Hot Issues 

Public Health
The California Health and Human Services Secretary, Dr. Mark Ghaly, stated that the use of  face coverings, along with regular hand-washing and social distancing, could cut the spread of COVID-19 by half.

Minimum Wage
Governor Gavin Newsom has declined to delay the increase of the state minimum wage slated for January 1, 2021, despite calls for relief from businesses struggling during the pandemic. 

Economic Stimulus
The State Legislature unveiled a $100 billion stimulus plan which would involve borrowing from the federal government to provide unemployment benefits, expanding tax credits, and providing relief to small businesses.

Taxes
The California Legislature is considering raising taxes on taxable income of $1 million or higher as a source of revenue for government services and K-12 public schools.

Unemployment
The U.S. Labor Department showed new unemployment claims rose last week to 1.43 million while many small businesses are running out of loans and grants that kept paychecks going out to at least some workers.

Education
The United Teachers Los Angeles union  rejected a proposal from LAUSD to allow teachers to conduct classes in empty classrooms.

California Supreme Court
The California Supreme Court upheld the 2013 law that forbade county employees from padding their future pensions by cashing in years of vacation or sick pay or working longer hours before retirement.

Technology
On Wednesday, the U.S. Congress held a high profile anti-trust hearing with the CEOs of major tech companies with questions regarding privacy and competition in the IT sector.

On Thursday, Chair of the Los Angeles County Board of Supervisors, Kathryn Barger, joined VICA members for a Virtual Leaders Forum. After participants conversed during the networking portion of the event, Supervisor Barger gave an overview of the Board's continued response to the COVID-19 crisis and plans to support Los Angeles County's economic recovery. She touted the business community's ability to quickly adapt and comply with health orders, citing a 97 percent compliance rate from local restaurants. According to Supervisor Barger, Los Angeles County continues to work closely with state and federal government partners to increase testing capacity and improve the County's contact tracing abilities. "The key to reopening was creating the Economic Resiliency Task Force, which I chaired," Supervisor Barger said about the group formed between the Board of Supervisors and local business leaders for developing strategies to strengthen Los Angeles' economy during these unprecedented times.

With the school year approaching, many attendees were interested in hearing the County's plans for reopening schools. "Closures impact the well-being of students and parents who are unable to go back to work," said Supervisor Barger. She added that the County is working with state partners to provide support and resources for students who are distance learning. While the Board is currently waiting for finalized state guidelines regarding waivers for school reopenings, Supervisor Barger noted that the County will consider infection hotspots when providing these waivers.

Supervisor Barger spoke frankly about the County's financial situation, describing a $935 million budget gap for the fiscal years 2020 and 2021, necessitating deep budget cuts. The Supervisor spoke about the need for cities to determine their own eviction moratoriums, instead of a Countywide moratorium, to prevent contradictions and give municipalities flexibility to address their unique situations. Barger also emphasized the importance of long term planning. She noted the County's ongoing advantages in having a diverse and innovative local economy, as well as the major, upcoming sporting events such as the 2028 Olympics coming to Los Angeles.

VICA's 2021 Board of Directors nomination and selection process is underway, and we want your nominations! 

Board members must be able to attend regular board meetings and be prepared to vote on a wide variety of public policy issues. Board members must also attend regular committee meetings and VICA events. Additional responsibilities may include calling or writing lawmakers, attending press conferences, testifying, authoring editorials, interacting with top opinion leaders and more.

State Bill Necessary to Address Pandemic's Effects on Landlords and Tenants
VICA supports SB 1410 (Caballero/Bradford) if amended. VICA supports provisions which allow for rental property owners and tenants to negotiate a COVID-19 eviction relief agreement and provide tax credits for owners who agree to defer rent for tenants in connection to the current pandemic. However, VICA is concerned about certain aspects of SB 1410 and urges that necessary amendments be made to make it more viable. VICA urges the Legislature to simplify the requirements for approving an eviction relief agreement in order to make it easier and less of a challenge for property owners and tenants to participate. VICA also urges that changes be made to keep rental agreements at the local level instead of registering them with the State Franchise Tax Board. This would remove any confusion stemming from contradictions between an agreement made with the state and agreements made at the local level. VICA commends the Legislature for developing elegant solutions to this major issue and looks forward to working with decisionmakers to improve its provisions.

VICA's Harmon Ballin Community Service Award annually honors an active VICA member who has made an outstanding contribution to our community through their long-term community service activities. A nominee is someone who: 

  1. Has been an active VICA member and is actively engaged in the organization currently.
     
  2. Has significant and long-term involvement in philanthropic and community/public serve organizations or a significant record in that area.
     
  3. Is a role model as a community leader

Assembly Bill Would Provide Needed Protections for Struggling Small Businesses and Non-profits
VICA supports Assembly Bill 1035 (Ramos/Mayes), which would provide greater protections from COVID-19 related litigation  for small businesses and non-profit organizations if they have implemented and abided by all state and local public health orders and regulations. To date, four million small businesses contribute greatly to the strength of California's economy. Additionally, non-profit organizations generate 15 percent of the state's GDP. Nevertheless, the COVID-19 pandemic has heavily impacted many small businesses and non-profit organizations across California. Providing additional protections to these organizations would allow them to weather the storm and place our state in a stronger position to recover once the COVID-19 pandemic subsides. It would also ensure that non-profit organizations, which provide critical community services such as food distribution, developmental disabilities services and childcare, are able to continue providing these services which are needed now more than ever.
