Community and Economic Development Update - August 2020
RC CARES COVID-19 COMMUNITY RELIEF PROGRAM
The City of Rancho Cucamonga is pleased to announce the launch of the RC CARES COVID-19 Community Relief Program. The RC CARES Program, approved by the Rancho Cucamonga City Council on July 15, 2020, will provide $1.87 million in relief through four economic assistance opportunities for Rancho Cucamonga residents and business owners.

Rental Assistance Program (Residential)
This program will provide up to three (3) months of assistance with rent to prevent eviction. Applicants eligible for this program must meet income requirements at or below 80 percent of Area Median Income (AMI) adjusted based on the household size as published by HUD. Applicants must demonstrate loss of income due to the COVID-19 pandemic and that they were current on their rent as of March 2020. The City will provide payments directly to landlords.

Rental Forgiveness Program (Residential and Businesses)
City residents and businesses who deferred rents in April or May 2020 through the City’s eviction moratorium may be facing a looming financial cliff when those deferred rents become due six months after the local emergency ends. This program will provide funding to pay one month of the deferred rent for residential tenants and small businesses (fewer than 100 employees) continuing to suffer from the impacts of COVID-19. Documentation of rent deferral under the City’s eviction moratorium and continued financial hardship will be required. Tenants must demonstrate that they were current on their rents before April and May rent deferral. The City will provide payments directly to landlords.

County COVID-Compliant Business Partnership City Match (Businesses)
San Bernardino County launched its COVID-Compliant Business Partnership Program that provides support for local small businesses by offsetting costs up to $2,500 for complying with COVID-19 related business protocols. To further assist with achieving compliance, the City will match the County’s assistance with an additional $2,500 in funding relief for Rancho Cucamonga businesses participating in the County program. Proof of participation is required.

Outdoor Business Operations Assistance Program (Businesses)
To assist businesses in re-opening and continuing operation, the Outdoor Business Operations Assistance Program will allow for businesses to submit for reimbursement of up to $2,000 for items related to their business operations to outdoors in compliance with State and County Health Orders. Applicants eligible for reimbursement must provide proof of purchase of equipment and supplies for outdoor operation. Eligible costs must have been incurred after July 1, 2020, costs incurred prior are not eligible.

Interested residents and businesses should apply online at www.CityofRC.us/RCcares. The application period will open on August 24, 2020, and closes on September 4, 2020 at 5:00 p.m.

Upon closure of the application period, a random selection lottery will be used to select grant recipients. We expect that the number of applications will exceed the funds available through this program.

We encourage you to share this information with anyone that could benefit from these relief programs.

Outdoor Services Guidelines
State and local Health Department regulations have limited the capacity of interior dining and retail areas in response to the COVID-19 Pandemic. The City of Rancho Cucamonga has created guidance for outdoor dining, sales, and service areas. These temporary installations will allow increased capacity to serve patrons normally handled inside the business.

If you are interested in setting up an outdoor business area, please contact the Rancho Cucamonga Fire District at (909) 477-2770 or by email RCfire@CityofRC.us

The County is now providing complimentary disposable face masks to help 501(c)3 organizations throughout San Bernardino County.
