Funding Programs and Resources
City of La Verne Business Assistance Grant Program 
To aid its local businesses, the City of La Verne launched a Business Assistance Grant Program in May to provide financial aid to struggling businesses to help them combat the economic setbacks brought about by COVID-19. The program still has the capacity to award up to 100 qualified businesses within its city limits with a $2,500 grant to help them re-open, create jobs, retain jobs and offer quality services to the residents of La Verne.
Grant funds may be used for overhead expenses, rent, utilities, business services such as web site development to increase capacity, necessary equipment to continue business operations and more.

SBA Paycheck Protection Program Resources

The Coronavirus (the virus that causes COVID-19) is having an unprecedented effect on the economy. Main Street’s small businesses are struggling to stay afloat as they’re forced to close to protect the health and safety of employees and customers. Through recently enacted federal legislation, there are opportunities for help through U.S. Small Business Administration (SBA) loans.

One of the most impactful is the Paycheck Protection Program (PPP), designed to provide access to cash so that businesses can keep paying their employees and other expenses such as health insurance premiums, rent or mortgage payments and utilities. This important financial relief will help small businesses return to being fully operational quicker once conditions improve.

In this resource center designed for CPA firms, you’ll find tools to help you educate and advise your clients on the program.
SBA - Economic Injury Disaster Loan and Loan Advance Portal Open
On June 15, SBA began accepting new EIDL and EIDL Advance applications from qualified small businesses and U.S. agricultural businesses. Applicants who have already submitted their applications will continue to be processed on a first-come, first-served basis.

LA Regional COVID-19 Recovery Fund
The LA Regional COVID-19 Recovery Fund will deploy $3 million in grants available at $5,000 or $15,000 to micro-entrepreneurs, small businesses, and 501(c)(3) non-profits. There are 6 total rounds, with finalists notified after each round. Grant winners will be chosen through an online weighted lottery system.
Round 4 opens August 31.

Community Advantage Recovery Loan
The Red Backpack Fund Relief Grants
Since its inception, Spanx and The Spanx by Sara Blakely Foundation have been dedicated to elevating and supporting women through entrepreneurship. Knowing the ripple effect that empowering women can have to strengthen communities, the foundation donated $5 million to support female entrepreneurs in the wake of COVID-19 and teamed up with GlobalGiving to establish The Red Backpack Fund. GlobalGiving is making at least 1,000 grants of $5,000 each to female entrepreneurs in the U.S. to help alleviate the impact of the crisis. The Red Backpack Fund application portal will next open from September 8-15.

IE Covid-19 Resilience Fund
The Inland Empire Community Foundation established the COVID-19 Resilience to support nonprofit organizations on the front lines of COVID 19, to help them help our families and communities, and to support their survival through this crisis.
Focus Areas and Grant Amounts
Apply for ONE (1) Focus Area only
1) Basic Needs and/or Emergency services for low income people in the Inland Empire provided by single organizations or coalitions – Up to $20,000: Food, shelter, health care, childcare, cash assistance
2) Capacity Building assistance to nonprofits for financial management and planning and strategies for long-term financial survival: Technical assistance grants to individual nonprofits for financial management, planning, restructuring, legal, etc. - Up to $5,000 o Remote work and technology adaptation for a single organization or coalition of groups – Up to $10,000. Deadline is 11/30/2020.

San Bernardino COVID-Compliant Business Partnership Program
To support our local small businesses and help ensure ongoing compliance with State and County Health orders and direction, San Bernardino County is implementing the COVID Compliant Business Partnership Program.
This program has two components.
  1. Funding of $2,500 for eligible Small Businesses with 1-100 employees
  2. Support and Partnership for ALL eligible County businesses who wish to become a COVID Compliant Business Partner
This program will support our local small businesses by reimbursing and/or offsetting costs and impacts directly related to complying with COVID-19 related business protocols and providing support to all eligible County businesses who apply for the program.
Prior to receiving funding, San Bernardino County small businesses must demonstrate compliance with State/County public health orders, and incorporate safety and social distancing practices and measures in their business operations. End Date: October 31th, 2020.

West Covina COVID-19 Small Business Loan Program
The City of West Covina is offering financial assistance to small businesses impacted by the COVID-19 pandemic with the West Covina (COVID-19) Small Business Loan Program. The loan program offers a one-time $10,000 interest-free loan to eligible West Covina small businesses to help them retain one (1) full time equivalent job and is forgiven after a one (1) year term of compliance. Loan funds may be used for overhead expenses, rent, utilities, business services such as web site development to increase capacity, and necessary equipment to continue business operations, among others. Provided that a business meets all of the conditions of the Program, the loan may be forgiven by the City at the end of the loan period. Application is available starting June 16, 2020. Businesses will be awarded on a first-come-first basis. If funds are exhausted, the remaining applicants will be placed on a wait list until additional funding becomes available. *They are still accepting applications.

Los Angeles County Development Authority SMART Funding Program
The Los Angeles County Development Authority (LACDA) offers competitive loan programs created to assist a variety of established businesses located in Los Angeles County. Business owners and leaders want to make smart, sound financial decisions. By working directly with LACDA’s SMART Funding, businesses can access capital with low-interest and customizable loan terms. SMART Funding loan programs are led by experienced loan officers with the desire to assist local businesses. Now lending from $25,000 to $1.5 million.

SBA Lender Match Tool
Lender Match is a free online tool that connects small businesses with SBA-approved CDFIs and small lenders. Do not use if looking for Disaster loans. Within two business days after entering their information into the Lender Match platform, a borrower receives an email from lenders who have been matched with them. The borrower can see lenders’ requests for them to begin an application. Borrowers are then able to begin the application process directly from the email they receive.
Lender Match was on pause due to CARES Act implementation priorities and loan volume. It is now being reinstated for CDFIs and other Small Asset Lenders. Leads will only be forwarded to CDFIs and Lenders with < $10b in assets until the PPP program ends on June 30, 2020, at which time Lender Match will be open to all participating SBA Lenders. Lender Match not only connects borrowers with accessing PPP loans, but also other SBA lending products, such as 7(a), 504, Microloans, and Community Advantage loans which are currently offering debt relief.
