Congress Approves a Massive Budget Deal and Goes Home for the August Recess,  while Senate Committees Shift Focus Towards Surface Transportation Reauthorization

Congress has entered its August recess and lawmakers have gone home until September 9. Before leaving town, Congress passed a massive $2.7 trillion budget agreement that avoids sequestration and lifts the debt ceiling through the summer of 2021. The budget deal clears the path for Congress to begin its work on passing a series of twelve appropriations bills for the 2020 fiscal year when it returns in September. While the House has already passed its transportation spending bill, the Senate will now have to release its own bill before conference negotiations start. Federal agencies run out of money on September 30 and, barring any last-minute theatrics, Congress will likely pass a temporary spending bill (in the form of a continuing resolution) that will keep the government open into October until larger funding bills are agreed to. With the appropriations process taking center stage during September, a continuing resolution will be this year's best target for a legislative vehicle for a package of tax extenders that would include the short line tax credit. Legislation to make the short line tax credit permanent is currently has 260 cosponsors in the House and 59 in the Senate.
 
As the prospects for a comprehensive infrastructure bill fade amid disputes between Republicans and Democrats over funding mechanisms and congressional investigations into President Trump, the Senate is shifting its focus towards the next best vehicle for infrastructure: reauthorizing existing surface transportation policy that is set to expire at the end of September 2020. Reauthorizing the Fixing America's Surface Transportation (FAST) Act, which provided $305 billion over 5 years, is a lengthy process that is already underway. Senate committees are working on a 5-year surface transportation bill that covers 2021-2025 and will include money for rail, transit, Amtrak and highway safety. At the end of July, the Senate Environment & Public Works Committee released its highway title of FAST Act reauthorization, entitled "America's Transportation Infrastructure Act of 2019," which expanded the INFRA Grant Program and continued funding for the Railway-Highway Crossings (Section 130) Program. The Senate Commerce, Science & Transportation Committee is expected to release their version of surface transportation reauthorization with a rail title in late October or November.
 
Now in the process of developing its rail title for surface transportation reauthorization, the Senate Commerce, Science & Transportation Committee held a hearing on the status of positive train control (PTC) implementation that featured FRA Administrator Ron Batory and witnesses from Wabtec, Metra, and BNSF Railway. 91% of PTC is operational on Class I route miles as of July 1. Meanwhile, the House Committee on Transportation & Infrastructure's Rail Subcommittee held a roundtable discussion with railroad shippers, where Chairman Peter DeFazio (D-Oregon) attacked precision scheduled railroading (PSR) for increasing demurrage rates.

Heather Walke (Industrial Structures)

 

How did you get started in the rail industry?  
After an 11-year business-to-business media sales career, I decided it was time for a change. Last fall, the opportunity arose for me to join the Industrial Structures team as a business development executive with involvement in marketing.
 
Industrial Structures has been a part of the rail industry since its inception in 1987 manufacturing maintenance-of-way boarding cars, emergency response cars and trailers, and other custom rail cars.
 
All our manufacturing is done from our global headquarters in Tulsa, Oklahoma. Our primary market is North America, but we have manufactured MOW boarding cars for use in the Middle East/Western Asia.
 
Being a newbie, it's been fascinating to learn the ins-and-outs of the rail industry, especially regarding what it entails to maintain rail infrastructure. I had the opportunity to go out in the field in Alberta recently which put everything I've been learning in perspective.
 
 
What do you love most about your job/the rail industry?
The brotherhood, or sense of family, the rail industry exudes and how that camaraderie is extended to those they do business with is what I love most about the rail industry. Everyone is so willing to share their knowledge and open to learning from one another.
 
Regarding my job, I love watching the marketing strategies I've helped Industrial Structures implement come together to set the foundation for the business development efforts I am building upon. And, as a firm believer that successful businesses are built on good relationships, I enjoy cultivating new relationships and fostering existing ones with rail industry folks as Industrial Structures develops new and improved products to solve their business challenges.


