Legislative and regulatory efforts to combat climate change are a major priority for political leadership both locally and statewide. Governor Newsom has promised to establish California as the leader in the fight against climate change. It should be noted that even though California is the fifth largest economy in the world, the state emits less than 1% of global greenhouse gases (GHG).
|
|
In contrast, California ranks top in the United States for poverty and homelessness – both of which are largely attributable to the housing supply shortage and sky high housing prices that are nearly 3 times above the national average. Balancing climate change efforts should not negatively impact housing needs.

LA COUNTY VOTES TO PASS THE SEA ORDINANCE
|
|
On Tuesday, the Los Angeles County Board of Supervisors passed the Significant Ecological Areas (SEA) Ordinance. BIA-LAV's Director of Government Affairs,
Diana Coronado
, testified in "opposition unless amended" to the measure. BIA-LAV has been working on this ordinance for several years and t
hanks to your feedback some issues - like an exemption for the Antelope Valley Area Plan have been adopted. Our other recommendations were not addressed. The SEA Ordinance will add unnecessary increases in regulatory hurdles and costs to housing. Unfortunately, the County is not evaluating this orindnace's impact on housing production and housing affordability, potentially hurting housing stock for all. Read our letter

LA COUNTY SUSTAINABILITY PLAN COMMENT PERIOD EXTENDED FOR SANTA CLARITA VALLEY
|
|
Over the last several months BIA-LAV has been engaged in the County's effort to draft a sustainability plan, entitled “
OurCounty
”. The draft plan was released in April and public comment closed on May 24th. However, the Santa Clarita Valley received an extension for public comment, until June 14th, due to lack of engagement from the Chief Sustainability Office. The area received a presentation on the Draft Plan on Thursday May 30th, wherein BIA-LAV was in attendance. Read BIA-LAV's Comment Letter

Last month, the IRS released new regulations for opportunity zones (OZ). Opportunity zones provide tax incentives for investors with capital gains to invest in underserved areas affected by poverty and unemployment. To elaborate on this effort, this past January, BIA-LAV hosted an OZ Workshop with our national organization, the National Association of Home Builders (
NAHB

Southern Californians can now get $2 for every square foot of thirsty grass they replace with more water efficient sustainable landscaping, up to $10,000.
