Meet the CAHEC New Markets Advisory Board

A strong Advisory Board is a critical component of a successful New Markets Tax Credit ("NMTC") program, and CAHEC New Markets is honored to have some of the best Advisory Board members in the industry. With their  leadership  and support, we have been awarded a total of $170 million of allocation from the U.S. Department of the Treasury's CDFI Fund, of which we have deployed $120 million in highly impactful community facility and economic development-driven real estate investments. 

The Advisory Board provides guidance and oversight in making investment decisions and developing investment criteria, developing and evaluating business strategy and financial products, and, most importantly, providing insight into the needs of residents and businesses in low-income communities in CAHEC New Markets' service area. Please take a few minutes to meet the CAHEC New Markets' Advisory Board members.


Elaine DiPietro  joined the CAHEC New Markets Advisory Board in January 2019. Ms. DiPietro is the President of Blooming Ventures LLC which she founded in 2016 to utilize her experience in the New Markets Tax Credit ("NMTC") industry to provide consulting services to project sponsors and community development entities. Prior to forming Blooming Ventures, she was vice president for Enterprise Community Investment, Inc., where she was responsible for management of all facets of Enterprise's NMTC program and portfolio of over $800 million of NMTC investments. Ms. DiPietro also managed the provision of compliance and accounting services to other NMTC community development entities. She is a frequent speaker at NMTC industry conferences, has published articles in industry journals, and has served on several advisory and governing boards for NMTC community development entities. Ms. DiPietro is a CPA and graduated with honors from King's College in Wilkes-Barre, Pennsylvania. 

Paul Dole joined the CAHEC New Markets Advisory Board in July 2011. Mr. Dole is the President & CEO of KCEOC Community Action Partnership and has been with the organization for 45 years. KCEOC is a Community Action Agency that works with low-income families in southeastern Kentucky to help them change their lives by becoming self-sufficient.  Mr. Dole has also served as Treasurer and President of the Southeastern Association of Community Action Agencies, 1st Vice President of the National Community Action Partnership, and two terms as National Chair. He presently serves as the Region IV representative on the National Community Action Partnership Board and as Treasurer of the state association. Additionally, Mr. Dole serves as Chair of the Certified Community Action Professional Commission and has been a board member of the East Kentucky Leadership Foundation for 27 years.  Mr. Dole received a bachelor's degree from Union College and was elected to the College's Hall of Fame in 2003.  Throughout his tenured career, Mr. Dole has received several prestigious awards for his community and economic development work.

Pat Thomson joined the CAHEC New Markets Advisory Board in April 2005. Ms. Thomson has extensive, direct experience in the NMTC program through her fiscal responsibility duties as Senior Director for the National Development Council ("NDC"), its development and equity subsidiary, HEDC, and its New Market Tax Credit and Corporate Equity (low income housing tax credits) funds. HEDC New Markets, Inc. is a New Markets Tax Credit allocatee.  Ms. Thomson, during her 28-year tenure at the National Development Council, has provided technical assistance to units of government and non-profit organizations on affordable housing and economic development issues.  She has been involved in numerous community development projects utilizing programs such as Low Income Housing Tax Credits, New Markets Tax Credits, CDBG, and HOME financing which focus on employment, housing, and community development for low income communities and populations. Ms. Thomson has also served as an instructor of several of the National Development Council's training courses in economic development. 

Morgan Wilson joined the CAHEC New Markets Advisory Board in January 2018. Mr. Wilson joined The Community Builders, Inc. (TCB), in 2000 where he currently serves as Chief Financial Officer, overseeing TCB's financial management, accounting, and information systems functions. In his previous role as TCB's Vice President of Development Operations, Mr. Wilson was responsible for providing support and training to TCB's development staff, as well as oversight for TCB's grant management, lending, Community Development Financial Institution (CDFI), and New Markets Tax Credit (NMTC) activities. Previously,  Mr. Wilson served as Senior Project Manager for a Boston community development corporation, and prior to his work in affordable housing and community development, he was employed as a securities analyst and portfolio manager for a Boston socially responsible investment advisor and in a variety of roles in academic publishing in North Carolina. Mr. Wilson  received a bachelor's degree in philosophy summa cum laude from Loyola University New Orleans.

Tammy Stevens Wilson  joined the CAHEC New Markets Advisory Board in September 2012. Ms. Wilson serves as Principal of Wilson Consulting Associates, a multidisciplinary  consulting firm providing community and economic development strategy and implementation services with a $300 million track record in leveraging the U.S. Treasury Department's CDFI Fund programs, public and private sector investments, and grants. Ms. Wilson has significant experience in the industry, including serving as a Senior Associate with another consulting firm, and as a National Project Manager and Community Investment Coordinator for Bank of America's Community Development Division.  Ms. Wilson holds a Master of Business Administration from Winthrop University, certification as a Housing Development Finance Professional , a REALTORĀ® license, and a  Bachelor of Arts Degree in Business Economics and Spanish from Wofford College. Ms. Wilson has served as a volunteer development consultant to the South Carolina Homeless Coalition, South Carolina Affordable Housing Coalition Board Member, and is a member of Alpha Kappa Alpha Sorority, Incorporated.
