National Organization of Black Law Enforcement Executives (NOBLE) Encourages Congress to Adopt National Policing Standards
Alexandria, VA. - June 26, 2020 -The National Organization of Black Law Enforcement Executives (NOBLE) encourages the United States Congress to pass meaningful legislation to reform policing practices and increase public safety.
"Our work is just beginning. Law enforcement leaders, officers, and our communities stand united and ready to improve public safety through legislative action," said NOBLE National President Cerelyn J. Davis. "We encourage our state and national leaders to seize this opportunity and make the necessary decisions that will lead us on a path to transparency, trust, and accountability."
NOBLE continues to work to achieve effective community policing practices that ensure the public and officers are safe. The Justice in Policing Act of 2020 encompasses many of the solutions law enforcement and communities have agreed will help improve public safety, build trust, and increase accountability. NOBLE supports modernizing policing in our country through the following proposed national policies:
Prohibition on all chokeholds and vascular neck restraints
Prohibition on no-knock warrants for drug cases
Implementation of a national registry of individuals who have been disciplined for use of force and dismissed from any law enforcement agency
National accreditation standards for law enforcement agencies
Mandatory de-escalation and implicit bias training for law enforcement officers
Limitations on qualified immunity for law enforcement officers
Federal enforcement of the civil prohibition on a "pattern or practice" of policing that violates the Constitution or other federal laws
Limited transfer of military surplus equipment
Requirements for body worn cameras for law enforcement officers
National data collection and reporting on use of force by law enforcement
NOBLE calls on the United States Congress to quickly implement effective 21st century policing procedures and deliver the change America needs right now.
