 Message from Russell Kaney WI-CARH President
Summer is a great time to enjoy the beauty and
generally great weather in Wisconsin and the Midwest. Whether you attend local festivals, county fairs, family gatherings, taking time to relax and recharge is always a good summer accomplishment.
We look forward to seeing everyone this fall at our annual conference. The conference committee continues to meet throughout the year to fine tune our agenda, bring you knowledgeable speakers and make the event both educational and enjoyable to you and your staff. As always, if you have ideas for topics or speakers, let WI-CARH know your thoughts.

WI-CARH Spring Training A Success!
Managing Rural Development and Combined Programs was the topic of our spring training event held on April 30-May 1. Tari Bradley, Senior Trainer from Zeffert & Associates covered a variety of topics including an Overview of RD Programs, Marketing and the Application Process, Project Occupancy Requirements, Recertification Process, Lease Requirements, and Fair Housing. We had attendees from Wisconsin, Minnesota, Iowa and Ohio.

Congratulations WI-CARH Grant Recipients
WI-CARH's scholarship committee is pleased to announce that three students have been awarded funds from our Academic Enrichment Grant:
This year, the youth grants were awarded to three residents of the Dodge County Housing Authority. The grants were for a baseball league, swimming passes for the local aquatic center, and driver's education.
The youth grant and scholarship applications and further information can be found here. There are still funds available for scholarships and year-round activities for the youth grants. Please check our website or contact the WI-CARH office to apply.

LaValle Housing Authority receives Project of the Year Award from the USDA

Central Park Apartments Manager Charity Sobeck and her husband Rockie were awarded the "Project of the Year" award by the USDA Rural Development on Tuesday, July 16, by Frank Frassetto, State Director of USDA Rural Development in Wisconsin. Also awarded with the "Partner of the Year" award were Habitat for Humanity and the American Legion Post 242 for their amazing work on this project.
Central Park Apartments contains eight units for low-income seniors, is a member of WI-CARH, and is located in LaValle, Wisconsin.
In August of 2018, floods swept through the region. According to the
Reedsburg Time-Press, during the two weeks of flooding in late August and early September, about 25 feet of water rushed through the village of LaValle and about one to two feet of water stood in the Central Park Apartments. Water damaged almost everything inside the apartments which required two to four feet of new drywall, new flooring, refrigerators and hot water heaters. Residents had to move out for approximately four months while the apartments were redone with the help of Habitat for Humanity and volunteers in the community.

On Tuesday evening of August 28, 2018 LaValle, Wisconsin was hit with a flood. We were heading back from vacation and received word the flood waters were expected to be high. I began wondering about Central Park Apartments and the residents. That late afternoon, we knew we were not going to make it home in time. Once at our campground we began making as many telephone calls as we could. I reached out to neighbors and friends to help with phone calls and visits to residents. I found out three were already with family. One resident was on her way to her daughters, only left four remaining. My neighbors graciously took three to their house for the evening. The last resident my son drove to the resident's family when it looked like the flood reaching the building was eminent.
It was a precarious trip home the next day, but we finally arrived early afternoon. Already being told the building was surrounded, my heart still sank when I saw with my own eyes the water that completely surrounded the building. We could not even cross the bridge to go home. We ended up parking our fifth-wheel camper next to the Main Street Laundry Mat and watched the water. My husband being on the fire department immediately went to work. I went into the camper and began to call residents whose family did not live nearby to tell them of the damage, as well as contractors who had done work for us previously to come to give estimates.
It took a day and a half for all the water to reside. Once we could finally walk in, we saw how fast and furious the waters were. Things that were in the lower hallway ended up in the laundry room, garbage cans were tipped over and items scattered all over. Once the building was determined to be safe, I could then allow residents to come in and remove their belongings and try to salvage what they could.
It took four months before the residents could return. These months were filled with many emotions. The first, the deep sadness I felt as each tenant removed their items and left. Second, the stress and worry about the building and all of the financial matters to take into consideration. Third, the happiness I felt as I watched volunteer after volunteer come in and help when and where they could. Fourth, I felt gratefulness to my husband, who took on the responsibility of general contractor and who was there every day without pay. Fifth, the sheer joy as all residents returned and they were a family once again! And last, the reverence, we felt when we received the "Project of the Year" award. We accomplished what needed to be done and something anyone else would have done. It was an award for all of those involved whose hard work and determination brought the building back to life and the resident's home.
