Up-to-Date Information from the Ohio and United States Chamber of Commerce
Major Rule Reform Bill Goes Into Effect

As of Sunday, Aug. 18, Senate Bill 221 of the 132nd General Assembly went fully into effect. You may recall that this bill was vetoed by Governor John Kasich last year and then the legislature overrode his veto in November.

Although many of the provisions went into effect in February, there was a delay in implementation to allow for the Legislative Information Systems (LIS) to program or reprogram some the rule-filing system.

The bill contains the following five key provisions:

  • Adds to the definition of what an adverse impact on business can be by stating that the impact of the rule would directly reduce revenue or increase expenses
  • Requires that the source document of a new rule can be readily found and inspected without charge
  • Ensures that if the new rule imposes a fee, there must be a justification as to how the fee relates to the cost incurred by the agency
  • Allows for the opportunity to request a review of a rule in an expedited manner as opposed to the normal review process

Infrastructure: The Bipartisan Opportunity Congress and America Needs

Washington, D.C. can be known for its partisan reputation, and we have seen many legislative failures at the hands of the different parties being unable to find common ground.

However, modernizing America’s infrastructure is the prime example of a great opportunity to change the narrative and show the American people that our representatives can put their differences aside and come together on something they agree on: fixing our nation’s crumbling roads, bridges, public transportation and other critical infrastructures.

Over the past few months we’ve seen forward-moving action on this, along with some roadblocks – the president and congressional leaders met and agreed that America’s infrastructure needs to be addressed, however they couldn’t come together on a funding option. But in more promising news, the Senate Committee on Environment and Public Works (EPW) recently passed a five-year highway bill – a bipartisan step toward infrastructure legislation.

Leading Continuous Change
by Bill Pasmore

Most change efforts fail because most change methods are built to deal with single challenges in a nice, neat, linear way. But leaders know that today, pressures for change don't come at you one at a time; they come all at once. It's like riding a roller coaster: sudden drops, jarring turns, anxious climbs into the unknown. Drawing on his years of experience at the Center for Creative Leadership and Columbia University, Bill Pasmore offers a four-part model and four mindsets that allow leaders to deal with multiple changes simultaneously without drowning in the churn.

Today in History

- August 23, 1902 -

From History.com: On August 23, 1902, pioneering cookbook author Fannie Farmer, who changed the way Americans prepare food by advocating the use of standardized measurements in recipes, opens Miss Farmer’s School of Cookery in Boston. In addition to teaching women about cooking, Farmer later educated medical professionals about the importance of proper nutrition for the sick.

Farmer was born March 23, 1857, and raised near Boston, Massachusetts. Her family believed in education for women and Farmer attended Medford High School; however, as a teenager she suffered a paralytic stroke that turned her into a homebound invalid for a period of years. As a result, she was unable to complete high school or attend college and her illness left her with a permanent limp. When she was in her early 30s, Farmer attended the Boston Cooking School. Founded in 1879, the school promoted a scientific approach to food preparation and trained women to become cooking teachers at a time when their employment opportunities were limited. Farmer graduated from the program in 1889 and in 1891 became the school’s principal. In 1896, she published her first cookbook, The Boston Cooking School Cookbook , which included a wide range of straightforward recipes along with information on cooking and sanitation techniques, household management and nutrition. Farmer’s book became a bestseller and revolutionized American cooking through its use of precise measurements, a novel culinary concept at the time.

In 1902, Farmer left the Boston Cooking School and founded Miss Farmer’s School of Cookery. In addition to running her school, she traveled to speaking engagements around the U.S. and continued to write cookbooks. In 1904, she published Food and Cookery for the Sick and Convalescent , which provided food recommendations for specific diseases, nutritional information for children and information about the digestive system, among other topics. Farmer’s expertise in the areas of nutrition and illness led her to lecture at Harvard Medical School.

Farmer died January 15, 1915, at age 57. For more events that took place on August 23rd,

Toy Story 4 became the fifth Disney movie this year to cross the $1 billion box office threshold, following the billion-dollar successes Aladdin, Captain Marvel , The Lion King , and Avengers: Endgame . With Frozen 2 and Star Wars: The Rise of Skywalker still to come in 2019, most analysts expect the number of billion-dollar Disney movies to grow faster than the company itself.
