WELCOME NEW BOARD MEMBERS

Your Plainfield EID Board of Directors welcomed 3 new members to their ranks at the February 25th Board Meeting.
Joining Founding Directors, Marc Armstrong of Duke Realty Corp.,
Paige Bauernfeind of Biynah Industrial Partners, Jill Evans of The Meritex Company and Grant Goldman of Ambrose Property Group are: Carissa A. Clark of Cushman & Wakefield, Bill Kirchoff of the Town of Plainfield and Dr. Darnell "DJ" Rhodes of the Hamilton Center. Plainfield Town Manager, Andrew Klinger, continues as a non-voting, advisory member of the Board.
The EID Board would also like to thank former Directors, Mark Hosfeld of Duke Realty and Mark Susemichel of Browning Investments, who are stepping away in 2020, for their invaluable service and support.

Carissa A. Clark
Cushman & Wakefield
|
Carissa Clark is a graduate of the University of Indianapolis, with a BA in Business Administration and a minor in Spanish. She has been employed with Cushman & Wakefield since 1998 and is currently a Director of Asset Services in the Indianapolis office. Carissa manages a team of real estate professionals who oversee six million square feet of industrial real estate across Central Indiana by negotiating contracts, generating financial analysis reports, preparing budgets, and managing property operations. She holds her Indiana Brokers License and has earned the Certified Property Manager (CPM) designation through the Institute of Real Estate Management. Carissa has been recognized by Junior Achievement of Central Indiana as one of “Indy’s Best and Brightest”. She has also received awards for Team of the Year and Property Manager of the Year. Carissa and her husband, Tim, reside in Indianapolis with their two daughters.

Bill Kirchoff
Town of Plainfield

Bill Kirchoff became a member of the Town Council in January of 2000. He is retired from Cinergy/Public Service of Indiana (PSI)after 33 years of service, mainly in the areas of customer service and field management. Bill is responsible for maintaining and developing the Town's streets.
Bill is extremely involved in the community, serving on the Board of Directors for the Indiana United Methodist Children's Home and on the Advisory Council of the Hendricks County United Way. He is also an active volunteer for Habitat for Humanity, Faith in Action, and the Plainfield United Methodist Church. Currently Bill is a member of the Executive Service Corps. He received his Associates in Science (AS) degree from Vincennes in General Management and his Bachelor in Science (BS) degree in General Studies from Indiana University, with a Certificate in Gerontology. Bill and his wife Diane have two sons, Brad and Matt, and a daughter, Stephanie.

Dr. Darnell "DJ" Rhodes

Dr. Darnell “DJ” Rhodes holds the position of Chief Officer of Opioid Treatment Programs (OTPs) and Health Clinics for the Hamilton Center (
www.hamiltoncenter.org
). DJ has a variety of healthcare experience, including hospice, home health, hospital administration as well as OTPs and FQHCs. Before making the career switch to healthcare, DJ spent 15+ years in military intelligence, including serving as the Technical Director of Air Force Space Command and Missile Defense System Command overseeing two $50B weapon portfolios. In addition, he works as an adjunct professor at various universities teaching healthcare administration, leadership, engineering and critical thinking courses.

Transportation...Transportation...Transportation...
Plainfield understands the importance of public transportation to a thriving community. In fact, that's exactly why the Economic Improvement District was created in 2016.
Federal funding for the Plainfield Connectors, the buses bringing out-of-county workers the "last mile" to Plainfield's workforce-starved employers, was expiring and a new funding source needed to be secured or the routes would cease and local businesses would suffer.
Long story short. The Plainfield Connectors continue to operate, funded entirely and exclusively by the property owners located within the District.
BELOW, you'll find information about Plainfield's next proposed transportation endeavor for the benefit of and funded by the residents of Guilford Township. Because of some confusion at recent public meetings, it's worth noting again that the EID is and shall remain fully self-funded by the property owners located within the District. The EID will not receive nor is it seeking any funding from the Guilford Township Transit Plan.
The next scheduled public discussion/vote is set for Wednesday, April 1st at 7PM. Residents and business owners are encouraged to attend.

Guilford Township Transit Plan
The Guilford Township Board certified a referendum for the township in 2019 that was contingent upon the creation of a publicly-developed plan. The plan will outline how much revenue would be generated by a referendum within Guilford Township and recommend transportation service to meet the needs of the community. The IMPO contracted with HNTB and its subcontractor, RLS & Associates, to help develop a transit plan for Guilford Township. The planning process included a public survey, stakeholder interviews, a transportation workshop with stakeholders, transit network design exercise, and public meetings. Throughout the process, the team engaged with a transportation advisory board in Guilford Township to provide feedback. The team presented the Plan and final recommendations to the Guilford Township Board on March 4th, 2020. A copy of the Guilford Township Transit Plan and Executive Summary are available below.
