Housing Accountability and Enforcement Unit Roadshow

Governor Newsom recently announced a new Housing Accountability Unit at the Department of Housing and Community Development to ensure every jurisdiction does its part. The unit will triple the number of policy staff and attorneys dedicated to ensuring compliance with state law, from housing element compliance to local streamlining requirements, to affirmatively furthering fair housing.

-Housing Element Review & Compliance
-Statutory Authority
- Proactive Compliance Monitoring
- Reactive Enforcement to Address Housing Element Statutory Violations

City of Sacramento
On Tuesday 12/14, The City of Sacramento passed an Emergency Ordinance implementing SB 9, allowing lot splits or up to 4 units in areas zoned for one home on a single lot (Single Family Zones). This move is just one part of a needed comprehensive strategy to bring more affordable housing to our region and across the state.

In addition, the City implemented amendments to the Housing Element to have more quantified objectives to Affirmatively Further Fair Housing.

The City also approved $5 million dollars to implement displacement strategies. SHA and Sac Investment Without Displacement will continue to advocate that these monies will be directed to provide rental assistance, home repair for low -income homeowners, and mortgage assistance.
County of Sacramento
The County of Sacramento has moved to update their Non-Residential Development Fee. SHA advocated for the County to Increase the Warehouse and Industrial Fees to at the very least be comparable with the Commercial/Retail Fee as stated in our letter here.
The County approved increasing the Warehouse Fee to $1, and will make final determination on the index for inflation next year.

We would like to send our sincere thanks to all of our community partners who made our 2021 Know Your Rights Housing Resource Fair possible, including Legal Services of Northern California, Sacramento Self Help Housing/ The Renter's Helpline, Project Sentinel, The Sac Tenant's Union, LULA, Traveler's Aid, Building Healthy Communities/The HUB, Neighborhood Wellness, Mutual Assistance Network, the Tenant Protection Program in the City of Sacramento and the Black Chamber of Commerce with their assistance with Sacramento Emergency Rental Assistance Applications.

On December 7th, 13th and 14th at the MAN's Robertson Community Center, Neighborhood Wellness, and the Fruitridge Collaborative, we were able to connect individuals and families to timely resources to help preserve housing!
Policy Brief 2021: Addressing Segregation and Unequal Access to Opportunity in California with Affordable Housing Investments
A new policy brief from Dan Rinzler of the California Housing Partnership and José Loya of the UCLA Luskin School describing program changes to affordable housing finance agencies to Affirmatively Further Fair Housing (AFFH).
These changes must both address fair housing choice, providing affordable housing in areas of opportunity while working to transform areas of high segregation and poverty into areas of opportunity.

AB 434 Stakeholders and Potential Applicants for HCD Multifamily
Development Funding Programs
The Department of Housing and Community Development (HCD) is inviting comments on proposed amendments to the following program guidelines:

• Multifamily Housing Program (MHP)
• Joe Serna, Jr. Farmworker Housing Grant (Serna or FWHG)
• Veterans Housing and Homelessness Prevention (VHHP)
• Infill Infrastructure Grant (IIG) (2007)
2022 Legislative Calendar
Our next legislative session is around the corner. With our partners at California Housing Partnership Corporation, Housing California, and the SB 899 Religious Overlay Statewide Coalition we plan to advocate for policy that makes an impact on the affordable housing pipeline.

Jan. 1 Statutes take effect (Art. IV, Sec. 8(c)).
Jan. 3 Legislature reconvenes (J.R. 51(a)(4)).
Jan. 10 Budget must be submitted by Governor (Art. IV, Sec. 12 (a)).
Jan. 14 Last day for policy committees to hear and report to fiscal Committees

The Sacramento Housing Alliance is a member-based organization that works to increase the supply of affordable housing and support the efforts of affordable housing developers.
