National RTAP is Soliciting New Review Board Members

National RTAP is soliciting nominations through March 31, 2022 for new Review Board members to join the Board in 2022 and 2023. There will be vacancies to fill for 2 state transit officials in fall 2022 and 2 in spring 2023. For rural or tribal transit providers there will be 3 vacancies in 2023. The term is 3 years beginning at the member’s first meeting.

Any group or individual involved in rural or tribal transit is able to nominate someone to the board. An individual may nominate themselves for consideration.

National RTAP Marketing Workshop Series: Step 2 - Transit Websites

This is the second of six virtual marketing workshops in 2022 geared toward rural and tribal transit systems. This session will examine the focus and factors that make a transit website an effective tool for building and retaining ridership. It will be held February 10, 2022, 2:00-3:30 PM ET.

The first hour will feature a presentation by Selena Barlow of Transit Marketing LLC. During the final 30 minutes, participants will have the opportunity to discuss their experience planning a trip on another transit agency’s website.
Relax Next Week with a Workshop from National RTAP

For those of you who enjoyed our February 2021 Relax Stress Management Workshop (and anyone who wants to relax), we are offering something very special on February 7, 2022, 2:00-3:00 PM ET. George Kinder finds creative inspiration from the solitude of living on the edge of a New England pond. Attuned to nature’s teachings, Kinder recorded its seasonal changes through poetry and photography in his book Reflections on Spectacle Pond. In this event, he offers an intimate window into the creative process with a poetry reading, photography slideshow, and discussion about meditation, nature, and inspiration. Upcoming Webinar on Building Better Bus Stops: Planning and Partnerships

This webinar, on March 14, 2022, 2:00-3:00 PM ET, will provide an overview of the Building Better Bus Stops Resource Guide, highlight ways to incorporate transit in local plans and policies, build strategic partnerships to implement better bus stops, and provide insights and real-world examples of rural bus stop improvement projects. Panelists are Andy Batson. Chief, Planning and Project Delivery, Pennsylvania DOT - Bureau of Public Transportation; Natasha Manbeck, Senior Project Manager, McMahon Associates, Inc.; and Rich Schlameuss, Assistant Executive Director, Monroe County Transit Authority. National RTAP and AASHTO MTAP Hold Transit Insurance and Risk Management Webinar

National RTAP and AASHTO Multi-State Transit Technical Assistance Program (MTAP) are hosting a Risky Business: Transit Insurance and Risk Management webinar on March 31, 2022 from 2:00-3:30 PM ET to provide training on two very important components of rural transit management: insurance and risk management. Participants will also learn about statewide insurance pools.

The webinar will be moderated by Mike Spadafore, Director of Mobility Management, Jayhawk Area Agency on Aging, and panelists are Jill Nagy, President and Managing Partner, Summers Nagy Law Offices; Brenda Schweitzer, Review Board Member, National RTAP; and Glen Griffin, Executive Director, Michigan Transit Pool (MTP). Books in Transit Book Discussion Group Meeting in February - The Accidental Bus Driver

Join us on February 17, 2022 from 11:00 AM-12:00 PM ET to discuss the Accidental Bus Driver by Tom Beaumont - a view from the bus driver's seat. The first half-hour of the meeting will be an introduction to the book by the author. During the second half-hour of the meeting, National RTAP staff will lead a group discussion. Registration is Open for Transit Knowledge Sharing Retreat

Northwest Pennsylvania Mobility Alliance, Inc., in partnership with National RTAP, National Center for Applied Transit Technology (N-CATT), and PennTRAIN, will be hosting the Transit Knowledge Sharing Retreat in Erie, PA on June 15-16 2022. Topics will include mobility management, alternative fuels, transit's role in economic development, and more.

U.S. DOT and FTA Updates
On January 19, 2022, FTA awarded $10.3 million in Tribal Transit Program grant awards to 36 Tribal governments for projects that support transit services for American Indian Tribes and Alaska Native villages in rural areas.

U.S. DOT has published a Notice of Funding Opportunity for the FY 2022 National Infrastructure Investments for Local and Regional Project Assistance Program Grants under National Infrastructure Investments, known as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grants program. Applications will be accepted through April 14, 2022.

