Continuity of Operations Plan (COOP) Program Update

Multnomah County is getting COOPed up!

One year ago MCEM launched a revamp of our Continuity of Operations of Planning (COOP) Program.  The program is now in full swing with a large number of stakeholders positively engaged.

How did we get everyone excited about COOP? Click below to find out.
Emergency Support Function (ESF) #1 - Transportation Workshop

Transportation partners from around Multnomah County participated in a workshop event to share organizational structures and related plans/processes. The notes from this meeting and the groups next steps can be found in the attached document.

The MCEM will be completing similar workshop events with each of our ESFs.

Questions about your ESF involvement? Contact robert.quinn@multco.us.
Portland Area Capabilities Exercise (PACE) After-Action Report

In the August newsletter, we provided the Regional After-Action Report and Improvement Plan (AAR-IP). Use the following link to review that document again.

The county exercise planning team has completed its county-specific AAR-IP. This document addressed objectives selected by our local organizations. Readers can view that document here.

Any questions about the document can be sent to robert.quinn@multco.us (MCEM) or robin.holm@multco.us (MCHD).
Brian Fennessy’s “Building a Mission-Driven Culture” PrepTalk

Chief Fennessy, Fire Chief of the Orange County Fire Authority in California, talks about transitioning from a command and control rules-based fire service culture to a mission-driven, intent-based culture. History shows mission-driven organizations are more adaptable, cohesive and efficient than organizations following a command and control model. The PrepTalk video along with additional resources are available here .
