tuesday of each month at 7:00 p.m., I encourage you to apply today. Last week, during National Correctional Officers Week, our Chief Administrative Officer Lonnie Robbins had the pleasure of stopping by the Howard County Detention Center on my behalf, to present Officer Coombs with an Executive Proclamation declaring May 4th "Officer Paul Coombs Day" in Howard County. It was an honor to recognize Officer Coombs and thank him for his dedicated and distinguished public safety career with our Department of Corrections, as evident by his 15 years (5,479 days) of perfect attendance! Congrats Officer Coombs on this well-deserved honor.

A Closed Bedroom Door is a Powerful Tool Against Fire

Did you know, closing your bedroom doors when you go to sleep can help protect you and your family from deadly smoke and fire. Thanks to modern synthetic materials and furniture that now make up our homes, fire is up to seven times faster. Forty years ago, you had an average time of 17 minutes to escape a house fire; now, you have just three minutes. A closed door is a powerful tool that can: stop a fire from growing and spreading; help keep smoke and heat out; help keep your home (and all your stuff) safe; keep the temperature down; and SAVE YOUR LIFE.
 
So, before you go to bed tonight and every night, our Department of Fire and Rescue Services (HCDFRS) is reminding residents to close before you doze.
Youth Invited to Learn What it Takes to be a Firefighter at 1st Alarm Fire Camp

HCDFRS is NOW accepting applications for its 2021 1st Alarm Fire Camp. Hosted by the St. Florian's Brigade, the 1st Alarm Fire Camp is geared towards youth interested in learning more about the fire service and what it takes to become a firefighter. Campers will take part in a burn demo, CPR training, obstacle courses, running emergency scenarios and more, all while focusing on team building and developing life skills.
 
This year's camp will take part in two separate, one-day sessions based on age group:
  • Ages 8 to 11: Saturday, July 10th from 8:00 a.m. to 5:00 p.m.
  • Ages 12 to 14: Saturday, July 17th from 8:00 a.m. to 5:00 p.m.

Misplaced your COVID-19 Vaccination Card? Never fear! You can easily request your vaccination records the Maryland Department of Health’s “Maryland MyIR” website. Maryland MyIR is a free website service that allows residents to view and print copies of their official vaccination records directly from ImmuNet, Maryland's immunization information system. ImmuNet is used by healthcare providers to securely maintain vaccination records for Maryland residents of all ages.
Mental Health Awareness Month

This Mental Health Awareness Month, our Howard County Health Department is reminding residents you are not alone, we are here for you. Throughout the month of May, the Health Department will be sharing ways to check in on your mental health and ways to get help on its social media channels (Facebook and Twitter). Residents 16 and Older Now Eligible for COVID-19 Vaccine

Maryland residents 16 and older are now eligible to receive a COVID-19 vaccine from one of the State’s mass vaccination (INCLUDING the site at The Mall in Columbia) or 300 providers approved by the State to issue the vaccine. To find a provider near you and/or to schedule an appointment, visit the State’s covidvax.maryland.gov website today.
 
Residents age 16 and 17 are reminded that in accordance with the terms of the FDA's Emergency Use Authorizations, Pfizer is the ONLY vaccine that has been approved for your ages. The Moderna and J&J/Janssen vaccines are ONLY approved for individuals 18 and older. When scheduling an appointment, please make sure the vaccine you are making an appointment for is the Pfizer vaccine.
 
You can also NOW find the Howard County Health Department (HCHD) weekly COVID-19 vaccine clinic schedule, including links to schedule an appointment for each clinic, on its "COVID-19 Vaccine" website at vaccine.howardcountymd.gov. As you’ll see from the schedule, HCHD has shifted its focus to operating smaller clinics at multiple sites throughout the county in an effort to make it easier for residents to get vaccinated. The clinics are open to anyone eligible for the vaccine; note, unless otherwise specified, all clinics are Moderna and open to anyone 18 and older. If you are unable to schedule an appointment online for an HCHD clinic, you can also call 410-313-6284 (press option 1) Monday through Friday, between 8:30 a.m. to 4:30 p.m., for scheduling assistance. That said, while appointments are recommended, walk-up vaccine appointments are available at each clinic while supplies last.
 
Finally, please remember, while our numbers are decreasing, it is still important that we continue to wear facial coverings indoors and when unable to physically distance outdoors (in accordance with the CDC’s new mask guidelines), avoid large public gatherings and get tested when exposed or develop symptoms, until everyone is vaccinated to continue to stop the spread of COVID-19.

