$1 MILLION GRANT TO CITY OF SAN FERNANDO/FERNANDE
ÑO TATAVIAM BAND OF MISSION INDIANS LAUNCHES YOUTH EMPOWERMENT PROGRAM
In October 2019, the City of San Fernando, in partnership with The Fernandeño Tataviam Band of Mission Indians’ (“the Tribe”) Education and Cultural Learning Department and Pukúu Cultural Community Services, the Tribe’s non-profit organization, agreed to launching a youth development program. The $1 million over the three-years is funded by California’s Board of State Community Corrections’ (BSCC) Youth Reinvestment Grant (YRG) and is entitled, “TUTČINT: Tarahat Uplifting Trauma-Informed Community-led Interventions for Native Teens” (Tutčint is the Serrano word for youth and Tarahat is the Fernandeño word for the people).
Tutčint, offering an alternative to arrest or incarceration, will be hosted at the Las Palmas Park facility and will serve 100 nearby youth between the ages of 13-17 annually, who are suspected of committing low-level offenses. Tutčint will provide case management and programming with three goals: 1) increase cultural competency, 2) reduce incarceration and recidivism, and 3) improve academic success. Tutčint operations will result in a 20% reduction in juvenile arrests in San Fernando and an 80% reduction in participant recidivism.
Programs will occur each Tuesday from 2 pm to 8 pm, Thursday from 4 pm to 8 pm, and alternating Saturdays from 1 pm to 3 pm. Qualified participants will receive $2,000 in annual services, including tutoring, mentoring, cultural activities, and food and beverages. Most teen referrals will be from nearby schools, some from juvenile courts, and many from the community. Caretakers and youth are encouraged to apply. Contact: Makha Blu Wakpa via emial at

LA County’s current voting experience is outdated and in critical need of modernization. Voters should be able to vote when, where and how they want. The new voting system under Voting Solutions for All People is an important step to accomplishing these goals.

PLANNING AND PRESERVATION COMMISSION
|

- On August 20, 2019, the Planning and Preservation Commission approved a conditional use permit and site plan review to allow for the development of a four-unit residential apartment complex at 1426 San Fernando Road. The project site lies within the Mixed-Use Corridor District of the San Fernando Corridors Specific Plan Zone (SP-5).
|
|
- The next meeting of the Planning and Preservation Commission will be on September 4, 2019. The Commission will be considering an action to change the regular monthly meeting date to the second Monday of every month. Members of the public are welcome to attend.

MEASURE A COMMUNITY ADVISORY COMMITTEE
On November 19, 2018, the City Council approved the formation of a Measure "A" Community Advisory Committee to review the Annual Measure "A" Report and provide general recommended budget priorities for the use of Measure "A" funds during the annual budget process.
The committee will be made up of two residents, up to two business owners, up to two labor representatives, and one at large member. The Committee is expected to meet at least twice per year. Anyone interested in serving the community on the Measure "A" Community Advisory Committee is encouraged to apply. Applications can be found on the City website (

Simplify your life and avoid late fees at the same time by signing up for AutoPay and have your Water Bill debited directly from your account automatically. There is no charge to you from the City, but some financial institutions may charge a fee for electronic fund transfers (ask your bank regarding any possible fees). You may also pay your Water Bill in person at City Hall; acceptable payment methods include cash, check, and debit card ($1.50 processing fee for debit card transactions). REVIVAL OF THE SCHOOL RESOURCE OFFICER (SRO) PROGRAM
In 2011, the Police Department received federal funding to implement a SRO program at San Fernando Middle School. The mission of the SRO program is to reduce and prevent school-related crime committed by school-aged youth by maintaining a safe, secure, and positive learning environment for students, teachers, and staff. The program was extremely successful and served as a model for other Police Departments. Due to a lack of funding and operational resources, the SRO program was discontinued in 2014. During the SRO program's term, the Police Department observed a measurable and dramatic decrease in truancy rates and a significant increase in attendance.
In 2019, the Police Department requested State funding for the SRO program during the Fiscal Year 2019-2020 budget process. On August 6, 2019, Senate Majority Leader Robert Hertzberg announced that funding was approved and presented Chief Vairo with a check in the amount of $360,000 for the SRO program. This program is scheduled to begin in 2020.

NATIONAL NIGHT OUT
On August 6, 2019, the Police Department hosted its annual National Night Out event in the Civic Center Parking Lot. Over 1,500 community members attended this annual event, including: the host of ceremonies, Lydia Garcia Pantazes (Spectrum News 1 Reporter); Entertainment Honey County, Mariachi Tesoro de San Fernando and Entrusted; special guest stars actors Jacob Vargas and Danny Trejo; Majority Leader Robert Hertzberg; California State Assemblymember Luz Rivas; San Fernando City Councilmembers; City Manager; and City Department heads.
This was truly another community event where all City resources were available to our community.

