This week marked the final week in which the Governor must have acted on legislation passed out of the legislature from this spring. 

The final tally: 591 Bills Signed by the Governor and 9 Bills Vetoed by the Governor.  

See below for a list of bills signed by the Governor since last week that may be of interest to the business community.  

GOVERNOR TAKES FINAL BILL ACTION 

SB 161 Creates the Worker Protection Unit within the Attorney General to intervene in, initiate, enforce, and defend all criminal or civil legal proceedings on matters and violations relating to specified statutes. The Chamber opposed this bill.  

HB 2076  Provides that beginning January 1, 2020, no person shall manufacture thermal paper. Provides that no person shall distribute or use any thermal paper for the making of business or banking records

HB 465 This legislation seeks to regulate Pharmacy Benefit Managers (PBM).  The Chamber went neutral on the bill.  

HB 2156  Bans companies from issuing rebate cards that charge consumers dormancy fees or other post-issuance fees.  Effective January 1, 2020.
 
HB 3101 Creates and requires participation in human trafficking training for hotel and motel employees.

HB 3113  Requires an individual or group policy of accident and health insurance to cover one annual office visit for a whole body skin examination for lesions suspicious for skin cancer. 

HB 3575 Regulates the use of blockchain technology in the state of Illinois.  Effective January 1, 2020.

SB 111  Raises the age limit from 19 to 26 for health insurance to cover anesthetics provided with dental care to individuals diagnosed with an autism spectrum disorder or developmental disability. Effective January 1, 2020. 

SB 1724 Directs the Government Finance Research Center at the University of Illinois at Chicago to issue a report evaluating the setting of water rates throughout the Lake Michigan service area of northeastern Illinois.

SB 2027 Requires IEPA to prioritize unregulated and underregulated landfills that overlie the Mahomet Aquifer, complete pilot project response actions, and identity actions to address threats to human health and the environment.
