Child Trends has released their final report, Evaluation of the Upfront Family Finding Pilot, with results and discoveries of a family finding pilot that was started in 2016 in Los Angeles County. This effort is designed to identify non-custodial parents, improve the engagement with fathers and their family members, and to increase the involvement of "family" in decisions affecting their kin.  These early results are very promising, including that some of the pilot sites have dramatically increased their ability and capacity to identify family and to support kin to live with family members even when government oversight is deemed necessary.

The California Child Welfare C0-Investment Partnership recently released their Summer 2019 volume of insights, Understanding Trauma to Promote Healing in Child Welfare. This  is the first of a two-part edition to share definitions, data, and perspectives to further the understanding of the role of trauma at the individual, family, community and system level and perhaps more importantly, how to promote resilience and healing to improve outcomes for children and families. For this issue, state and county policymakers, pediatricians, judges, social workers, mental health clinicians, and social justice leaders were interviewed to share their insights and recommendations. We provide you with links to both publications below.

Kinnect, Ohio has a monthly newsletter with an archive of past issues going back to their first edition from November, 2017. We've shared a link to their June edition. If you like it, subscribe!

Child Trends Final Report: Evaluation of the Upfront Family Finding Pilot
Kate Welti, Esther Gross, Alexandria Wilkins, and Karin Malm
November 30, 2018

Over the past two decades, child welfare agencies have strived to identify and engage relatives with whom children can be placed or maintain close family connections during their time in foster care. Many agencies have implemented relative search and engagement interventions, often referred to as family finding.

Prior to the Upfront Family Finding (UFF) pilot, Los Angeles County's Department of Children and Family Services (DCFS) focused its family finding efforts on children in care for long periods of time. With the UFF pilot, which started in October 2016, two local offices (Glendora and Santa Fe Springs) conducted family finding when children were first removed from their home, assigning cases to specialized workers who were part of the Permanency Partners Program (P3). P3 workers served children not initially placed with relatives, but the importance of family finding was emphasized to all staff in the pilot offices. The evaluation of the pilot sought to understand whether UFF resulted in more children placed with relatives, more stable relative placements, and more timely reunifications of children with their parents.

Understanding Trauma to Promote Healing in Child Welfare

For child welfare stakeholders, the concept that children and their families come into our systems bearing the burden of traumatic experiences associated with neglect and abuse is not new. What has evolved over the last couple of decades is the science of ACEs (Adverse Childhood Experiences) and understanding of the long-term physical and behavioral health consequences and high societal costs. A landmark study, and the many since that have supported the initial results, have led to a growing consensus on the need for policies and practices to prevent, intervene, and promote healing.
