DISCA RESPONDS TO DEPARTMENT OF LABOR PROPOSED FEDERAL APPRENTICESHIP RULES CHANGE

The U.S. Department of Labor has proposed significant changes to the federal apprenticeship rules. The proposed rules seek to establish a second-tier apprenticeship structure called Industry Recognized Apprenticeship Programs (a.k.a. IRAPs or Industry Programs). Industry Programs will not be held to the same standards as Registered Apprenticeship Programs, such as the union programs your company participates in. Industry Programs are a good thing for industries where Registered Apprenticeships aren’t common, but they threaten to undermine Registered Apprenticeship Programs in the construction industry.

The Signatory Wall and Ceiling Contractors Alliance (SWACCA) recommended individual employers to submit comments on the proposed rules. DISCA Executive Director, Bill Umbach, responded on behalf of the association. Please click the button below to read his comments.

WILL DEVELOPERS DEPLOY ROBOTICS?

It’s no secret that the world is rapidly urbanizing. People are flocking to cities around the globe that do not have enough buildings or infrastructure to support them. Builders can’t keep up. According to the McKinsey Global Institute, construction productivity has fallen by half since the 1960s. While there are many factors at play, one of the biggest threats to this labor-driven industry is the growing shortage of workers.

These three provisions mean different things, with serious implications including accepting liability for claims, compensating for loss and mounting a legal defense against any claim.

Most contractors find them hard to understand; they assume the terms are interchangeable and have the same meaning, and therefore do little to push back thinking that’s just the way it is. In reality, however, these provisions are not the same, and each one has different and serious implications.
