BUILD Class - The Road to Charity

The North State BIA's class of future leaders, Building Universal Industry Leadership and Diversity (BUILD), spends a year learning about the ins and outs of the building industry and coordinates a community service project to help give back to the community. This year, with the help of HomeAid Sacramento and Volunteers of America, the BUILD class elected to build a shade structure at an apartment complex for U.S. Veterans in Sacramento County. The goal for the project was to provide a shady area for parents to enjoy while watching their children play.
Shortly after the BUILD class started their project, they quickly discovered that, in some cases, no good deed goes unpunished. The class enlisted a representative familiar with building permitting processes to help obtain the necessary permits to build the shade structure. After ten trips to the Sacramento County Building Department in eight days, a permit was finally issued at a cost that exceeded the actual cost of the structure by more than $200! The class has completed the project and is now awaiting final approval from the county.
This enlightening process BUILD experienced first-hand - for a community service project - illuminates a much bigger problem the building industry and the North State BIA face every day. Costly permitting processes drive up the price of new homes and further widen the gap of home attainability. To reach the Governor's goal of 500,000 homes per year, steps must be taken at the state, county and city levels to improve these processes.
BUILD's experience is just one example of so many that the North State BIA Government Affairs team works diligently to solve by communicating these ongoing permitting struggles to both elected officials and staff at local jurisdictions. Builder advocates explain how cumbersome fees and excessive permit timelines are all factors that contribute to and exacerbate the housing crisis. Our dedicated North State BIA members and the government affairs team work constantly on each new issue to better our industry.
I encourage all of you to become or stay active in our ongoing efforts to better the region in which we build. If you are having a problem with a jurisdiction, please report it to the government affairs team so they can immediately begin working to resolve the issue and help make important changes.

City of Sacramento Invites Community to Participate in 2040 General Plan Update
As part of the Sacramento 2040 General Plan Update, the City of Sacramento is hosting workshops in each of the City's 10 Community Plan Areas to hear from residents about local issues and priorities. They are encouraging community feedback to accurately reflect community goals. This week, there will be a workshop for the South Area tonight from 5:30-7:30pm at the Common Ground Church. There will be another workshop for the North Sacramento area this Wednesday from 5:30-7:30 pm at Grant Union High School. There will be 3 workshops next week for the communities of Land Park, Central City, and Fruitridge/Broadway. For more detailed information, click

Placer County Community Workshops for County Sustainability Plan
Placer County is hosting two workshops to learn more about and provide input on the proposed Placer County Sustainability Plan. The plan's greenhouse gas emission reduction strategy includes an inventory of current emissions and measures for reducing future emissions. Placer County has prepared the plan to mitigate and avoid greenhouse gas emissions associated with county operations and community activities in unincorporated areas of the county. The plan addresses emissions from buildings, land use, transportation, water consumption and waste generation. Workshops are in Kings Beach on August 19th, and in North Auburn on August 20th. Governor's Budget Includes $14 Million to the Sacramento Region
Governor Gavin Newsom signed his first state budget late last month, totaling over $214 billion in state spending. The housing deal includes $750 million in new funding for local agencies to help plan for and build more housing throughout the state. The Sacramento region will receive over $14 million, with half going directly to cities and counties and half going to SACOG. The deal also includes $500 million in grant funding for infrastructure to help incentivize new infill housing projects.

A Year Ahead for the Foundation
The Foundation's Program Year started on July 1st and we're looking forward to a busy and productive year ahead.
Our
Out of School Youth (OSY) Program is recruiting for clients. We teach and coach those who are willing to succeed in today's competitive world. We provide:
- Up to 250 hours of paid work experience
- Supportive services such as work clothes
- Full-time employment
- A resume and references
- If needed, a GED or diploma
- If desired, enrollment in college or training program
If you know someone who is 18-24 years old in the Sacramento area who is interested in having some extra help transitioning into adulthood, contact

We're also in the process of recruiting for
Sierra College's Construction Fundamentals Accelerated Training Program. This 120 hour, tuition free program will be offered this fall and includes:
- OSHA 10 certification
- Hands-on job experience through internship placement
- Hiring opportunities upon completion

16th Annual Trap Shoot
With approximately three weeks to go until the 16th annual HomeAid Trap Shoot, we have registered 81 teams and managed to secure a staggering 61 sponsors to underwrite the event on August 23rd. The North State BIA team will be our breakfast host again this year and we are lucky to have many of our sponsors back again this year! Also, please be aware that on August 10th, a memorial service will be held for Joan Ahart, the owner of the Coon Creek Trap Shoot Club. Her husband, George, and his team are doing well following her passing, focusing on their business efforts and preparing the celebration of her life.
WEAVE Project Update
HomeAid Builder Captain Lennar is on schedule with its work for our WEAVE Project, with the framing, drywall and roofs complete. More trade partners are due on site this week. Villara, L&S Framing and BZ Plumbing have gone above and beyond to ensure the successful completion of this project. Thanks to our leveraging model, the in-kind for this project is estimated to exceed $125,000.