HoCo By Design Team Wants to Know, What is the Essence of Columbia?
 
Our Department of Planning and Zoning’s (DPZ) HoCo By Design team wants to know, what do you think the essence of Columbia is in terms of its design and community character? Share your thoughts with DPZ’s team at one of two identical virtual meetings on Tuesday, May 18th from 6:30 to 8:30 p.m. or Wednesday, May 19th from 11:30 a.m. to 1:30 p.m. – so you only need to attend one, to kick off a series of design sessions focused on the New Town/Columbia area. These sessions will identify and prioritize important aspects of community character to preserve, enhance, transform, or strengthen in the New Town/Columbia area for the new General Plan.
 
The events in May will focus on important design or development choices for the area that will help reinforce a comprehensive and consistent character for the community. Ideas generated at the meeting will be tested in several locations using two- and three-dimension design concepts developed by the project team, and presented to the community for review and feedback in June and August.
 
Once each decade, Howard County updates its general plan, a long-range, visionary document that guides land use, growth and development decisions. From now through the end of 2021, the county’s Department of Planning and Zoning is leading a community outreach effort to create a new general plan, called HoCo By Design. County officials want to hear from every voice to create one vision for the new general plan. To learn more about HoCo By Design and how you can participate, visit www.hocobydesign.com.

Private Animal Shelters Animal Control Registration

Protecting animals is Howard County Police Department’s Animal Control Divisions top priority. That’s why the Division supported new legislation, set to take effect this coming June, requiring private shelters to be registered with Animal Control to ensure an appropriate standard of care. Private shelters are defined as a non-governmental facility for domesticated animals (not including livestock and poultry) for the purpose of re-homing, rehabilitation or permanent housing. The goal is to ensure all domesticated animals in Howard County are receiving adequate care and oversight. Starting June 6th, private shelters will be required to renew their registrations annually and can start the registration process by clicking HERE.
Don’t Make Your House an Easy Target for Burglars, Secure Your Doors

When spending time outside, whether playing with your kids or pet, just relaxing or doing yardwork, you might think it’s okay to leave your garage door open or slider unlocked while you're right outside. However, HCPD is reminding residents to ALWAYS keep your doors, including garage doors and rear sliders, closed and locked, including that interior door in your garage.
 
In warmer months, HCPD typically sees an increased number of burglaries in which criminals walk into open garages and through the unlocked interior door leading inside the house. Detectives also see an increase number of cases in which burglars walk into homes by opening unlocked rear sliding glass doors. And while you might think leaving that sliding glass door in the back of your house unlocked is okay, this door has actually been a popular point of entry for burglars, who will move on from a locked door until they find one that is unsecured and easily opened.
 
In an effort to keep homes and neighborhoods secure, HCPD is offering up the following tips:

  • Always keep all doors, including your garage door and rear slider, closed and locked. Ensure that the door leading from your garage to the interior of your home also is locked.
  • Always lock your vehicles and remove valuable property. Remember that a garage door opener in an unlocked car is like a key to your home!
  • Keep valuables in an unexpected place. For example, don’t keep your most valuable jewelry in your jewelry box. Burglars want to get in and out quickly, so don’t make it easy for them to find your valuable or sentimental items.
  • Always report suspicious activity or people by calling 911.
 
Also, HCPD is also reminding residents to always keep vehicles locked, whether at home or away from home, and never leave anything valuable in plain sight.
Applications Still Being Accepted for HCPD’s P.L.E.D.G.E. Summer Leadership Camp

Rising Howard County 9th graders, have you applied yet for HCPD’s P.L.E.D.G.E. (Pride, Leadership, Education, Diversity, Growth, Evaluation) Summer Leadership Camp? This FREE, one-week day-camp that helps rising 9th graders develop leadership skills prior to entering high school. Lessons and activities challenge campers’ ability to make critical decisions, focus on core beliefs and values, recognize diversity and work toward a common goal. This year’s P.L.E.D.G.E. Leadership Camp will run July 19th through July 23rd and July 26th through July 30th. To apply, click HERE; applications are due by June 1st.

Expression of Interest Issued for Ellicott City Safe and Sound North Tunnel Final Design
 
My team and I are seeking responses from qualified firms with experience and successful completion of a rock tunnel, as our Office of Procurement and Contract Administration issues Expression of Interest (EOI) for the final design of the Ellicott City Safe and Sound plan's North Tunnel. The extended North Tunnel is one of the most impactful projects in our Ellicott City Safe and Sound plan, keeping floodwater off the street and preserving the history of our town. Even as we deal with the challenges of a global pandemic, we continue to make progress to protect Ellicott City from flooding for generations to come.