SAFE AND ACTIVE STREETS PLAN
On August 5, 2019, the City Council authorized the City to enter into an agreement with the California Department of Transportation to prepare a Safe and Active Streets Implementation Plan. The objective of the Plan is to identify projects that will make it safer for both pedestrians and cyclists traveling to locations most frequented by youth such as schools and parks.
Based on statistics provided by the Office of Traffic Safety, from 2011 through 2015 (the last year for which data is available), the City was in the top 20 percent of cities of comparable size for crashes involving pedestrians. Of particular concern was crashes involving youth. In 2011, 2014 and 2015, for example, when compared to cities with a population between 10,001 and 25,000, San Fernando ranked first, fourth, and fifth, respectively, for crashes of pedestrians under the age of 15. Regarding crashes among youth bicycling, the City ranked 13
th in 2012 and 11
th in 2015 compared to over 100 cities of similar size.
When developing the Plan, the City will solicit input from residents, schools, businesses and other stakeholders to identify priority projects that can be implemented in the short term as part of the City’s annual maintenance and capital improvement projects.

ANNUAL STREET RESURFACING PROJECT
The City’s next pavement rehabilitation project is expected to begin construction in mid-September 2019. Excel Paving has been hired to perform improvements including water main upgrades, sewer repairs and street improvements on the following streets:
- N Workman St (between Glenoaks Blvd and Seventh St)
- N Lazard St (between Fourth St and Glenoaks Blvd)
- Alexander St (between Library St and Lucas St)
- Lucas St (between N Workman St and Orange Grove Ave)
The project is expected to be completed in January 2020, weather permitting.

UPDATE ON GLENOAKS WATER/SEWER PROJECT
The City is at it again, making a difference in our community by improving the sewer and water infrastructure. The contractor is currently working on replacing sewer main on Harding Ave, from Fifth St to Glenoaks Blvd. Approximately 350 linear feet of sewer main has been replaced. Once this area is complete, the contractor will continue replacing the sewer main on Glenoaks Blvd from Harding Ave to Orange Grove Ave. Construction is tentatively scheduled to be completed in November 2019.

GLENOAKS BLVD STREET RESURFACING PROJECT
On August 28, 2019, the City Clerk opened four bids for the Glenoaks Boulevard Street Resurfacing and Highway Safety Improvement Project. Staff is currently analyzing bids. This project consists of roadway resurfacing, construction of concrete medians, and traffic signal modifications. Award of Project will be presented to the City Council for their consideration on October 7, 2019. Due to traffic signal delivery delay of 26 weeks, the project is tentatively scheduled to commence construction in January 2020.

SUMMER DAY CAMP 2019
The Summer Day Camp wrapped up on August 16, 2019. Over 150 youth ages 5-13 had a great time throughout the nine weeks of camp. Approximately 45 Counselors in Training (CITs) volunteered their time to make this camp a success and staff was all very energetic and motivated during the various activities. The camp consisted of activities such as: arts & crafts, science, sports, swimming and field trips. The highlights of the summer were Family Night (the children performed songs from the movie The Greatest Showman) and Battle of the Battleships (the children made battleships out of cardboard boxes and wet each other’s boat until the last one stood alone; Blue Group ages 7-8 won).

FITNESS
On August 7, 2019, the All Inclusive Zumba class hosted a Western Zumba class and community potluck. Instructor Leilani Ayson, an LAUSD adaptive physical education teacher, believes the monthly themed classes will help build a sense community among her participants. The class is all-inclusive, tailored for individuals with special needs but open to the public. Theme classes and potluck will be held on the first Wednesday of every month.

SUMMER BLAST
Seniors had a real BLAST on July 26, 2019, as they enjoyed hot dogs, refreshments, and a fun game of Pickleball. For those physically unable to participate in Pickleball, seniors joined in on the fun by showing off their hula hoop skills and demonstrating their hand-eye coordination in the beanbag toss. Special thanks to volunteers for their help and to the program's partners for their contributions.

METRO'S ON THE MOVE RIDERS PROGRAM
On April 17, 2019, the City hosted Metro’s On The Move Riders Popup workshop at Las Palmas Park and many San Fernando Valley residents attended. Staff was notified that out of the dozens of popups that were held last fiscal year, the City's was the best arranged and had the highest attendance. Metro loved the workshop so much, they made a video to share with the entire county!
