Transitioning to the New MDS Assessments Training
Transitioning to the New Minimum Data Set (MDS) Assessments Training has
been scheduled for September 25-26, 2019, at the U of L ShelbyHurst Campus in Louisville, Kentucky, and is open to all Kentucky providers.
This
FREE
course will review the new MDS (version 1.17.0) and Resident Assessment Instrument manual (RAI-version 1.17) updates and revisions from the Centers for Medicare and Medicaid Services (CMS) effective October 1, 2019. A significant change in the reimbursement methodology for Medicare residents will also be implemented October 1, 2019. The new methodology, Patient Driven Payment Model (PDPM), will be reviewed in this course. An overview will be provided on the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP) Reports and enhancements, new and revised MDS transmission errors, and how to locate and use the MDS 3.0 Provider User’s Guide.

The Kentucky Board of Nursing has approved 12.00 contact hours for RNs and LPNs. Kentucky LTC Administrators will also receive contact hours. Participants MUST stay for the entire course in order to receive CEUs.

REPEAT - EP 101 CONFERENCE
September 11-12, 2019 - Morehead Convention Center
This LTC2Prepare EP 101 Conference is a repeat of the EP 101 conferences that were held in 2018. This September conference will include:
- Updates to the CMS Final Rule on Emergency Preparedness,
- “Getting Ready for Survey” and the most common E-Tag deficiencies by Shelley Singleton, Life Safety Code Inspector, Cabinet for Health and Family Services, Office of Inspector General, Western Enforcement Branch
- Updates on the regional Healthcare Preparedness Coalitions
- Status of the KY LTC Ombudsman Family Councils Emergency Preparedness Awareness Program
- Using the on-line electronic HVA tool to prepare your annual HVA and as a planning tool for evacuation
- Response plan by Kentucky Emergency Management to a catastrophic event related to the New Madrid Seismic Zone
Who should attend? Leadership teams of Administrators, Assistant Administrators, Directors of Nursing, Maintenance and/or Plant/Facility Directors, Risk Managers, all members of the Safety/Emergency Preparedness Committee, QIO/QIN, LTC Ombudsman and SSA Surveyors.
Can my facility attend again? Feel free to attend again if you need a “refresher”, have new administration and/or staff who need training, or want to network with other LTC.
FREE Continuing Education Credits: This program has been submitted for Continuing Education hours to NAB/NCERS for Nursing Home Administrators and to the University of Louisville CME and Professional Development for Nursing credits.

The Kentucky Enduring Education & Care Network for Collaborative Dementia Care (
KEEN-CDC) entails quarterly live tele-medicine based programs covering a range of topics on dementia care over the next three years (2019-2021). These live programs will be archived into a 6 year enduring web-based educational resource for advanced healthcare providers working in Certified Nursing Facilities.
This program is free of charge and provides continuing education credits (CEUs). The KEEN-CDC project was funded by a Civil Money Penalty (CMP) Grant through the Kentucky Office of Inspector General and the Centers for Medicare and Medicaid Services (CMS).

Course Description:
The Methods of Instruction course prepares the participant to teach the 75 hour Medicaid Nurse Aide Course. The focus of the course is directed toward teaching the adult learner in the classroom, nursing laboratory, and clinical settings.
Eligibility for enrollment:
BSN prepared nurses with long term experience. This course is not valid for KCTCS employees or high school/secondary instructors. KCTCS employees and high school/secondary instructors require additional training that will not be offered in this course.

Pocket Guide to Pressure Ulcers Survey

and slide deck. The distribution of the
Pocket Guide
and slide deck was funded by Civil Monetary Penalty (CMP) funds approved by the Kentucky Office of Inspector General and CMS.
CMS and the KY OIG want to know the impact of the
Pocket Guide
on staff knowledge regarding the prevention, treatment and documentation of skin conditions.

MDS 3.0 Technical Information
The FINAL version (V3.00.1) of the MDS 3.0 Data Specifications was posted. This version is scheduled to become effective October 1, 2019. Note that there have been additional revisions since the errata – they can be identified by looking for “post-errata” in the version notes for the items and edits. Also, the lookup file for the allowable ICD codes in item I0020B has been updated, and it is posted as a separate ZIP file. The files are located in the Downloads section.
A BETA version of the PDPM Grouper DLL has been posted, along with its source code. Please read the READ ME FIRST.PDF within the ZIP file before attempting to use the grouper software. Note that testing of the DLL is ongoing. Please report any issues found to

Patient-Driven Payment Model
Effective October 1, 2019, CMS will be using a new case-mix model for Medicare, the Patient-Driven Payment Model, which focuses on the patient’s condition and resulting care needs rather than on the amount of care provided in order to determine Medicare payment.

Interested in Serving on an IDR Panel?
Kentucky requires one member of the IDR panel to be "a person currently engaged in the provision of Long Term Care services who has no affiliation with the provider disputing a deficiency." Typically, a Long Term Care Administrator is on each IDR panel. There is no payment or travel reimbursement for an Administrator serving on a panel. Administrators will be rotated. If a Long Term Care Administrator is interested in serving on a panel, a confidentiality statement must be signed prior to the participation in the first IDR panel.
