RUSTY'S BLOG
This Is Normally a Very Quiet Time--But Not This Year.
December is ordinarily a very quiet month in Sacramento. There's only about two weeks of work activity followed by vacation for just about all those around the state Capitol. This break in activity prepares all of us for the very hectic pace that starts in January.  This year is very different in so many ways. Time magazine, which I guess is only relevant to those of us over 50 named five women who came forward to tell their stories of sexual assault in the workplace as "Person of the Year". Though she was the leading candidate all along, it's not a coincidence that this was the month the state Senate chose Senator Toni Atkins, Democrat from San Diego, to serve as the next President Pro Tempore. She succeeds Kevin de Leon who is termed out in 2018 and was preceded by...(click title to continue reading)
CCCBHA Events: Save the Dates!
January 29-30, 2018

The Executive Advocacy Day is designed for CEO's, executive directors, senior management, and policy staff of our member organizations. It will be an opportunity to introduce the legislators and their staff to CCCBHA for the 2018 legislative season, present our 2018 Policy Platform and review the priority items and challenges facing behavioral health care for the year.
CCCBHA staff will schedule the appointments and have everything ready for you when you arrive. We will kick off with a 2 hour orientation where we will review the various materials and related talking points. You will then join your team members and review your meeting schedule. This is an important part of our overall efforts to build our advocacy program lead by representatives from our member agencies. We hope representatives from many of our member agencies will attend this crucial event to kick off our advocacy season.

For scheduling appointments/questions, please provide  your district and representative to Director of Programs and Operations Sara Kahoalii  at [email protected]

For general questions, please contact Communications and Member Services Manager Eliza Caliolio at [email protected] .
Cancellation Policy: No refunds will be given to cancellations made one week prior to any event date. Cancellations made in writing to [email protected] three weeks prior to any event date will be refunded 50% of fees paid. A $25 administrative fee will apply to late registrations.

MHA of Los Angeles Hires New President and CEO
Dave Pilon of Mental Health America of Los Angeles being honored during membership reception.
David A. Pilon, Ph.D., who served as president and chief executive officer of Mental Health America of Los Angeles (MHALA) since 2009, retired on November 1st.  The MHALA Board of Directors recently hired Christina Miller, Ph.D., former associate director of Ocean Park Community Center (now called The People Concern) in Santa Monica as his successor.  Dr. Pilon served the organization continuously since joining it in 1989. In promoting the recovery concept for people with mental illness and their reintegration into community, he has been at the forefront of improving conditions through service design, training and development of quality-of-life outcomes systems. Dr. Pilon pioneered the integrated care approach to mental health recovery services.  This integrated approach to care guided the 2004 California Mental Health Services Act, making the MHA Village's approach a new model for adult mental health care in California and across the U.S. A leading expert in research and evaluation, Dr. Pilon was selected in 2000 by the California Department of Mental Health to coordinate the outcomes study for the AB 2034 programs, which provided integrated services to people with mental illness who cycled between streets and jails.  He co-developed MHALA's Milestones of Recovery Scale (MORS), a tool to helps gauge where a person is at in the recovery process. Most recently, Dr. Pilon completed a lengthy process that began years ago that will provide the City of Long Beach and its residents who live with mental illness and with low to no income with a new Integrated Wellness Center. In the new center, mental and physical health care and other needed services will be provided under one roof.  This approach to care will help MHALA address the glaring 25-year gap in life expectancy for people living with mental illness, due (in part) to unnecessary barriers to primary health care.   Special thanks to MHALA for providing this article.
MHSOAC NEWS RELEASE
Sacramento-We see it in the news far too often: a person in a mental health crisis coming into contact with law enforcement, taken to jail instead of receiving the mental health care he or she needs. The results are heartbreaking and often tragic; lives are irrevocably changed and jails are overcrowded with people who don't necessarily belong there in the first place ...(click title to continue reading)

NEWS
Congress is perfectly illustrating a potential pitfall with the GOP's idea of capping Medicaid spending. Just look at how it's neglecting another federal program that covers low-income children ...Earlier in the week, Colorado notified families that their coverage might end early next year. Arizona, California, Ohio, Minnesota and the District are also  nearing the end of their funding, as is Oregon, whose Democratic governor, Kate Brown, has directed the state's health authority to continue financing CHIP through April out of its reserves ... California Winces At Trump's Turn Back To 'Bad Old Days' Of Health Plan Associations
Just a few decades ago, small businesses in California often banded together to buy health insurance on the premise that a bigger pool of enrollees would get them a better deal. California's dairy farmers did it; so did car dealers and accountants. But after a string of these "association health plans" went belly up, sometimes in the wake of fraud, state lawmakers passed sweeping changes in the 1990s that consigned them to near extinction. Now, President Donald Trump wants to promote a renaissance of these health plans and make it easier for them to operate across state lines - with less regulation... (click title to continue reading)
Emergency rooms are monopolies. Patients pay the price
..."If you have a monopoly - and when it comes to the ER, it's a monopoly - you can set any price you want," says Robert Derlet, a professor emeritus in emergency medicine at the University of California Davis, who has been critical of ER billing in the past.  "What is going to deter me from increasing my price? Who can stop me? If I'm ...(click title to continue reading)

A Nonprofit Program that Addresses the Needs of Tax-Rated and Direct Reimbursing Employers
The  Unemployment Services Trust (UST) , a dedicated partner of California Council of Community Behavioral Health Agencies (formerly CCCMHA) since 2002, recently  announced  the revision of a standing program, UST Support, which will now cater to both tax-rated and direct reimbursing nonprofits.  For more than 34 years, UST has provided nonprofits with the HR resources and unemployment claims management tools they need to keep more money within the nonprofit community. The UST Support program in particular offers exclusive access to a variety of industry-leading services, including state-specific claims advice, hearings representation, e-Filing capabilities, outplacement services, a live HR hotline and more.  In addition to these robust resources, UST Support now offers services that are specifically designed to provide tax-rated organizations with valuable benefits to operate efficiently while saving money-including rate forecasting, an aid used to help with budgeting and cash flow management.  If you're interested in learning more about this program, check out this press release:  http://bit.ly/2AiWqrw . To find out which UST program can best accommodate your nonprofit's needs, you can request a free Unemployment Cost Analysis at  www.ChooseUST.org  or call UST directly at 888-249-4788.  Just last year, UST helped 2,100 nonprofits save more than $29.9 million in unemployment claims costs. Submit a FREE Unemployment Cost Analysis to find out if your nonprofit could save thousands annually!

We appreciate our business associates for their partnerships that both provide our members exceptional services and sponsor our advocacy efforts.
Providers extend empathy toward their patients, but an over-extension of one's capacities can lead to problems. Compassion fatigue is a significant problem in the behavioral healthcare industry. Under certain circumstances, it can even have ethical or legal implications.
Preventing the onset of compassion fatigue is a matter of creating and sticking to an effective prevention strategy. In our blog post,"How to Prevent Compassion Fatigue"we cover five important steps in doing so. Click here to read more!
