BIA-LAV OPPORTUNITY ZONES & BREAKFAST FORUM
On Wednesday, BIA-LAV hosted an Opportunity Zones Breakfast & Forum. We were joined by J.P. Delmore, Tax Lobbyist for the National Association of Home Builders (NAHB). Our members learned about the many beneficial tax incentives for our industry. Over 10% of the designated nationwide Opportunity Zones are in California. Thank you to BIA-LAV's federal arm, NAHB for leading the way on this issue for residential development!
Lieutenant Governor Kounalakis Lunch
BIA-LAV attended a lunch hosted by Lieutenant Governor Eleni Kounalakis in Los Angeles. The lunch was thrown in honor of the many local leaders and policy makers who supported her election throughout Los Angeles County. Former Governor, Gray Davis spoke at the event, touting the Lieutenant Governor's success. The BIA-LAV looks forward to continuing to work with the Lieutenant Governor and her office on the many issues facing California, including the housing crisis.
SCAG GLUE COUNCIL DISCUSSES RTP/SCS PLAN UPDATE
The Southern California Association of Governments (SCAG) Global Land Use & Economic (GLUE) Council met, this week. BIA-LAV CEO, Tim Piasky serves on this Council, which is chaired by Greg McWilliams of FivePoint. GLUE Council reviews the economic implications of SCAG’s planning activities to better engage key public and private stakeholders. At this meeting GLUE members discussed the connections between land use and transportation demands for growth pattern planning in preparation for the Regional Transportation Plan/ Sustainable Communities Strategy (RTP/SCS) Plan update. 
ADVOCACY IN ACTION
BIA-LAV PARTNERS WITH UTILITY COMPANIES TO REMOVE BUILDERS ROADBLOCK
Last week, BIA-LAV got urgent calls from two builder members who had encountered roadblocks with utility companies. The project delays would have pushed their closings out by up to three months, leaving homebuyers with terminated leases and expired loan agreements. Thanks to our strong relationships with the local utilities, as well as their dedicated managers whom we work with, both of these projects were able to get the services they needed. We can’t be thankful enough for the willingness of the utilities to work with us to continually find solutions when faced with tough circumstances. And we’re thankful for our members’ support, which makes our advocacy possible.
VENTURA COUNTY PLANNING COMMISSION PASSES WILDLIFE CORRIDORS ORDINANCE
On Thursday, BIA-LAV testified in opposition to the Ventura County Habitat Connectivity and Wildlife Corridors and Critical Wildlife Passage Areas Ordinance. BIA's opposition stemmed from the ordinance's rushed process leaving no time for stakeholders to review the content for input. Additionally, the ordinance disregards fire safety, is based on outdated studies, and could be infringing on the constitutional takings clause. However, the ordinance passed 5-0 with 12 conditions to be implemented before the Board of Directors hearing. The conditions include specific territory exemptions, clarifications on mitigation and vegetation, general plan set-back congruity, and an appeals process. BIA will be working closely with County staff to ensure that the ordinance addresses the concerns of our members. Read our letter, here .
UPDATE: LA COUNTY SEA ORDINANCE
This week, the County of Los Angeles Department of Regional Planning released the hearing date of the Significant Ecological Areas (SEA) Ordinance and public comment information. The ordinance will be heard on Wednesday - February 27th. The public comment period will be open from January 28, 2019 to February 27, 2019.