FTA published its January 2022 Transit Safety and Oversight Spotlight Newsletter. The issue contains an FTA Transit COVID-19 Response Program information collection update and a Data Spotlight on Locations of Bus Slip, Trip, and Fall Events.

U.S. DOT released their Department Regulatory and Deregulatory Agenda Semiannual Summary. Upcoming proposed changes include the definition of "service animal" in 49 CFR part 37 and consideration of new standards for accessible buses and vans.

The request for information seeking input from the public to inform the development of U.S. DOT’s Research, Development, and Technology Strategic Plan for fiscal years 2022–2026 has been extended to March 4, 2022.
Webinars and Training
Centers for Disease Control and Prevention (CDC) offers Public Health Emergency Law Online Training. The training consists of three competency-based units and covers legal issues to consider before, during, and after public health emergencies.

NCMM announced its newest e-Learning course - Mobility Management for All: An Introduction for Non-Transportation Professionals. The course shows the importance of mobility management to professionals in fields like health care, social services, and housing. Learners can receive a certificate of completion if they pass a quiz.
Publications
U.S. Government Accountability Office's (GAO) Physical Infrastructure: Preliminary Observations on Options for Improving Climate Resilience of Transportation Infrastructure, includes a Disaster Resilience Framework, which includes information, integration, and incentives.

TCRP's Transit Agency Relationships and Initiatives to Improve Bus Stops and Pedestrian Access discusses planning, types of amenities, partner agreements, involvement of community members with disabilities, Title VI equity analysis, and funding.

TRB created a Snap Search on Passenger Transportation that includes specialty websites such as Passenger Transportation Research at TRB and Transformational Technologies and links to TRB reports, projects, and committees on the topic of passenger transportation.

The Centers for Disease Control and Prevention (CDC) updated its guidance on COVID-19 quarantine and isolation. Scenarios include vaccination status, symptoms (or lack of), and previous positive results.

The White House published A Guidebook to the Bipartisan Infrastructure Law for State, Local, Tribal, and Territorial Governments, and Other Partners. Find out about grant descriptions, eligibility, and important dates.
Databases and Tools
The Rural Communities Opioid Response Program (RCORP) offers a searchable and filterable library of resources. This is a result list of a search on transportation.

King County Metro in Washington State offers a Commute Calculator. Users can input data about their round-trip miles, commute days, parking and gas cost, and vehicle mile per gallon, to determine monthly savings by taking transit.
Opportunities
TCRP is conducting a Synthesis study to gather information on how public transit organizations engaged in initiatives to meet community needs during the COVID-19 pandemic. To better understand the scope of these initiatives and partnerships, they are conducting a survey of organizations of any type that may have been or currently are involved in such initiatives. For questions about this study, contact Cecilia Viggiano and Naomi Stein.

FHWA published a Notice of Funding Opportunity announcing the availability of up to $17.8 million over 5 years to re-establish 7 Tribal Technical Assistance Program (TTAP) Centers across the U.S. All interested parties may apply by March 25, 2022.

The USDA Rural Energy Pilot Program (REPP) grant offers financial assistance for rural communities to further develop renewable energy. Letters of intent are due by April 19, 2022 and applications are open through July 18, 2022.

Propose new topics for the Transit Cooperative Research Program's Synthesis Program for FY2022 by March 18, 2022. TCRP will fund seven new synthesis topics.

The newly formed Hydrogen Fuel Cell Bus Council is a coalition of public transit agencies, manufacturers, and suppliers working together to advance the hydrogen fuel cell electric bus economy and its applications in the public transit sector. Organizations may join the Council.

FHWA's Complete Trip - ITS4US Deployment Program Phases 2 & 3 is accepting grant applications through March 11, 2022.

Applications are being accepted through March 22, 2022 for the AARP Community Challenge. AARP provides small grants to fund quick-action projects that can help communities become more livable for people of all ages.
Legislation
The Internal Revenue Service (IRS) will now require users of their online account to create an id.me account by the summer of 2022. Users of the digital portal will need to supply documentation, including a video.

NHTSA intends to seek approval for an information request on their Investigation-Based Crash Data Studies: Crash Investigation Sampling System, Special Crash Investigation, and Special Study Data Collection. NHTSA seeks to increase the number of crashes being investigated. Comments must be submitted by March 28, 2022.
