A Message from John Zeanah, Director
Roughly 53% of households in Memphis and 58% in Shelby County have responded to the 2020 Census online, by phone, or by mail since invitations began arriving in mid-March. This response rate is compared to a national response rate of over 62% as of late July. Your response is important to our community!

The U.S. Census Bureau will begin sending notices to alert households that time is running out. The notices will be strategically sent to residents living in neighborhoods where response rates are considered low or less than 50%.

The global pandemic has brought attention to the need to ensure adequate emergency and medical service capacity is available to the public. Hospitals, clinics, and other crisis and intervention services have always been critical. However, the recent spike locally and across the country of COVID-19 cases emphasize the need for our community to receive a precise allocation of federal dollars directed toward these vital resources.
Our response in Memphis and Shelby County to the 2020 Census will make certain 901 Counts. A complete count will ensure our community gets the federal funding needed to help maintain these essential public health services.

Households have until September 30 to respond to the 2020 Census, however, Census takers are set to begin in-person outreach to households that have not yet responded on August 11th. We encourage everyone to ensure #901Counts by responding to the 2020 Census. Respond Now!
Division Updates
Planning Applications "Go-Live"
You can now apply for planning and zoning permits online without having to visit City Hall! All documents that form a planning application or appeal are now available at Develop901.com. Application forms, maps, and supporting documentation, all previously filed in paper form, can be filed online. Paper applications will still be accepted.

Log on to the system today to create your account and begin applying for permits online. Visit our new website, Develop901.com, to access additional resources and follow along with our service updates in the weeks to come.

Memphis 3.0 Comprehensive Plan Featured in Congress for New Urbanism's (CNU) July Edition
The Memphis 3.0 Plan was featured in the July edition of "Public Square", a journal of The Congress for the New Urbanism (CNU). The feature article underscores the long-term vision of planning in Memphis-emphasizing development "build up" around community anchors and people-centered places.

Department of Housing
Each year the Department of Housing must submit an annual action plan to the Department of Housing and Urban Development (HUD) for approval. The plan incorporates input from the community including non-profit organizations and other stakeholders. Programs and projects funded are prioritized to address the most urgent community development and housing needs within the county. During the 2020 program year, a total of $1,197,037 in HUD approved Community Development Block Grant funds and $417,723 in Home Investment Partnerships Program grant funds will be disbursed for projects that benefit low and moderate income residents of Shelby County. 
Sustainability and Resilience
In collaboration with Shelby County's Roads, Bridges, and Engineering Department, $500,000 in Federal grant funds along with local match dollars will be used by Planning and Development to help implement an electric vehicle (EV) pilot program for Shelby County Government. The initiative is aligned with Mayor Lee Harris's commitment to a Sustainable Green Fleet and is based on recommendations outlined in the Memphis Area Climate Action Plan.

The project includes the purchase of 5 new County EVs including the installation of vehicle charging equipment. County Fleet Services Staff training, data collection, analysis, and asset purchases are among the list of project activities scheduled to start later this year and will continue into 2022. An expected outcome of the fleet vehicles "electrification" pilot program is reduced carbon emissions leading to a reduction in our community's contribution to the harmful effects of climate change.