What is it like being a woman in a primarily male dominated industry
It's empowering to know that I'm helping to continue to widen the path for the women in the rail industry that will come after me just as the women who came before me did. It can be a little intimidating to give a presentation to a room full of men who seemingly know the industry inside and out but keeping this in mind is what gives me the confidence needed to press on and do what I do best, consult with our clients to come up with custom solutions that solve their business challenges.  

And, as the only woman on staff at Industrial Structures, it is refreshing to witness the willingness of my team to listen to ideas coming from a new and different perspective.

 
What do you find yourself doing most in your downtime? Hobbies outside of work?
When I'm not at work, I am "momming out" with my 7 year old daughter, Emerson, and my 3 year old son, Callan, striving to be 100% present when I'm with them and my husband of 11 years, Eric.

I've found that being a working mom is much more than a balancing act, it's integrating all aspects of my life so I can bring my whole self to everything I do, working makes me a better mom and vice versa.


How do you define the "future" of rail? Where do you think the industry is headed?
For an industry with roots dating back centuries, the future of rail is very much based in advanced technology. As we continue to realize and embrace its full potential, advanced technology's positive impacts will continue be felt in aspects of safety, the environment, efficiencies, regulations, and so much more.


Anything else you would like to add/share?
I'm happy to say that after being in the railroad industry for 32+ years Industrial Structures will exhibit for the first time at Railway Interchange 2019 in Minneapolis this September 22 nd - 24 th.

Our booth, #1109, will be directly across from the REMSA info booth so please stop by and say hello. We'll be giving virtual tours of our modern day, next generation maintenance-of-way boarding car systems. Hope to meet everyone there!

In July and early August, REMSA members  Contech En gineered Solutions, Gallagher Asphalt, and RailWorks hosted grassroots events with Congressman Andy Barr (R-Kentucky), Congresswoman Robin Kelly (D-Illinois), and Congresswoman Angie Craig (D-Minnesota).

AAR, on behalf of the Chicago Region Environmental and Transportation Efficiency  (CREATE) partners, has issued a request for proposals  (RFP) for a vendor to develop and support a new CREATE website.  Proposals are due Sept. 12. A pre-bid information session will be held Aug. 22 in Chicago. Interested vendors must attend to submit a proposal. To make a reservation, contact Janice Scott at [email protected]. Amtrak is launching new nonstop Acela service between Washington and New York, part of a broader effort to expand offerings on one of its most profitable rail corridors."This new service will offer an ideal solution for travelers who want to save time and travel between city center D.C. and New York," said Richard Anderson, Amtrak's president and chief executive. (Washington Post) 

APTA The American Public Transportation Association (APTA) Names TransLink Transit System of the Year
APTA has selected TransLink to receive the 2019 Outstanding Public Transportation System Achievement Award."TransLink's ridership has reached unprecedented levels and despite our enormous growth, we've also managed to achieve an all-time high for customer satisfaction," said TransLink Chief Executive Officer, Kevin Desmond. CN and CSX will join together and serve more of the northeast starting Oct. 7. The two Class 1s announced a new intermodal service offering between CN's greater Montreal & Southern Ontario areas and the CSX-served ports of Philadelphia, New York, New Jersey and the New York City metropolitan area. "This interline service fits perfectly with our strategic focus on feeding our unique network through organic and inorganic growth opportunities, including extending our reach into new geographic markets," stated JJ Ruest, president and chief executive officer at CN. DART won the 2019 Innovation Award for its  GoPass  mobile ticketing application, the mobile ticketing app which also f eatures trip planning, ride-hailing service integration, fare capping and cash-to-mobile payment options.  Additionally,  APTA has appointed DART Secretary Michele Wong Krause to its executive committee.  (Progressive Railroading)
Maryland Gov. Larry Hogan announced the state will receive a $125 million Infrastructure For Rebuilding America Program grant from the U.S. Department of Transportation that will enable the long-planned Howard Street Tunnel project to start in partnership with CSX. The project will cost more than $450 million and consist of eliminating height restrictions in the 121-year-old tunnel to allow double-stack trains to move to and from the Port of Baltimore.(Progressive Railroading)

