Community Benefits Agreement (CBA)
On June 27th, the Fresno City Council took an important action to adopt the City’s first Community Benefits Agreement (CBA).
This CBA mandates that a percentage of jobs for the construction of the new parking structure and international terminal at the Fresno Yosemite International Airport will go to qualified Fresno residents.

Developing Strong Partnerships
Just recently, our 27th construction pre-apprentice cohort celebrated with a graduation ceremony for 13 participants who are on a path to success.
For more than ten years we have spearheaded training in this area in partnership with the Fresno.Madera.Tulare.Kings Building Trades Council.

Re-elected to Second Term
The California Workforce Association recently re-elected Blake Konczal to a second term as Executive Treasurer of the Board of Directors.
The California Workforce Association is the statewide consortium of all 45 Workforce Development Boards in California.

The unemployment rate in Fresno County was 6.4 percent in May 2019, down from a revised 7.7 percent in April 2019, and below the year-ago estimate of 6.8 percent.
This compares with an unadjusted unemployment rate of 3.5 percent for California and 3.4 percent for the nation during the same period.

Between April 2019 and May 2019:
- Total industry employment increased by 6,500 jobs (up 1.6 percent), to total 414,900.
- The month-over gain was concentrated in farm employment, which grew by 5,700 jobs (up 13.1 percent).
- Non-farm employment rose by 800 jobs (up 0.2 percent).
- Leisure and hospitality grew by 900 jobs.
- Three industry sectors that climbed up by 200 jobs each included: construction, trade, transportation, utilities, and financial activities.
- Manufacturing moved up by 100 jobs, with the entire gain coming in non-durable goods.

English Language Learner (ELL) Program
Connecting English language learners and immigrants to education, training and supportive services.
|

In March 2018, Artemio had been in the United States nearly two years, working in the fields and equipped with a GED. His employment opportunities were limited due to his language barrier, but that did not stop him from seeking assistance. Artemio connected with our English Language Learner (ELL) Program
and began
working with Ana Escareno, ELL Navigator.
Ana provided Artemio with information and assistance to get on the path to success. He worked hard and successfully completed various skills assessments, enrolled in English as a Second Language (ESL) courses, earned a Professional Office Assistant certificate from Fresno City College and completed MS Word & Excel classes at Fresno Adult School. He was dedicated to making a better life for himself and his family. He was ready to explore employment opportunities and was connected with Jennifer Marshall, Employment Readiness Specialist at Workforce Connection. Jennifer knew exactly who to connect Artemio with - GRID Alternatives. Workforce Connection has enjoyed a business partnership with GRID Alternatives for over nine years. They are always open and eager to provide opportunities to our participants with and/or without limited English skills. GRID Alternatives offered Artemio a transitional job offer in December 2018, gaining skills as a Clerical Assistant and was then offered an On-the-Job Training opportunity as a Warehouse Technician. He did such a great job that he was promoted to a Solar Installation Trainee position where he is currently learning to install solar panels, railings, modules, reading blueprints, and much more!
Artemio's strong work ethic and drive to continually learn and develop his technical skills and improve his English language skills kept him focused. He is very happy working at Grid Alternatives and is appreciative for the services and resources available to him through Workforce Connection.
The ELL Program was developed in partnership with the Workforce Development Board of Madera County and State Center Adult Education Consortium (SCAEC) to build a workforce-ready talent pipeline.

2019 G O V A G A N Z A !
CAREER FAIR
|
We hosted our first GOVAGANZA Career Fair in April at Chukchansi Park in downtown Fresno! The event received overwhelmingly positive feedback from the community, departments within the City, County, State and Federal agencies and also various educational institutions. With Government being the second largest employer in Fresno County, it is important that we work together to inform and connect individuals to the great careers being offered within these agencies and institutions.
Attendees were provided information about current open positions, qualifications required and the application process. Also, a few departments extended pre-employment offers to qualified candidates on the spot! Workforce Connection representatives were also on hand to connect job seekers to our no-cost training programs that prepares them for employment opportunities in high-growth industries that employers are hiring for right now!
