The Homestead Neighborhood Association will meet Tuesday, September 3 at 7pm at the CDRC, 707 SW Gaines, 3rd Floor.
- Josh Mahar of Tri-Met will give an update on SW Corridor (light rail) Project. It will be a good chance to get a refresher on the overall project and reiterate any community priorities. Tri-Met plans to release the Conceptual Design Report in early 2020, which will be the first public release of early station designs and station access projects.

Discussion with the property owner at 3202 SW 11th who is planning to ask the city to vacate adjacent property on SW Grover just north. Current process requires property owners to notify affected neighborhood associations.

HOMESTEAD EMERGENCY PREPAREDNESS 
Marguerite Becker and Laurie Lester, block co-coordinators, have nearly completed the pilot Map-Your-Neighborhood effort for the 53 residences on Bancroft and Hamilton Terrace below Terwilliger. They are developing guidelines for survey collection. We are planning a group meeting in early September for all those interested in becoming a coordinator for their block. Bob Bonner met with NET Team Leaders from South Waterfront and South Portland on Aug 16 with a joint commitment to explore how to best integrate with OHSU's disaster planning and to develop a communication plan for Homestead and the South Portland communities.
EARTHQUAKE TIPS:
GAS LEAKS:
If you smell a strong natural gas odorant (rotten eggs smell), leave the area immediately and call NW Natural 800-882-3377. In case of major earthquake emergency if the gas-line ruptures in your house filling it with gas, open windows and leave immediately without cutting on lights or other electrical switches. In such widespread emergencies, the NW Natural may be overwhelmed. It is good to know where your gas cutoff value is and how to turn it 90 degrees to cut off any uncontrolled flow of gas inside your house.

OHSU Parking Review Update
A hearing was held with the COP Hearings Officer on August 5 regarding the OHSU parking expansion included in the proposed hospital expansion. Representatives from the Homestead Neighborhood Association and Friends of Terwilliger spoke at the hearing and submitted testimony.
The record will remain open for testimony until August 26, at which time the Hearings Officer will make a decision. Stay tuned.

Southwest In Motion: a short-term action plan for enhancing walking and biking in Southwest Portland
The
Final Draft plan
includes changes from the Public Draft version in response to comments received. These changes include, but are not limited to:
- A new section focused on monitoring progress, including recommendations for regular process reporting on implementation of Southwest in Motion.
- Changes to the Existing Conditions chapter to reveal how Southwest Portland has more equity need than is commonly understood.
- Revised narrative to articulate the level of deficiencies in sidewalk and street paving in Southwest compared to other Portland neighborhoods.
- Minor adjustments to project routes details in response to public feedback.
The
Final Draft plan

Portland Traffic and Transportation Class: The New Evolution
The Portland Bureau of Transportation is pleased to announce the 2019 Portland Traffic and Transportation Class: The New Evolution, led by Thuy Tu, a dynamic consultant and educator with over 20 years of experience as a Senior Transportation Planner and Civil Engineering Project Manager.
The course will weave together transportation topics as they intersect with land use, mobility, social justice and racial equality. The 10-week course will feature guest speakers from community-based organizations and the transportation industry, as well as address themes such as Equity, Diversity, and Inclusion; Livability and Affordability; and Community Engagement. The course is designed for transportation enthusiasts to learn about evolving mobility and transportation opportunities in the city.
The class is open to Portland residents, with a cap of 30 students who will be selected by a random lottery to participate. Full scholarships are available for the 10-week course, which begins October 3rd, and meets Thursday nights from 6:40-8:40 p.m. at Portland State University (PSU). Classes will be live-streamed for participants who might otherwise not be able to attend in person on the PSU campus in downtown Portland. Anyone is welcome to watch the courses remotely using the website link below.

This draft serves as the Planning and Sustainability Commission's recommendation to City Council, which will hold a public hearing on this draft in the Fall, followed by council deliberations, amendments, and decision. The Residential Infill Project will be presented to Council as part of a broader Housing Opportunities Initiative (HOI), which includes the Better Housing by Design project and a new Anti-Displacement Action Plan effort. In
preparation for subsequent public hearings, staff will brief City Council on all three projects on September 3, 9:30 - 11:30 a.m.
Residential Infill Project staff are analyzing two recently passed state bills to determine their effect on the PSC's recommendation. HB2001 requires cities to allow for certain types of middle housing (duplexes, triplexes, fourplexes and cottage clusters) in single-dwelling zones. SB534 requires cities to allow houses on historically platted lots, subject to certain limits relating to infrastructure, natural resources, and land hazards. They will present the results of their research at the HOI briefing.

City Council public hearings
are anticipated for November, and the specific dates will be announced once they are scheduled.

Night Construction Work on Terwilliger Boulevard
PGE will be working on Terwilliger near Campus Drive through the fall replacing outdated equipment. This work will be done at night. Flaggers will be present and it may be necessary to reduce traffic to one lane at times.
PGE intends to limit noise during the night work. If you have concerns regarding the noise, contact PGE at Customer Relations, 503-612-3730.

Portland Street Response
Commissioner Jo Ann Hardesty's office is working with the Mayor's office to change the way the city responds to some of its 911 calls by adding a new non-police first response option, known as the "Portland Street Response."
The mission of the Portland Street Response program is to send the right resource and response to the right person at the right time. The vision is a system that appropriately responds to the high number of "unwanted person" or welfare check calls, which will free up police resources to focus on preventing and solving crimes. To learn more about the vision behind this alternate first response, please check out the recommended articles at the end of this email.
Matt McNally is reaching out on behalf of the Community Engagement Workgroup for the Portland Street Response to seek input from businesses, non-profits, service providers, and more about their experiences with our current 911 & first response system, as well as what they would like to see in a new system.
The survey will close at the end of Monday, September 2nd
. The results of this survey will be presented to all the work groups developing the Portland Street Response on September 5th. The information gathered from the Portland community will help guide the development of the Street Response pilot to ensure it's a success.