UP Union Pacific Railroad (UP) Reports PTC Progress
UP announced that it has implemented positive train control (PTC) on 1,081 route miles in the second quarter, bringing its PTC-operated route miles to 14,678, or 86 percent.  UP now is running PTC operations in 22 states, and is working with freight and passenger railroads to implement PTC on its remaining 2,384 route miles by 2020, stated UP officials in a company press release. (Progressive Railroading)

Balfour Beatty's Director of Talent and Development, Jo Volk, was interviewed live on  BBC Breakfast today, discussing the importance of developing life skills amongst apprentices and the value businesses gain from supporting younger generations in this way. Jo Volk, talent and development director, said: "We are pleased to be able to offer our apprentices the opportunity to work on some of the UK's most prominent infrastructure projects. During the visit, Kelly met with Asphalt President Charles Gallagher, senior company executives and employees, community leaders and rail industry representatives to discuss the importance of passing a surface transportation reauthorization bill. Also discussed was legislation that would extend the 45G short-line tax credit, which expired at 2017's end. The measure allows a credit of 50 cents for each dollar railroads invest in track and bridge improvements, capped at $3,500 per mile.(Progressive Railroading) 

HansonHanson Professional Services Inc. Hires Tyler Kramer as a Civil and Railroad Designer
Kramer will assist with geometric design, drainage analysis, construction engineering, field investigations, calculations and the preparation of plans and specifications for railroad projects. Kramer was previously a Norfolk Southern Corp. intern where he maintained track and assisted with bridge panel, turnout and switch installations, Hanson officials said in a press release. HerzogHerzog Mourns the passing of Stan Herzog
According to a statement from Herzog company officials, Stan Herzog, president of Herzog Enterprises and chairman and CEO of Herzog Contracting Corp, died on Friday, August 3. He was 70-years old. He spent his final days with his family and friends by his side, the company's statement said. (Herzog)

Loram Holdings Inc. announced today that Lynn Kelley, Ph.D., is joining its Board of Directors. Kelley has strong experience in operational excellence, supply chain management, quality management, procurement, logistics, and international business, as well as eight years of applying that experience in the rail industry. Jones has 30 years of manufacturing operations experience across North America, NARSTCO officials said in a press release. Prior to joining NARSTCO, he served as managing director and vice president of operations at Weir Group PLC, as well as VP of operations at Dover Corp. (Progressive Railroading) 

Riddett will fill the remainder of a three-year term set to expire at the end of 2019 and has been nominated for a full three-year term beginning in 2020, replacing Jim Hilderhoff of GE Transportation following the company's merger with Wabtec Corporation. (Railway Age)

Congresswoman Angie Craig (D-Minn.) joined REMSA and RailWorks Corporation at the RailWorks project office in Lakeville, Minnesota.   RailWorks, a provider of track, transit and rail system services, was recently awarded an $85 million contract to construct 14.5 miles of light rail double track for the Southwest Light Rail Transit project in Minneapolis, and a $2.9 million contract to repair Metro Transit's Blue Line light rail tracks near the Mall of America.  (Railway Age)
R. J. Corman is putting together a locomotive simulator for the purpose of training and testing locomotive engineers and conductors. The mobile locomotive simulator is designed to help improve employee safety, operator efficiency, and the longevity of the equipment by having operators with better training and higher efficiency, therefore lessening the strain on the equipment and extending its life. Reporting its half-year results on July 25, Vossloh Group announced that sales had increased by 4·6% to €437·1m from €418·1m for the first six months of 2018. An 18·6% increase in orders received to €568·9m had helped to lift the group's order backlog by 33·7% to €726·9m at the end of June. (Railway Gazette)