Every spring and summer, as weather permits, our Department of Public Works (DPW) refreshes lane line marking paint to ensure that street markings are highly visible and our roadways are safe. As painting season has begun, DPW is URGING motorists to show caution and patience when they come upon a paint truck convoy driving slowly in the roadway. To avoid wet paint:

  • NEVER pass the paint truck or trail vehicle;
  • NEVER change lanes behind the striping truck or trail vehicles;
  • DO NOT swerve back and forth to see around the paint truck or trail vehicle; and
  • f parked, wait five minutes before driving on the painted areas.

Columbia
  • Centre Park Drive, Columbia 100 Parkway and Executive Park Drive Roadway Resurfacing – Project to resurface the roadways along Centre Park Drive, Columbia 100 Parkway and Executive Park Drive. Two-way traffic will be maintained at all times throughout the area; however, delays should be expected during work hours, Monday through Friday, 9:00 a.m. to 3:00 p.m. Additionally, while driveways and parking lot entrances will not be closed or blocked for extended periods of time, minor disruptions can be expected. Finally, on-street parking in the area will be restricted during the project. Weather permitting, the project is expected to be completed by the end of May.

Ellicott City
  • Sucker Branch Stream Restoration (Capital Project D1176) – Project to restore and stabilize approximately 1,200 linear feet of stream channel near the 3300 block of Rogers Avenue. The project will help reduce the amount of sediment flowing downstream from this unnamed tributary to the Sucker Branch and improve the ecological functions of the channel and floodplain through revegetation of the riparian buffer areas.
 
Laurel
  • Whiskey Bottom Road Sidewalk (Capital Project K5061-52B) – Project to enhance the sidewalk along eastbound Whiskey Bottom Road between All Saints Road and Moonshine Hollow. An Americans with Disabilities Act compliant sidewalk ramp was installed parallel to the existing stairway connecting to the sidewalk and stamped asphalt was installed next to the curb at the All Saints Road circle to reduce maintenance.

  • Cedar Lane Pumping Station – Project to construct a water pumping station at 10793 Hilltop Lane to provide a backup water supply to increase reliability in zone. Originally expected to be completed by late November 2020, weather permitting, the project is now expected to be completed by last May.
 
Ellicott City
  • Mount Hebron/Patapsco Park Pump Stations (Capital Project S-6600) – Project to upgrade components of the existing Mount Hebron sewer pumping station at 9260 Furrow Avenue and the Patapsco Park sewer pumping station at 2041 Eliza Dorsey Lane. Originally expected to be completed by mid-February, weather permitting, the project is now expected to be completed by late May.
  • Warfield’s Range Pond Improvements (Capital Project D-1159) – Project to improve a stormwater management detention pond near 10544 Hunters Way to increase capacity and to achieve optimal water quality. Originally expected to be completed by mid-October 2020, weather permitting, the project is now expected to be completed by late May.
 
Jessup
  • Guilford Road Improvements (Capital Project J-4214) – Project to improve Guilford Road between Vollmerhausen Road/Mary Lane and Carroll Heights Avenue. Originally expected to be completed by late January, weather permitting, the project is now expected to be completed by late May.

Last week, the Maryland State Highway Administration (SHA) began a resurfacing project on MD 32 at Dorsey Run Road in Annapolis Junction, to improve the driving surface, enhance safety on the roadway and the exit ramps and upgrade area drainage by installing new underdrains. Weather permitting, the project is expected to be completed by the end of this year.  
 
Electronic message boards, signs, barrels and cones are in place to alert motorists of the work and guide them through the work zone. SHA crews will work both daytime and overnight hours to complete the project, resulting in occasional overnight single-lane closures on MD 32 between 7:00 p.m. and 6:00 a.m. Dorsey Run Road will also experience day and overnight single closures. Finally, SHA will close one ramp at a time to perform work that will require a total ramp closure until work is completed. The eastbound MD 32 ramp to Dorsey Run Road will be the first ramp closure starting this week.
 
SHA works hard to maintain safe traffic mobility in work zones for our crews as well as our customers. Motorists are reminded to stay alert, focus on driving and, look for reduced speed limits, as well as other driving pattern changes. Drive like you work here and slowdown in construction zones.

Commercial Landfill Permit Update
 
As announced last week, as of May 1st, commercial account holders and contractors at Alpha Ridge Landfill must pay for disposal fees at the scale house for each transaction. While credit card is preferred, cash and checks will be accepted. The only accounts that will be billed will be those with an active credit account and deposit on file. For a credit card application, please see the “Commercial Permits” tab on DPW’s Alpha Ridge Landfill website. Finally, billing for April 2021 charges and other previous billing must be paid by May 31st. Online Training to Get a Free Rain Barrel Now Available
 
While all in-person rain barrel workshops remain canceled at this time due to the ongoing COVID-19 pandemic, the Bureau of Environmental Services has launched a new online training portal for Howard County residents interested in receiving a free rain barrel (limit one barrel per household). All you need to do is complete the online training and then, once complete, pick up your free rain barrel from the County’s Alpha Ridge Landfill. Note, rain barrel pickups are held on certain Saturdays from May to September at the Landfill’s gazebo. Residents are reminded that when collecting your rain barrel, please be sure to wear a face-covering and follow social distancing protocols.

County’s Robinson Nature Center Recertified as Maryland Green Center
 
We are proud to announce that the Robinson Nature Center (RNC) has once again been recertified a “Maryland Green Center” by the Maryland Association for Environmental and Outdoor Education. This designation recognizes and honors a facility’s efforts in implementation of environmental education, best management practices and community engagement. One of only 42 certified Green Centers’ in Maryland and one of only two in Howard County, RNC is committed to supporting our Maryland schools, youth and community striving to be good stewards of our environment. I want to thank our RNC staff, its volunteers and supporters for their dedication to making this top-notch County facility a leader in environmental programming and education.
Robinson Nature Center Resumes Regular Hours of Operation
 
Speaking of our Robinson Nature Center, as I previously shared, RNC has resumed its normal operating hours: 9:00 a.m. to 5:00 p.m., Wednesdays through Saturdays; noon to 5:00 p.m., Sundays; and closed Mondays and Tuesdays. Please keep in mind, capacity at RNC is still at 50 percent and health screening forms, face masks, and physical distancing are required for all visitors.
Roger Carter Community Center Employees Heroic, Lifesaving Efforts Recognized by American Red Cross

This past October, I had the honor of recognizing three of our Recreation & Parks Roger Carter Community Center (RCCC) employees: Abdullah Tyler, David Gostomski and Marcellus Barley, for their quick actions that saved the life of a Howard County resident found in distress by another swimmer in RCCC’s pool. NOW, the American Red Cross (ARC) has honored the three with its National Lifesaving Awards.
 
On the morning of September 28, 2020, a swimmer was found in distress by another swimmer in RCCC’s pool. Once notified, Abdullah (pool manager) activated RCCC’s Emergency Action Plan with the assistance of David (lifeguard). Together, they performed CPR compressions, rescue breaths and used the on-site AED defibrillator twice. During this time, Marcellus (facility leader) called 911 and led emergency personnel through RCCC to the pool deck. By the time Department of Fire & Rescue Services personnel arrived on scene, the distressed swimmer was revived, and subsequently transported to Howard County General Hospital, where he made a full recovery.
 
Abdullah and David were each presented with ARC’s “Lifesaving Award for Professional Responders,” which recognizes Red Cross trained professional responders acting while on duty. Marcellus was recognized by ARC with its “Certificate of Extraordinary Personal Action,” presented to those not Red Cross trained. CONGRATS gentlemen on this heroic honor!
Free Hero Hustle Fitness Course Now Open at Gary J. Arthur Community Center
 
Recreation & Parks has transformed its annual one day, staff-led “Hero Hustle” event into a FREE, self-guided superhero fitness course at the Gary J. Arthur Community Center (GJACC). Throughout the month of May, junior crimefighters are invited to test their superhero powers along a one-mile walk from GJACC to Western Regional Park and back again. Come show off your skills and run fast like The Speedster, stretch like Miss Elastic and learn to crawl through a web like Arachni-Kid, all while donning your favorite superhero costume.

Celebrate Bike Month with Virtual Bike to Work Week Event and Love to Ride Challenge

Are you ready to trade in your four wheels for two, as this year’s annual Bike to Work week celebration kicks off next Monday, May 17th. Organized by the Baltimore Metropolitan Council (BMC) and its member jurisdictions, Bike to Work Week is a socially distanced cycling challenge to encourage commuting by bike. This years event will run from May 17th to the 23rd.
 
Participating riders qualify for free t-shirts (limited to the first 1,500 riders), giveaways and prizes, all while discovering the advantages of a cleaner, healthier commuting option.
